The 3 rd IPA World Seminar for Young Police Officers What did I get out of this one-week Seminar in Poland? Apart from exchange on policing practices and cultures, the most rewarding experience which was out of my expectation was being invited to speak about the position of women police officers in Hong Kong before the Polish Prime Minister in the Polish Parliament. I am also delighted that many sections representatives appreciated our uniform very much. Cheerfully said Senior Inspector Jay Tam, the representative of IPA Hong Kong participating in the 3 rd IPA World Seminar for Young Police Officers in 2015. The IPA, with the assistance and participation from its 65 member countries and regions, organizes various exchange program, conference and seminar regularly every year to promote exchange of policing experience and friendship amongst police officers from different countries. The 3 rd IPA World Seminar for Young Police Officers, which was held in the police training centre in Warsaw Poland, is one of the most prestigious annual events of the IPA. The World Seminar for Young Police Officers is held by different sections in each year and it was previously held by the Netherlands and Australia Section. The seminar focused on a series of international crimes and issues with experts from different fields of the law enforcement agencies in Poland presented a number of useful and interesting topics to the participants. The seminar has provided me with a global view and some of the topics were so new to me such as arrangement and deployment of peacekeeping forces to battlefields, refugee problem and cross border defenses etc that I have never encountered in Hong Kong. A representative of Czech Republic Section even shared his personal experience on his attachment to the peacekeeping force in a battlefield. In addition, the host organization arranged some practical training for us. The most challenging ones were a training course on car rollover shoot-outs and a shooting exercise in a stimulated kid shooter case in a school. Jay said. 3
The 3 rd IPA World Seminar for Young Police Officers 2015 is a year especially meaningful to the Polish Police. It is their 150 th anniversary and the 90 th of its female Police Force. In this year, the Polish Police also appointed their first female general (a rank equivalent to the Deputy Commissioner of the Hong Kong Police Force). To mark this special moment, the Prime Minister of Poland, also the first female to hold the office of Prime Minister, and the External Minister, a female senior official again, chaired a thematic conference with the Polish Police in the Polish Parliament. Jay, together with other female officers in different Polish law enforcement agencies and representatives from international women rights organizations gave presentations and discussed on the position of female workers in their countries. My Poland trip has fully realized the motto of the IPA: Service Through Friendship. In addition to the policing experience exchange, it was also a great opportunity to acquaint with many new friends from 43 nations. It was absolutely an eye-opening and a lifetime experience. Jay recalled. The IPA organizes many exchange programs around the world. Once joined the IPA Hong Kong, you will be able to take part in the events.
