In the context of the formulation of the Twelfth Five Year Plan (2012-17), it has been decided to set up a Working Group on Teacher Education, under the Department of School Education and Literacy, Ministry of Human Resource Development. 2. The Composition of the Working Group is at Annexure I 3. The Terms of Reference of the Working Group are given at Annexure- II 4. The Chairperson of the Working Group, if deemed necessary, may constitute sub-groups and/or may co-opt additional members. 5. The Working Group will finalize its report by 30 th September 2011. 6. The expenditure on TA/DA etc. of the official members in connection with the meetings of the Working Group will be borne by the parent Department/Ministry/ Organization to which the official belongs, as per the rules of entitlement applicable to them. The non-official members of the Working Group will be entitled to TA/DA as admissible to Grade I officers of the Government of India and this expenditure will be borne by the Convener Department. Annexure-II TERMS OF REFERENCE OF THE WORKING GROUP ON TEACHER EDUCATION TWELFTH FIVE YEAR PLAN. 1. To review the implementation of teacher education programmes including the functioning of DIETs, SCERT, SIEMAT, and to make a realistic estimate for demand for teachers in the XI Plan and beyond as also to assess the need for pre-service and in-service training in terms of manpower and infrastructure. 2. To review the status of teacher education programmes and examine the infrastructural and other facilities in teacher education institutions 3. To suggest ways of restructuring and re-organization of Teacher Education Programme so as to make it out-come oriented and stipulate time -bound monitorable outputs/objectives. 4. To suggest ways to bring entire domain of Teacher Education under higher education and ways for organically linking DIETs, SCERT s,,ctes, IASE, University departments. 5. To assess the vacant faculty position in teacher training institutions and suggest how open and distance education and ICT infusion can serve to circumvent this issue. 6. To review Academic Staff Colleges and capacity development programmes to faculty in higher and technical education. 7. To develop a comprehensive faculty development programme for continuous training and retraining of teachers. 8. To examine the various academic programmes in teacher education and rationalize the same to make it target oriented for various levels and avoid duplicity of programmes. 9. To examine and address the issue of lack of special teachers for the differently abled and for their appropriate training. 10. To suggest norms for bench marking/best practices in teacher education so as to raise the standards of SCERTs / DIETs/ IASEs / CTEs,/ ASCs and evolving a rating scale for teacher training institutions. 11. To evolve a clear programme for training in ICT enabled classroom pedagogy and use of ICT in teaching of all subjects on the lines of the ICT policy in schools and also in higher education 12. To assess the financial requirements for teacher education programmes for the XII Plan period. 13. To define the role of the private sector in providing teacher education in the XII plan *********
