Introduction The 2016-2017 school year is the sixth year in which the Louisiana Department of Education (LDOE) implemented the statewide use of Dynamic Indicators of Basic Early Literacy Skills (DIBELS) Next as a standardized reading screener for Kindergarten through third grade. Please note two key shifts for this school year: This year was the first time that schools were asked to report particular measures (essentially subtests) that assessed the most important subset of early literacy skills for each grade level (rather than the overall composite scores as was the case in prior years) as follows: "initial sound fluency" for Kindergarten, "nonsense word fluency" for first grade, "oral reading fluency" for second grade, and "retell ability" for third grade. Second, schools were allowed to administer alternate assessments pre-approved by the state. Districts could also apply for a waiver for approval to use an assessment not on the pre-approved list. 1 1 The Ascension Parish School System was the only Local Education Authority (LEA) with an approved waiver whereby they were allowed to administer FAST (Formative Assessment System for Teachers) in grades first through third. 3

Overall Results Figure 1 displays the distribution of students by performance level and grade for fall 2016. Figure 1. If grade-level data are not included for an assessment, it is because that assessment was not administered in the state for that grade. Table 1. These are brief fluency measures designed to regularly monitor the development of early literacy and early reading skills. The critical skills necessary for successful beginning reading include phonemic awareness, phonics, fluency, vocabulary, and comprehension. The DIBELS Next benchmarking assessment measures assess students on four of these five critical skills all of the critical skills listed above other than vocabulary. The DIBELS Next test provides teachers with information about student reading and how well the student is progressing on a particular early reading skill. The results of DIBELS Next are reported based on a student s level of skill attainment towards the benchmark goals. These empirically-derived benchmark goals are criterion-referenced target scores that represent adequate reading progress. They are based on research that examines the predictive validity of a score when compared to later DIBELS Next measures and external assessments. Consequently, attainment of a benchmark goal indicates a student is likely to achieve the next DIBELS Next benchmark goal in future DIBELS Next assessments and other important reading outcomes. As this pertains to the achievement levels, it is likely that a student who receives a score level of Core support (synonymous with level in the present report), which indicates the student is at or above the benchmark goal, is expected to achieve satisfactory reading outcomes in the future if the student receives research-based, core classroom instruction. Students who score Below benchmark are determined to be at risk of remaining and falling further behind in literacy and school without being provided interventions of various degrees. 5

DIBELS Next results within this report are based on the particular measure given to students in the fall 2016 depending on their grade level. They reflect the skills expected of the student and for the assessment period and grade level. Statewide results are included in Table 2, which summarizes the latest three years of fall DIBELS Next results for Kindergarten through third graders. Across the four reported grades, 62.2 of the 165,769 DIBELS Next-assessed Louisiana students were considered level, (synonymous with Core or at benchmark ), closely approximating the prior (2015) fall result. As in recent years, intervention was most needed in Kindergarten. Unlike recent years, however, second grade showed the lowest percentage of students on or above level (formerly Core ), whereas in the past second graders had the highest percentage on or above level. This development could be due to the aforementioned change from reporting the Composite score to reporting only the score on the Oral Reading Fluency-Words Correct measure (subtest) for second grade (see paragraph 1 of the Introduction). The lower proficiency rates on this particular measure suggest that more students were still challenged to demonstrate on-level ability reflecting the transition to more advanced reading ability compared to those tested in kindergarten and first grade, which deal with simpler, phonetic skills, which while not surprising, indicates need for greater attention in this area. Therefore, although results are expected to approximate those of prior years, longitudinal comparisons are unreliable. 6

Assessing Students Reading Abilities Using Alternate Reading Assessments Through the LDOE's waiver process, districts and charters were able to use an alternate assessment in place of DIBELS Next as the standard reading screener for Kindergarten through third grade. The districts and charter groups below administered a pre-approved alternate assessment, and Ascension Parish was granted a waiver to use an assessment that was not on the pre-approved list for first through third grade.
