Parents As Instructors: To better understand your role as driver education instructor for your teen; please be sure to read the introduction section of your program. It is available as the first section of the online program or the first 12 pages of the Help for the Teenager Who Wants to Drive, Driver Education Manual. Virginia requires three standards of driver training for a teen to obtain a license: 30 hours of classroom education, 45 hours of supervised driving (15 of which at night), and 14 hours of formal in-car instruction. If you are a registered Home Schooler with the Superintendent of Education, Help for the Teenager Who Wants to Drive will meet the state requirement for 30 hours of class study. This program is not licensed to certify your in-car instruction requirements. Before obtaining a license, you will need to log 45 hours supervised driving. You will still need to contract for 14 hours of professional driver training with a local provider or complete the Home Schooled In-Car Driver Education Module at the end of this packet. You can do this! Parents are informally teaching their teens to drive from the first day they put their child in the car seat. Now you can move into the formal aspects of teaching using our materials as your guide! Through our curriculum, you and your teen will be meeting the classroom hour standards and requirements set by NDTI and your State law. The requirements are explained in detail on the following pages: Help is available from NDTI! Our Tutor Team is available 10 hours daily (M - F) to help you with any questions or concerns. STEP-BY-STEP INSTRUCTION GUIDE Step 1: Verify that the following items are included in your packet: a. Enrollment form / receipt with your customer ID number b. Driver Education Manual if purchased c. Traffic Safety Videos on CD-Rom or DVD if purchased. Otherwise, videos are available in the online program through the parents section. If any items are missing, please call 1-800-942-2050 Step 2: Step 3: Step 4: Review all material you have received in this program carefully (parents and teen). Take time to become familiar with this program. There are no secrets...we want great drivers. Sign and return the VA Homeschool Requirements Affidavit (pg 6) with copies of supporting documentation either a statement of homeschooling by religious exemption, notification to the school division superintendent of your intent to homeschool, or a letter from the superintendent acknowledging that the student is homeschooled. Teen driver - study the Preface and Level 1. Parent(s) quiz your teen on their knowledge of level 1 and then administer the Level 1 written test online at www.usdrivertraining.com. The Virginia Department of Education requires that we grade the tests for you. Testing online is easy, convenient, and provides immediate feedback. Online test results will update to our database automatically. If you need to test on paper, your coursework must be mailed in to National Driver Training Institute after every two levels. Please send all original worksheets and class logs to us along with the tests. If you do not want to pull the logs and worksheets from your manual, you may copies of the class logs and most worksheets in the online version of this welcome pack. Log in to www.usdrivertraining.com. Step 5: Students working through the program online will see their worked logged online automatically. Parents will need to validate the students 30 class hours at the end of the online course in order to download the certificate from the website. Students working through a book must track their class hours on class log sheets included in the book. Mail in these class logs and any completed worksheets at the end of the program. Please remember to return the Traffic Safety Video Library DVD if you have rented it.
Families in District 8 must complete a 90 minute parent/student driver education component. At the present time, you may request that the local public school allow you to attend one of their presentations. For logistical reasons, this request must be made ahead of time. An online version of the 90 minute program has been approved by the Department of Education and is now available. The Web site for this is www.90minparentteen.org. There is a $14 charge for this program and will require verification from NDT that the student is currently enrolled or has completed our program. Your enrollment form and receipt is available on your student home page and should be sufficient proof for the 90 min program. Step 6: When you have both a valid instruction permit and our course completion certificate, you may apply to provide driver training at home using the state s HS1 and HS3 forms. Important Instruction Information PROCEDURES AND DOCUMENTATION REQUIREMENTS To be eligible for your certificate of completion from the NDTI, the procedures in this section must be followed. Classroom Activity Hour Requirements and Standards: A minimum of 30 hours of classroom instruction is required throughout the entire training course. Classroom training hours are comprised of reading the lesson material, test taking, viewing traffic safety videos, and completing required activities. We do not require a minimum number of classroom hours per level, although we recommend the following: Level 1 4 hours Level 2 4 hours Level 3 4 hours Level 4 4 hours Level 5 3 hours Level 6 5 hours Level 7 6 hours Additional Activities. In addition to the hours of reading and activities listed in each level, we also provide suggested activities for each level that are not mandatory. You may choose from these activities to supplement your teen s driver education. Written Tests: Expect your student to achieve a 80% passing score on written tests. If passing scores are not achieved on the first try, the test must be taken again. Your teen may take one online test within a 24 hour period. Virginia Homeschool Requirments and Affidavit (please sign and return to NDTI) According to the HomeSchool Information Sheet (HS1) as posted on the Virginia DMV website: 1. The parent/legal guardian who meets the requirements for home school instruction under Va. Code 22.1-254 (B) or 22.1-254.1 and elects to provide in-car driver education instruction to his or her own child must obtain prior authorization from DMV by completing a Home-Schooled In-Car Driver Education Parental Authorization Application form (HS-1). A separate form must be submitted for each child who must be under 18 years of age. NOTE: If, for any reason, your status as a home-schooling parent/guardian expires or is rescinded or if your child no longer meets the requirements for home-schooling, it is your responsibility to terminate the in-car instruction for certification purposes and notify DMV. 2. Home-schooling parent/guardian qualifications: Hold a valid Virginia driver s license. Have an accumulation of no more than six demerit points in the last 12 months. Not convicted of driving while intoxicated in violation of Va. Code 18.2-266 or a substantially similar law in another state in the last 11 years. Not convicted of voluntary or involuntary manslaughter in violation of Va. Code 18.2-35 or 18.2-36 or a substantially similar law in another state in the last 11 years. Grant consent to DMV to review and monitor parent s/guardian s driving record throughout the authorization period and until the student successfully completes the DMV road skills test. Maintain proper vehicle insurance as required by the Va. Code. 3. Complete, sign and mail the HS-1 form to: Department of Motor Vehicles Commercial Licensing Work Center P. O. Box 27412 Richmond, VA 23269-0001 Provide one of the following documents acknowledging that the requirements for home-schooled instruction under Va. Code 22.1-254 (B) or 22.1-254.1 have been satisfied (A separate letter must be submitted for each child.): o A copy of notification to the school division superintendent or designee of your intent to home-school the child o A letter from the school division superintendent or designee acknowledging that the child is home-schooled Enclose the original of one of the following as proof of completion of the classroom portion of the Driver Education program: o Certificate from an approved correspondence course o CDT-B form from a Commercial Driver Training School o DEC-1 form from a public/private school NOTE: A photocopy will not be accepted. --------------------------------------------------------------------------------------------------------------------- Affidavit: I (parent name) certify that I qualify to teach my teen s driver education as stipulated above by the Code of Virginia and the Virginia Department of Motor Vehicles. Furthermore, we have returned any videos we borrowed through the course of the program. We certify that our student has completed 30 hours of driver education homeschool instruction as evidenced by the accompanying worksheets and class log sheets.
