MINUTES HARRISON COUNTY BOARD OF EDUCATION The Harrison County Board of Education held a regular meeting Tuesday,, at 4:00 p.m., at the Harrison County Schools Board Office, 408 E. B. Saunders Way, Clarksburg, WV. Members of the board present were: Paul J. Howe, III, President Charles P. Reider, Vice President Allen Gorrell, Member Michael L. Queen, Member David M. Sturm, Member Executive Secretary: Susan Lee Collins, Superintendent Staff members present were Dr. Greg Moore, Assistant Superintendent for Human Resources and Policy; Sharon Haddix, Treasurer; Neil Quinn, Clerk of the Works; and Patty Britton, Secretary. Mr. Howe called the meeting to order at 4:05 p.m. then led the Pledge of Allegiance. Mr. Gorrell led an invocation. The following delegations signed up to speak before the board: 1. Vanessa McNemar Mrs. McNemar requested that she be allowed to discuss her situation in private. Mr. Queen made a motion to go into executive session. Mr. Reider seconded the motion. All members voted aye. At 4:20 p.m. Mr. Sturm moved to return to regular session. Mr. Reider seconded the motion. All members voted aye. 2. Release of $400 check to Sandi Nuzum for start-up funds for All-county Band Concert. (Received prior approval by phone - Mr. Howe, Mr. Reider, Mr. Gorrell and Mr. Gorrell voted aye. Approval was granted. (Mr. Queen did not respond to early request.) 2. Pull Tab 9 Approval of Bid Grass Cutting for FY 2012-2013 Building Programs 1. Mr. Gorrell seconded the motion.

Mr. Sturm moved to approve the consent items as amended. Mr. Gorrell seconded the motion. All members voted aye with the exception of Mr. Reider who recused himself from voting on Tab 3 Vendor Accounts Unpaid Bills Report. The consent items were as follows: A. Minutes 1. February 21, 2012 Special Meeting 2. February 21, 2012 Regular Meeting B. Vendor Accounts - Unpaid Bills Report The Vendor Accounts-Unpaid Bills Report was for the period of February 16 February 29, 2012. This report included all accounts payable checks for Harrison County Schools, excluding RESA VII and UTC. Dental Vision 16,394.40 General 1,621,506.85 Payroll 1,354,189.57 Utilities/US Foods & Bus Fuel 343,970.80 C. Budget Supplements and Transfers The supplements were for the following: transfer of debt service funds into the general current contingency fund; capital projects including SHHS fieldhouse/ bleachers, and Nutter Fort SBA MIP; Fresh Fruit and Vegetable grants for North View, Lumberport Elementary, and Wilsonburg; Ambervision grant at Simpson; ESL grants (state and federal); Student Achievement; All County Band; Summer Theater; Kelly Miller Vending; Hart Foundation Scholarships; GED Classes; IDEA Part B Reduction; and Title I increase. The transfers were for miscellaneous local levy, contingency funds to the proper capital projects and Title I. D. The team did not recommend a public comment period for this policy. F. Policy 4405 Communicable Conditions This policy was reviewed by the Health Services Department as well as a team of individuals, including teachers, administrators, students, and parents. The team recommended a public comment period for this policy. G. Memorandum of Understanding for Practicum Placements Pierpont Community & Technical College This memorandum of understanding for practicum placement was between Harrison County Schools and Pierpont Community and Technical College. H. Approval of Bid Grass Cutting for FY 2012-2013 (Pulled from Agenda) I. Attendance Exception Request A Bridgeport High School student requested an exception to the attendance requirements. This student would have the opportunity to earn the total number of credits required for graduation by completing this education program. J. Under Building Programs, Mr. Queen made a motion to approve the items as presented. Mr. Gorrell seconded the motion. Mr. Reider then made a motion to table Tab 16 Consideration of Athletic Field Turf. Mr. Sturm seconded the motion All members voted aye. All members then voted aye. on the remaining items. The Building Programs items were as follows: A. Application for Payment #16 W. R. Drake Company, LLC - Lumberport Elementary School Application for Payment #16 in the amount of $76,932.06 was from W. R. Drake Company, LLC for the new Lumberport Elementary School. This project is being funded with SBA and local funds. This request has been approved by our staff and Omni Associates, Inc. B. Application for Payment #19 City Construction Company - Lumberport Elementary School Application for Payment #19 in the amount of $68,075.77 was from City Construction Co., Inc. for the new Lumberport Elementary School. This project is being funded with SBA and local funds. This request has been approved by our staff and Omni Associates, Inc. C. Application for Payment #2 Douglas Equipment Lumberport Elementary School Application for Payment #2 in the amount of $17,103.00 was from Douglas Equipment for the new Lumberport Elementary School kitchen equipment. This project is being funded with SBA and local funds. This request has been approved by our staff and Omni Associates, Inc. D. Request for Payment Invoice #15521 CMA Engineering HVAC Design at South Harrison High School, Salem Elementary, and South Harrison Middle Request for payment Invoice #15521 in the amount of $2,212.00 was from CMA Engineering for professional services rendered for the design of the HVAC systems at Salem Elementary School. This project is being funded with local funds. This request has been approved by our staff. E. Application for Payment #5 W. R. Drake Company, LLC Salem Elementary HVAC Application for Payment #5 in the amount of $51,885.18 was from W. R. Drake Company, LLC for the installation of the new HVAC system at Salem Elementary School. This project is being funded with local funds. This request has been approved by our staff and CMA Engineering. F. Consideration of Athletic Field Turf (This item was tabled until the March 20, 2012, Special Budget Meeting) G. Request for Payment Invoice #1051650 Thrasher Engineering, Inc. Design South Harrison High School Bleachers Request for payment of Invoice #1051650 in the amount of $8,100.00 was from Thrasher Engineering, Inc., for the design of the South Harrison High School bleachers. This project is being funded with local funds. This request has been approved by our staff. H. Request for Payment Invoice #1051645 Thrasher Engineering, Inc. Design South Harrison High School Field House Request for payment of Invoice #1051645 in the amount of $48,000 was from Thrasher Engineering, Inc. for the Design of South Harrison High School Field

House. This project is being funded with local funds. This request has been approved by our staff. I. Permission to Construct Seating Area Liberty Football Field A request to install a seating area at the Liberty High School football field was made. Team Home Depot will be providing materials and support to complete the project. The construction is scheduled for March 31, 2012. The drawings for the project were provided at the board meeting. Under Information, the board received the following report. A. Report on Student In-State Travel Study and Transportation Requests (See File) With the exception of the transfer hearings, Mr. Reider made a motion to approve the Personnel agenda as presented. Mr. Gorrell seconded the motion. All members voted aye Dr. Moore requested a small break to set-up for the transfer hearings. At 5:30 p.m. the board reconvened to begin the hearings. There were three employees who requested hearings. Prior to each hearing, those giving testimony were sworn in. The first hearing was with Anthony Gigliotti. Mr. Gigliotti agreed to an open hearing. Mr. Queen made a motion not to accept the superintendent s recommendation to place Mr. Gigliotti on the transfer list. Mr. Howe seconded the motion. Mr. Howe, Mr. Queen, and Mr. Sturm voted aye. Mr. Reider voted no. Mr. Gorrell abstained. The motion passed. Mr. Gigliotti was removed from the transfer list. The second hearing was with Karen C. Lewis. Mrs. Lewis agreed to an open hearing. Mr. Reider made a motion to support the superintendent s recommendation to place Mrs. Lewis on the transfer list. Mr. Queen seconded the motion. All members voted aye. Mrs. Lewis will remain on the transfer list. The final hearing was with Edith Vincent. Mrs. Vincent agreed to an open hearing. Mr. Reider made a motion not to support the superintendent s recommendation to place Mrs. Vincent on the transfer list. Mr. Queen seconded the motion. All members voted aye. Mrs. Vincent was removed from the transfer list. At 6:45 p.m. Mr. Sturm moved to adjourn the meeting. Mr. Queen requested that the record reflect that he did present a statement to the board regarding a specific issue that the board had talked about and was to be looked into by the superintendent. This statement was an acknowledgement that he had brought this to the board s attention and he was now asking that it be formally reviewed. Mr. Queen then seconded the motion to adjourn.
