They include visit to Kadoorie Farm, Cambodia Medical Mission trip and the 14 th Annual General Meeting. The details of these functions can be found in this issue of the newsletter. Remember to mark your diary. Congratulatory Message Congratulations to Dr. LEE Ka Yan, David for being appointed a Justice of the Peace. Annual General Meeting Please note that the College 14th Annual General Meeting, Admission Ceremony for new Fellows, and Annual Dinner will be held on 3rd December 2005 at the Hong Kong Academy of Medicine Jockey Club Building. Formal notice of the AGM and invitation for nominations for Council members will be sent to all Fellows in September 2005. Please come and show your support to the College. Hong Kong College Of Paediatricians Foundation Medical Exchange To Qinghai The College Foundation was invited to participate in a medical exchange with our Qinghai counterparts during the period 6/7/05 10/7/05. Drs. Vincent T. C. Leung, Wilfred C.W. Leung, Eligina Y.L. Poon and M.S. Yip took part and held meetings and exchanges with personnel from Qinghai School of Professional Health (QSPH), Qinghai Women & Children s Hospital as well as representatives from a rural hospital. Also present were Professor Thomas Wong of the Hong Kong Polytechnic University, Mr. C.K. Ng of the Hua Xia Foundation (HXF), and the Minister of Health Science, Ministry of Health, Central People s Government (CPG). These meetings were well attended and important and valuable ideas were exchanged and discussed. 1

In response to our donation of HK$200,000 raised from last year s charity concert, the local government from Qinghai also donated $250,000 yuan towards the promotion of healthcare in the locality. The combined funding enabled 34 teachers from QSPH to undergo postgraduate training in Beijing, Shanghai, France and Australia. This medical exchange has provided us an in-depth understanding of the hardships faced by medical personnel in Qinghai. Hopefully our contribution towards better healthcare training and provision will benefit people in the locality and nearby provinces. The goodwill of our fellows and supporters was deeply appreciated by the QSPH, HXF and the Ministry of Health. Cambodia Medical Mission Trip Jointly organized by Hong Kong College of Paediatricians Foundation Ltd. And The Chinese Rhenish Church Hong Kong Synod Mission Date: Saturday, October 22, 2005 - Thursday, October 27, 2005 Place: Phnom Penh, nearby villages and poor relocation settlements Objectives: - to set up a mobile clinic and at the same time, cooperate with the local professionals to provide free medical consultations to Cambodian citizens - to deliver talks and organize seminar on Community Health - to visit Children s Home for runaway street youngsters - to arrange field visits to hospitals - to assign medicines to professionals and give away basic necessities to locals donated by Hong Kong College of Paediatricians Foundation Ltd. Cost: approximately HK$4,500 (including visa, round trip air ticket, accommodation and meals). This fee is partially subsidized by Hong Kong College of Paediatricians Foundation Ltd. and The Chinese Rhenish Church Hong Kong Synod Mission. Accreditation Committee Fellows and trainees are informed that the following Council resolutions have been made in the 96 th meeting on 9 th May 2005 concerning the accreditation of Basic and Higher Paediatric Training Programme: 1. A Higher Trainee with fulfilment of 3-year higher training and waiting for the Exit Assessment could be regarded as a service medical officer and not to be counted as a trainee. As long as he/she is holding a post and is in continuous service in Paediatrics before examination, his/her training would not be regarded as interrupted training. 2. For those institutions in which some teams have exceeded the trainer to trainee ratios after July 2004, the accredited period of training for each trainee would be adjusted by a ratio of the number of available training posts to the actual number of trainees in the team. Also, the Council decided that this pro-rata formula should be applied by counting the trainees in the host institution only. In case there was an elective trainee from other institutions in the team, he/she would occupy one training post, and the other trainees in the host institution would share the remaining training posts in the team. This means that the accredited period of training for the trainees in the host institutions will be further reduced. 3. The assessment forms for Basic and Higher Training would be modified to include an assessment of the Overall Performance of the trainee as PASS/FAIL, to be completed by the Trainer. The training period for which the overall assessment is FAIL will not be accepted as accredited training for the purpose of Basic or Higher Training in Paediatrics. The revised assessment forms will be used for the next assessment exercise. The following resolutions have been endorsed at the 97 th Council meeting on 26 th July 2005: 1. A Basic Trainee with fulfilment of a 3-year basic training and waiting for MRCPCH/ Intermediate Examination could be regarded as a service medical officer and not to be taken as a trainee. As long as he/she is holding a post in Paediatric service before Intermediate Examination, his/her training would not be regarded as an interrupted training. 2. The criteria of Paediatric Intensive Care (PICU) as a subspecialty team in Basic and Higher General Paediatric Training Programme: 2.1. PICU should be recognized as an established subspecialty team for the purpose of both Basic and Higher General PaediatricTraining 2.2. Each PICU team should on average have at least 4 patients per day. The complexity of that subspecialty has been taken into consideration. For that purpose, the PICU beds should be under the Hospital Authority s designated setup for PICU. 2.3. PICU team rotations in Basic Training should preferably be not more than 3 months but definitely not more than 6 months. 2.4. PICU subspecialty rotations in Higher Training should be no more than 12 months within the 3-year programme. 3

Announcement from CME Subcommittee Re: Amendments of College CME/CPD Guidelines in July 2005 After the synchronization of CME cycle, the Hong Kong Academy of Medicine has made some amendments to the CME/CPD Guidelines. Accordingly our College s CME/CPD Guidelines has been revised. Fellows are advised to note the following revisions: 1. Section III. 3.2.A.5: A minimum of 30 points in a 3-year cycle will be required in Category A Amendment made: Added to the end of sentence: but this rule does not apply to Fellows whose first CME cycle is 2 ½ years or shorter. 2. Section IV. 4.2: The CME/CPD cycle will be synchronized with the duration of practising certificates; and fixed cycles will be adopted once the Medical Council of Hong Kong / Dental Council of Hong Kong have implemented linking of CME/CPD to the renewal of practising certificates. Once synchronization is implemented, Fellows will commence their first cycle immediately upon their admission to Academy Fellowship; and the required CME points for the first cycle will be counted on pro-rata basis. Our College should report to the Education Committee of the Academy any Fellow of the Academy who fails to comply with CME/CPD requirements at the end of the cycle. The Education Committee should then consider sanction. Amendment made: The first sentence (underlined above) was deleted and replaced by The Academy adopted fixed CME/CPD cycles from 1 January 2005. The remaining sentences were not changed. 3. Section IV. 4.5: The College encourages all Fellows to participate in as many programmes as feasible. However, to encourage the medical education being continuous, the College has decided to accept a maximum of 50 points per year. Amendment made: The last sentence (underlined above) was deleted. 4. Section VII. 7.1 Remediable non-compliance: a): Fellows must: 1) have achieved not less than 60 points within the cycle; OR 2) be certified to have suffered from a medical condition which Council considers as a reasonable cause for the CME/CPD noncompliance. Amendment made: The phrase (underlined above): 60 points within the cycle; was replaced by two-thirds of the required number of points for a cycle;.. 5. Section VII 7.1 d): The remedial programme must be finished within the time specified by the appropriate College. In any case, the remedial programme must be finished within 12 months from the time of decision. 4
