Introduction The Student Performance Diagnostic provides an institution with a process to report summative student assessments. This diagnostic is significant to the accreditation and continuous improvement process as it serves as a resource for schools to view content area assessment results required by the state, district, or other entities, determine the quality and reliability of the given assessments, and show the alignment of the assessments to the school's curriculum. The performance level computed at the completion of the diagnostic is used by the external review team as a comprehensive report to understand fully the institution's assessment program; the diagnostic should be used in the same manner by the institution as it engages in improvement planning. 16 Advance Education, Inc. Evaluative Criteria and Rubrics Overall Rating: 3. Statement or Question Response Rating 1. Assessment Quality The array of assessment devices used by the institution to determine students' performances is sufficiently aligned so that valid inferences can be reached regarding students' status with respect to the majority of those curricular aims regarded as high-priority instructional targets. The documentation provided in support of this alignment is relatively persuasive. Most of the assessments used are accompanied by evidence demonstrating that they satisfy accepted technical requirements. Level 3 Statement or Question Response Rating 2. Test Administration All the assessments used by the institution to determine students' performances, whether externally acquired or internally developed, have been administered with complete fidelity to the administrative procedures appropriate for each assessment. In every instance, the students to whom these assessments were administered are accurately representative of the students served by the institution. Appropriate accommodations have been provided for all assessments so that valid inferences can be made about all students' status with respect to all of the institution's targeted curricular outcomes. In comparison to institutions functioning in a similar educational context, students' status, improvement, and/or growth evidence indicates that even though we saw an increase in several of our GMAS scores, the level of student learning continues to be a need for our system as our 16 CCRPI results show a decline in our students meeting typical progress. Areas of Notable Achievement Which area(s) are above the expected levels of performance? Our elementary and middle school student achievement is consistently above the state average. Several grade levels are above our regional averages in each curriculum area. In addition, math is a particular area of strength at the elementary level. Our high school students met or exceeded the state average and regional averages in several of our End-of-Course assessments. Our Career Technical & Agricultural Education (CTAE) Entrepreneurship, Early Childhood Education, and CNA (Healthcare) End of Pathway Assessments (EOPA) had a pass rate of % for 16. Our graduation rate has risen exponentially over the past 5 years and is consistently above the state average. The comprehensive College and Career Ready Performance Index (CCRPI) scores at our elementary and middle schools are consistently above the state. All schools, including our high school continue to see an increase in their overall score. In 12 our system CCRPI score was 66.1. Our 16 system CCRPI score is 73.5. Primary Schools have not received CCRPI scores since 14 because they do not administer high stakes state mandated assessments. For the years 12-14 they received CCRPI scores in the 9s. In 13 they received a score of 96.3, which was the sixth highest primary school score in the state of Georgia. Describe the area(s) that show a positive trend in performance. It is difficult to look at trend lines in performance due to the roll-out of a new state assessment system in the 14-15 school year. In 14-15 the state changed the state assessment from the CRCT (less rigorous and selected response) to the GA Milestones (more rigorous and selected response with constructed response). Our two year comparison does show improvement in most grade levels in Language Arts and Math at the Elementary School, Language Arts and Science at the Middle School, and a significant improvement in our Math and Science Department at the High School. Graduation rate has shown a positive trend for many years now, reaching 83.2% in 16. Our graduation rate of all subgroups has shown an increase since 12. Rates of discipline incidents have decreased over a longitudinal period due to the implementation of PBIS at all schools in the system. Schools have seen a decrease of over 76% in office discipline referrals since beginning to implement PBIS. Which area(s) indicate the overall highest performance? Language Arts and Math is a system-wide area of strong performance in FY16. Our 3 rd, 5 th, 6 th, 7 th, and 8th grade levels, as did our high school American Literature exceeded the state and RESA averages in Language Arts in our 15-16 GMAS data. Our 3 rd, 4 th, and 5 th grade levels and our Coordinate Algebra scores also exceeded the state and RESA averages. Again, due to the roll-out of a new assessment system in Georgia in the 14-15 school year, trend data is difficult to ascertain. However, we did see some improvements by our Students with Disabilities (SWD) and Economically Disadvantaged (ED) from 14-15 to 15-16 in the following areas: 1. Elementary Language Arts SWD increased developing, proficient & distinguished by 1% 2. Elementary Math SWD increased developing, proficient & distinguished by 12% and ED increased by 4% 3. Elementary Science SWD increased developing, proficient & distinguished by 11% and ED increased by 3% 4. Elementary Social Studies ED increased developing, proficient & distinguished by 3% 5. Middle Language Arts SWD increased developing, proficient & distinguished by 8% 6. Middle Math SWD increased developing, proficient & distinguished by 5% 7. Middle Science SWD increased developing, proficient & distinguished by 39% and ED increased by 5% 8. American Literature SWD increased developing, proficient & distinguished by 28% 9. History SWD increased developing, proficient & distinguished by 33% While our African American subgroup is not performing as well as we would like on the GA Milestones assessments, there are a few positive trends from our 14-15 administration to our 15-16 administration: 1. Middle Language Arts African American subgroup increased by 5% 2. American Literature African American subgroup increased by 11% 3. Coordinate Algebra African American increased by 9% 4. Analytic Geometry African American increased by 17% 5. Biology African American increased by 7% Between which subgroups is the achievement gap closing? The achievement gap for our African American students and our Economically Disadvantaged students are narrowing slightly in some areas related to achievement. We are; however, seeing a dramatic narrowing of the achievement gap related to graduation rate between all students and all three of our subgroups. As recently as 12, the graduation rate for our African American student subgroup was 59.4% (rate for all students was 72.4%). In 15, the graduation rate for our African American students was 86.6% (rate for all students was 86.7%) and in 16, the graduation rate for our African American students was 87.2, the highest for all our students and subgroups (rate for all students was 83.2). Also, in 12, the graduation rate for our Economically Disadvantaged student subgroup was.9% (rate for all students was 72.4%). In 16, the graduation rate for our Economically Disadvantaged student subgroup was 78.3% (rate for all students was 83.2%). Finally, in 15, the graduation rate for our Special Education student group was 64.3 and in 16 the graduation rate for our Special Education student group was 79.6. Which of the above reported findings are consistent with findings from other data sources? We have included a plethora of data sources in our data diagnostic/needs assessment. Areas in Need of Improvement Which area(s) are below the expected levels of performance? Social Studies presents as the area that is of most concern district-wide. In most grades we are at or below the state and RESA percentages. The highest is 84% considered developing, proficient or distinguished in 6 th grade Social Studies. The lowest scores on CCRPI weighted achievement at the elementary and high school levels were in Social Studies. CCRPI performance flags for elementary indicate red flags in Social Studies for the all subgroups. For the middle school, their Social Studies CCRPI performance flags showed African American and Economically Disadvantaged subgroups met Participation Rate and State Performance, but not Subgroup Performance Target. For the high school, red flags for U. S. History and Economics for all subgroups. District growth scores were lowest in Social Studies for the EOG (End of Grade), with a similar pattern at the high school. Science shows the most concern after Social Studies. When engaging in problem-solving with science and social studies teachers, they report that their instruction must match the expected level of performance noted in the content level descriptors rather that the specific standards. Describe the area(s) that show a negative trend in performance. Trends are difficult to ascertain due to the roll-out of new assessments in Georgia in the 14-15 school year. Social Studies achievement in 5 th, 6 th, 7 th, and 8 th grade dropped in 15-16, Yet 5 th, 6 th, and 7 th grade were still about state level performance. In addition, there are negative trends in performance from 5 th to 6 th grade performance in Language Art, Math, and Science. Student performance appears to decline from 5th grade to 6th grade as students make the transition to middle school. Again, when we look at student growth, Social Studies is our area of concern. Which area(s) indicate the overall lowest performance? Social Studies is a district-wide concern. We are also concerned about the high school Science Department. Again, while trends are difficult to analyze due to the roll-out of new assessments in Georgia, we are concerned about the performance of all our subgroups. While all our subgroups are showing some positive trends related to graduation rate, we are concerned about the low achievement as measured by the Georgia Milestones for these subgroups. In our two years of Georgia Milestones administration, we are seeing some slight negative trends in our African-American subgroup. When we look at the overall data, our African American elementary school scores dropped slightly in ELA, Math, and Science. Our African American middle school scores dropped slightly in Math, Science, and Social Studies. Our African American high school scores dropped slightly in Ninth Grade Literature and U. S. History. Between which subgroups is the achievement gap becoming greater? We are seeing some slight negative trends in assessments between our African-American student subgroup and our white student subgroup. Which of the above reported findings are consistent with findings from other data sources? Again, we triangulate data from multiple sources when completing our data diagnostic/needs assessment each year.
