Statewide Longitudinal Data Systems (SLDS) aka Student Unit Record systems or SURs Longitudinal data systems - Collect high quality data about how individual students perform over time Follow students from preschool to K-12, college and workforce Facilitate reporting and analysis of longitudinal data Help states, districts, schools and teachers make datadriven decisions to improve student learning Facilitate research to increase student achievement and close achievement gaps SLDS and public policy debates SLDS informs two broad public policy debates P-20 pipeline issues progression between sectors High school to college College to college College to workforce Factors influencing student success Financial aid Remediation Course performance Source: Tanya I. SLDS/SUR Current Status (July 2010) 45 states (including D.C.) have at least one SUR All 45 states collect student demographic and postsecondary enrollment data 19 states collect data from independent, nonprofit institutions 39 states link, share, and/or exchange data with other state agencies/entities Most states release aggregate data and 27 states review and approve FERPA compliant data requests Source: Tanya I. Garcia & Hans Peter L Orange, July 2010, State Higher Education Executive Officers Strong Foundations:The State of State Postsecondary Data Systems http://www.sheeo.org/sspds Types of student data in postsecondary SURs Demographic Postsecondary enrollment Completions Postsecondary academic history Course-level information Financial aid 45 states 45 states 43 states 38 states 37 states 37 states SSN is primary identification number used for matching SSN used with State ID in K-12 system Some states moving away from SSN as primary key Source: Tanya I. Data Quality Campaign (DQC) Bill and Melinda Gates Foundation DQC national collaborative effort to improve SLDS availability Provides tools and resources for SLDS development Annual survey to assess state of SLDS progress Ten Essential Data Elements Statewide student identifier Student level enrollment data Student level test data Information on untested students Statewide teacher identifier with teacher-student match Student level course completion transcript data Student level SAT, ACT, AP exam data Student level graduation and drop-out data Ability to match student-level P-12 and higher ed data State data audit system America Competes Act Assurances Assurances required to receive ARRA grant funding Pre-K through Grade 12 and Postsecondary data Unique statewide student identifier Student level enrollment, demographic, program participation Student level transfer in/transfer out points Capacity to communicate with higher education data systems State data audit system to assess data quality, etc. Preschool through Grade 12 data Yearly test scores Teacher identifier system with ability to match teachers to students Student level transcript information with courses & grades Student level readiness scores (such as ACT, SAT) 7

America Competes Act assurances continued Postsecondary education data requirements Information regarding extent to which students transition effectively from secondary to postsecondary, including remedial course enrollments Other information determined necessary to address alignment and adequate preparation for success in postsecondary education IHE Requirements under SFSF (State Fiscal Stabilization Fund Program 34 CFR Chapter II, Nov 12, 2009) For each state, LEA, high school, and defined subgroups (such as gender, ethnic) # of students who enroll in a public Institution of Higher Education (IHE) within 16 months of receiving regular high school diploma # and % who complete at least one year s worth of college credit, applicable to a degree, within two years of enrollment at the IHE Common data standards Initiative Collaborative effort to develop voluntary common standards for SLDS data including K12 to postsecondary education transition variables 8

IHE Data Questions??? State IDs & other info for non-residents, non-citizens? Enrollment, demographic, program participation can states decide what to collect? Transfer in / transfer out points sufficient to submit directory info term by term? For whom? Transitions and remedial course information sufficient to report which subject area? For whom? # who complete one year of work within two years any standards for calculation? States to develop their own systems for collecting this info will federal standards be imposed later? Costs grants may not pay for everything will state help? What about privacy??? Use of SSN some reluctance, depends on the state Standards Vendor standards for security Physical security Role-based access and controls Workforce data and special security needs 9
