MEDIA POLICIES OF TOURNAMENTS UNDER THE AUSPICES OF THE IHSAA (Note: The following regulations have been adopted by the Board of Control of the Iowa High School Athletic Association and went into effect October 31, 2007.) Revised: 11/22/11: 11/28/12: 12/17/15 I District & Substate Basketball Tournaments including the First Three Rounds of the Football Playoffs & the First 7 Sessions of Wrestling, and First 2 Days of State Track. IHSAA POST-SEASON EVENTS: Baseball Basketball Football Individual Wrestling Soccer District, Regional, Sub-State District, Regional, Sub-State First Round, Second Round Playoffs Sectional, District District, Regional We welcome members of the media to our events. Credentials can be offered specific to IHSAA and NFHS upon request of the following groups to the host athletic director or site. Acceptance of the credential indicates acceptance of the IHSAA rules governing the taking of photographs, broadcast and reporting of games, and use of highlights by television and Internet sites associated with main stream media outlets. Because the video and broadcast rights of the tournaments are reserved to the Iowa High School Sports Network and there are sport specific rules addressing some media issues, please note the following. Newspapers: Contact tournament manager that you will be in attendance. Normal allowance of credentials will be one writer and one photographer, but in many instances with smaller market papers it will be one individual. Photographers must observe all high school rules and special circumstances (such as no one in the football team box or in the restraining line around the field; no photographer in the lane area extended in basketball, etc.) of where they can and can not shoot pictures. Live interviews must be made off the field of play. Radio: Tournament hosts are not obligated to arrange for special seating, but a request to the tournament manager can be offered. Radio stations assume all costs of telephone lines if needed. Live interviews must be made off the field of play. Television: TV camera people and reporters are obligated to observe the same rules and regulations that govern print photographers. Live or taped interviews must be made off the field of play. Internet: No live video streaming with an audio stream. One person per website can be credentialed and the website must offer free reporting content. Video content must also be free and conform to the normal standard of coverage by TV. Live interviews must be made off the field of play. When an interview room is available it should be used. No media are allowed in the locker rooms of the teams. Student publications & radio: One individual per school with prior approval of his/her athletic director or principal may take pictures, or two members of a student radio station may be credentialed with the understanding that the broadcast must conform to advertising expectations of commercial stations. Delayed Telecasts: Delayed telecasts or video streaming of District and Substate Tournament games must be made 24 hours in advance with appropriate forms and payments completed with the IHSAA.

II STATE TOURNAMENT CHAMPIONSHIP EVENTS We welcome all members of the media assigned to cover our championships. Credentials must be requested in advance and all deadlines and regulations must be followed. Information will be placed on the web page of the sport on the IHSAA web site www.iahsaa.org. The Iowa High School Sports Network (IHSSN) is the exclusive broadcast, promotional, marketing and media rights holder for the following Iowa High School State Tournament Championship Events which are sanctioned by the Iowa High School Athletic Association (IHSAA). IHSSN State Tournament Championship Events Baseball Football Dual Team Wrestling Individual Wrestling Basketball Track and Field Meet Soccer Semi-Finals and Championship games Entire one (1) day Tournament Entire three (3) day Tournament Quarter Finals, Semi-Finals, Consolation and Championship games Entire three (3) day Meet Broadcast, Promotional, Marketing and Media Rights Effective November 5, 2015 The Iowa High School Sports Network (IHSSN) is the exclusive broadcast, promotional, marketing and media rights holder for selected Iowa High School State Tournament Championship Events which are sanctioned by the Iowa High School Athletic Association (IHSAA). Exclusive IHSSN Broadcast, Promotional, Marketing and Media Rights These rights include television, radio, internet, closed circuit television, broadband, video streaming, audio streaming, pay per view, mobile television, website marketing, signage, scorers tables, pull up banner displays, vehicle displays, LED displays, LED video displays, on premise promotions, aftermarket, which shall include rebroadcast, video on demand, DVD s, compact discs, and other formats of delivering and marketing audio and video. These rights, in all and any forms, when provided by the Iowa High School Sports Network, are the exclusive sole property of the Iowa High School Sports Network.

Use of these rights, whether partial or in its entirety, for commercial or personal use by any entity, single entity, company, corporation, business, school district or individual without the advanced expressed written consent of the Iowa High School Sports Network is strictly prohibited. Filmed, videotaped or audio material gathered on site at an IHSAA State Tournament Championship event or site is subject to rules and regulations and rights fees. All rights are reserved. Any violations of these rights will be strictly enforced and upheld as allowed by local, state and federal statutes, ordinances and laws and any other remedy available to the IHSSN. This shall include reimbursement of any content gathered or used without proper written permission from the IHSSN. IHSSN identifications, trademarks, copyrighted designs and other forms of intellectual property may not be used without prior written consent of the IHSSN. Unless employed by a newspaper, a parent should not be issued a photographers sideline pass. The Iowa Newspaper Association generally staffs the State Wrestling Tournament with a pool of photographers to assist their members. Tri-pods are not allowed. Student publications: One individual per high school with prior approval of his/her athletic director or principal may take pictures. At most championships there is not enough broadcast space to accommodate student radio stations, therefore no credentials will be issued.

SPECIAL REGULATIONS that govern these events are affected by the contract the IHSAA has with the Iowa High School Sports Network. The IHSSN, on their website www.ihssn.com under resources lists broadcast and video rights which will not compromise their copyright of the event. They also offer DVDs, tapes, etc. of their telecasts and streaming. Radio: Stations originating broadcasts must pay their own expenses for telephone lines and talent, plus any broadcast fee payable charged by the IHSSN. Such fees are payable at the time they receive their daily credential and seating assignment. Any highlights or video can be used only in coverage telecasts but can not appear in any other form without the expressed written permission of the IHSSN. THE SAME IS TRUE FOR COLLEGES REQUESTING PORTFOLIO OR SPECIAL CREDEIT CREDENTIALS FOR STUDENTS.

Internet: No live video streaming with an audio stream. One person per website can be credentialed and the website must offer free reporting content. Video content must also be free and conform to the normal standard of coverage by TV (the IHSSN has outlined those standards on their website under resources.) Media Credentials for College Coaches, Talent Evaluators: No media credentials for admission and/or seating will be issued by the IHSAA to college coaches or talent evaluators. These people are welcome at our tournaments but must purchase a ticket for an arena seat. IOWA HIGH SCHOOL ATHLETIC ASSOCIATION Phone: 515-432-2011 FAX: 515-432-2961 PERMISSION FOR DELAYED TELEVISION BROADCAST OR VIDEO INTERNET WEBCAST OF IHSAA/NFHS-SPONSORED EVENT This form pertains to all requests for delayed video broadcast (television/internet video webcast) of any IHSAA/NFHS sponsored event, such as Sectional, District and Substate events, which lead up to an Iowa High School State Tournament Event. **Schools who are NFHS School Broadcast Program members are exempt from all of the following except rule number 8. THE FOLLOWING RULES, REGULATIONS AND FEES STRUCTURE SHALL APPLY: 1. The delayed broadcast must not originate until 24 hours after the completion of the live event. 2. Replay of the broadcast is for a four week period only beginning 24 hours after the completion of the live event. Showings may be unlimited during this time period. 3. IHSAA policies prohibit tripods of any type in tournament facility seating areas. 4. Requests that are granted a location for filming purposes will be charged the fees (below) per the NFHS Network (maximum of two cameras unless prior approval of the IHSAA) and will be responsible for coordinating a location with the event manager at the host site. No other fees are required. The host school will receive 30% of each fee. 5. Payment shall be made to the IHSAA no later than seven (7) business days after the completion of the live event. 6. Live video streaming of the event is prohibited. 7. Duplication for purposes of video on demand or DVD s is prohibited. 8. Advertising of alcoholic beverages, performance enhancing drugs and tobacco is prohibited. 9. The information shown below shall be completed in its entirety for each event. A copy of this entire form shall be submitted electronically to the IHSAA via (fax) 515-432-2961 or email prior to the event. 10.
