Presbytery of Santa Barbara 442 nd Stated Meeting Saturday September 27, 2014 9:30am First Presbyterian Church, Grover Beach PRESBYTERY PREVIEW We re meeting at First Presbyterian Church in Grover Beach, where Andy Rock serves as pastor. The church worships at a 10:00am service on Sundays. From the church website:http://www.groverbeachchurch.org/ We believe the Gospel changes our life you are more broken than you imagine and more loved than you ever dared hope because Jesus lived the life you could not live and died the death you should have died. We collaborate with Christ honoring churches and organizations to translate the Gospel in practical ways. New Elder Commissioners to Presbytery: Please join us in our Welcome/Newcomer s Lounge at 9:00am for orientation and fellowship with Executive Presbyter Jan Armstrong. To our pastors: If you have first-time commissioners to the presbytery meeting, please personally bring them to the Newcomer s Lounge. Consent Agenda is included in this packet on pages 4 & 5. All items will be presented for approval on one motion, however any item may be removed for discussion and separate vote. Worship Rev. Craig Williams, Mission Catalyst for 1001 New Worshiping Communities is preaching. Business at this meeting 1. Committee on Ministry In addition to the Consent Agenda items, the Committee on Ministry anticipates bringing two new ministers before the presbytery (one for ordination examination and one for membership in the presbytery). a. Dennis Falasco, to be examined for membership in the presbytery. b. Kate Weibe to be examined for ordination and called to validated position as a tent maker with side bar to Presbytery on changing terms of call as funds become available. c. Megan and Tyson Babayco to be recommended for call to Ojai Presbyterian as permanent Assoc. Pastors d. Jim Witty to Honorably Retired status effective October 1, 2014. e. 2015 Minimum Salary requirement $53,670( no proposed change) and COLA 1.72% 2. Property and Finance Committee a. Will present the information on the 2015 budget process. b. Will bring Larry Lindsay as nominee for election as Treasurer of Pres of Santa Barbara. 3. Personnel Committee a. Will present recommended changes to our Personnel Policy. 4. Nominations Committee will present names for your consideration to the various committees of the presbytery, and commissioners to Synod Assembly. Presbytery Council has the responsibility to present nominations to the presbytery for the election of the members of the Nominations Committee if Council has those nominations, you will also be asked to elect those persons or others nominated from the floor. 5. Church Development Committee will bring updates on our New Church Developments. 3

Reports that the minutes of the May 17, 2014 and the July 26 2014 presbytery meetings are include this mailing. 2. Reports that the church review of minutes has begun. The minutes of the following churches have been approved for 2013 without exception: Ojai Oxnard Westmnister Port Hueneme Santa Paula Monte Vista Emmanuel Taiwanese American Presbyterian Church of Ventura County 3. Reports he received a resignation letter from Stephen Martin, Treasurer. Report of: Committee on Ministry 1. Approved Rev. Jerry Cooper s retirement date be extended to 12/31/14. 2. Approved along with Personnel and Council a 2015 sabbatical request for Rev. Jan Armstrong. Report of: Property & Finance Committee 1. At its July 16, 2014 the following business was enacted. a. It was reported a new bank account was established at Montecito Bank and Trust for the Miller Designated Donor Fund. b. It was voted to authorize Sylvia Hamilton as a signer on the presbytery s checking accounts. c. It was voted to contract with Paychex as the presbytery s payroll processor. d. It was voted to designate Stated Clerk Dave Wilkinson as the Authorized Trader for the presbytery s accounts with the PC(USA) s New Covenant Mutual Funds. e. It was voted to authorize Carol Bridgeman to add liability coverage for the presbytery s NCDs to our insurance with the Insurance Board, up to a total premium increase of $1,000. 4

f. It was voted to request an investigation of Synod s ownership of any and all properties within our bounds and to transfer title to the presbytery. g. It was voted to refer to the nominating committee Ruric Nye as Vice Chairman, Property and Finance committee. h. Meeting as Presbytery of Santa Barbara, Inc i. It was voted to elect Larry Lindsay Treasurer of the corporation. i. Meeting as University Ministry Board, Berkeley, Inc i. It was voted to dissolve this corporation. j. Meeting as University Ministry Board Casa Veranda LLC i. It was voted to elect the board of trustees.president, Michael H Wesner, Secretary, David A Wilkinson, Treasurer, Larry Lindsay. 2. At its August 27, 2014 the following business was enacted: a. A report was heard from Sean Martin regarding Paso Robles. b. A report was heard from Al dacosta on Front Porch and Casa Veranda Finances. c. A review of the YTD Financials given and the 2015 Budget was discussed. d. It was reported that the Fictitious Business Name Statement for Mission Street Church was completed as of August 8, 2014. e. It was reported that we entered into a contract with Paychex as payroll provider for Presbytery of Santa Barbara and it s ministries, including IMPACT, Front Porch, Mission Street Church, etc. Report of: Presbytery Council At its 9/10/14 meeting, Presbytery Council enacted the following business: 1. Approved the tentative agenda for the 9/27/14 presbytery meeting. 2. Heard a report from the Presbytery Response Team for Westminster Presbyterian Church, Port Hueneme. 3. Heard a report from Presbyterian Women in the Presbytery 4. Reports that it approved with Personnel and COM a 2015 sabbatical request for Jan Armstrong The next Presbytery Council meeting is tentatively scheduled for 10/8/14 at 12:30pm. 5
