What is Tier 1? Any strategy r prgram used in additin t regular classrm instructin t help students prgress. What are AIS (Academic Interventin Services)? AIS is a service. Thse students identified as needing extra academic help, IN ADDITION t their regular classrm instructin are AIS students. Supplementary educatin prgram Required prgram t serve students that are nt r are at-risk f nt attaining the standards Wh are cnsidered qualified, apprpriately certified staff required t prvide academic interventin services? Districts must use staff t prvide academic interventin services wh are apprpriately certified under Part 80 f the Cmmissiner s Regulatins fr the area(s) f their instructinal assignment, i.e., reading, English language arts, mathematics, scial studies, r science, r fr the area f their student supprt service assignment, i.e., pupil persnnel services. The fllwing are examples fr teachers wh currently hld valid New Yrk State teaching certificates: At the elementary level, apprpriate certificatins fr instructinal assignments in mathematics, scial studies, and science include Cmmn Branch, PreK-6, and N-6 as defined in Sectin 80.15 f Cmmissiner s Regulatins. Fr the prvisin f AIS in reading, hwever, reading certificate (Sectin 80.7 f Cmmissiner s Regulatins) is strngly recmmended. At the secndary level (grades 7-12) apprvable certificatins fr AIS instructinal assignments include certificatin in reading (80.7) and cntent certificatins in English, mathematics, science, and scial studies as specified in Sectin 80.16 f Cmmissiner s Regulatins. Grade 5-6 anntatins t these cntent certificates are als apprpriate at the elementary level. At bth elementary and secndary levels, apprpriate certificatins fr prviding AIS include thse fr bilingual educatin (Sectin 80.9) and teaching English t speakers f ther languages (Sectin 80.10) f Cmmissiner s Regulatins.

At bth elementary and secndary levels, apprpriate certificatins fr prviding AIS include thse fr special educatin as defined in Sectin 80.6 f Cmmissiner s Regulatins. Hwever, if a special educatin teacher prvides AIS t a student, it is nt a special educatin service. Apprpriate certificatins fr the prvisin f student supprt services include thse pupil persnnel certificatins defined under Sectin 80.3 f Cmmissiner s Regulatins. In additin t certificatin requirements, schl districts shuld cnsider ther factrs such as experience, unique training, etc., t determine the qualificatins f staff hired t prvide AIS. Hw can a schl use the district s descriptin f AIS t implement services that meet the needs f students in a particular building? Each schl shuld analyze its ppulatin f students eligible fr AIS and select scheduling and intensity f service ptins frm the district descriptin t implement services in that schl that best meet the needs f its students. Factrs t cnsider include, but are nt limited t, the fllwing: The number f eligible students at each grade level and standards area; The range f perfrmance levels f eligible students as determined thrugh State assessment results and/r measures included in the district-adpted r district-apprved prcedure; and Staff and instructinal appraches t implement services at the level f intensity needed by all students in the schl requiring AIS. AIS Services can and ften are prvided by the General Educatin/regular classrm teacher What is meant by intensity f service? Intensity f service means the prvisin f services fr students based n the level f their needs as determined thrugh multiple measures and surces f evidence (data). Students with the mst intense needs wuld receive mre scheduled services, fr a lnger duratin, and with mre individualizatin. Students with the least intensive needs might nly receive prgress mnitring as a student supprt service. What scheduling ptins might the district/schls include in varying the intensity f service? The district and schls shuld include as many scheduling ptins as are necessary t meet the range f student needs in the district. Such ptins include, but are nt limited t, the fllwing: Extra perid(s)/time during the regular schl day melded within the schl day Within-class staffing that reduces student-teacher ratis (e.g., c-teaching, team-teaching) Summer schl (Grades 1-4, as ffered) Cautin shuld be exercised in scheduling s students are nt taken ut f regular instructin. Sme schls use study halls, activity r enrichment perids The RTI plan fr grade K-4 and will fllw this mdel. End f the year reprting will include any and all students wh have received additinal services.

Students will be assessed (frmally/infrmally) using multiple measures including but nt limited t (Running Recrds, DRA s, Benchmark Assessments, LLI, etc.) Prgress Mnitring Students identified as at-risk thrugh the use f frmal/infrmal assessments, alng with ther types f multiple measures are prgress mnitred every 10 days, by the classrm teacher, using tw r mre interventins fr a minimum f 8 weeks. Data will be cllected as evidence f prgress r lack f prgress. Fllwing the analysis f at least 10-week s wrth f data, a decisin will be made regarding prgressin t Tier 2. Data Cllectin Daily, every ther day, r weekly, as determined by general educatin teacher Tier 2: Interventinist(s): General Educatin Teacher, Special Educatin Teacher, Reading Specialist and as apprpriate ther trained, skilled and knwledgeable schl persnnel
