Demand I -2- Situation Before VI Pay Commission : About 2200 doctors in the cadre of Senior Civil Surgeon, Associate Professor and Professor were getting the scale of Rs 12000/- basic and after VI Pay Commission only those promoted to Chief Civil Surgeon and Professor were given Pay Band IV scale of Rs 37400 GP 8700. Pay Commission G.O 234 of Finance : As per the G.O. all those getting Rs 12000 scale earlier has been refixed to PB4 scale. Demand: The TNGDA request to refix all those cadres in the scale of Associate Professor (Rs 12000) to PB4 scale.
-2- Demand II Situation Before VI Pay Commission : The cadre of Professor was in the scale of Rs 12000 along with Associate Professor. The cadre of Chief Civil Surgeon in the scale PB4 was created only in 2009. But while promoting to the posts of Professors and Chief Civil Surgeon from the feeder category, irrespective of their total service or the service in feeder category all the Professors and Chief Civil Surgeons are fixed in the entry scale of Rs 37400 and Grade Pay of 8700 without giving weightage for their service. Demand: The TNGDA request to refix all those promoted to the cadres of Professor and Chief Civil Surgeon in the scale of Pb4 may be given weightage for their service.
-3- Demand III Situation Before and after VI Pay Commission : As per Medical Council of India norms the norms for the following posts are:- Tutor/ Junior Residence: Assistant Professor: Qualification of MBBS Qualification of MD/ MS or DM/MCh in their speciality plus 3 years of teaching experience as Tutor or Junior. The cadre of Assistant Professor is a superior posts and has well defined higher responsibility. But when a person with required higher qualification and teaching experience is promoted as Assistant Professor (from Tutor/ Junior Resident), it is named as re-designation and only Grade Pay hike is given. No additional increment given for promotion. Demand: Request the promotion should be given an additional increment. (State Secretary)

-2- Demand IV Situation Before VI Pay Commission : About 1400 doctors in various cadres (as Assistant Surgeon/ Civil Surgeon/ ect) are undergoing Post Graduate Degree/ Diploma course. They are given full pay as stipend. Though educational leave with stipend is given only for 1 year, in this, the study period varies from 2 to 5 years. Almost in all the specilaities the study period is mostly practically related to patient care and almost every one with their basic MBBS degree are entitled to treat or help treat patients. In fact all the PG students do work as tutor or junior residents as specified by Medical Council of India norms. Except for Non-clinical PG students (who are designated as reserve tutors in that specialities and given full pay and allowances) all clinical PG students (who are tutors / junior residents as per MCI norms) are not designated as tutor or junior residents. They are paid just the basic plus DA as stipend and not the allowances or regular increments. Demand: The TNGDA request to refix all those service post graduates as tutor/ junior resident with full pay and allowances and regular increments. (State Secretary)

Ref: Praveen Kumar Committee report on allowances in 2009 The TamilNadu Govt. Doctors Association presents its long pending demand for favour of positive consideration. Brief on existing situation: About 1400 doctors in various cadres (as Assistant Surgeon/ Civil Surgeon/ ect) are undergoing Post Graduate Degree/ Diploma course. They are given full pay as stipend. The TNGDA request you to intervene to get the following relaxation taken in order to facilitate availability of faculty to medical colleges during the preparation of panel for the posts of Associate Professors for the year 2012-13. Brief on existing situation: The existing criteria for preparation of panel for the post of Associate Professor are: On the crucial date of 15 th March 2012, A candidate should be free from DA proceedings Or should have completed the punishment period. The candidate should have completed their relinquishment period

In addition should have completed the teaching experience of 5 years as Assistant Professor (2 years in case of superspeciality) Demand: Though all other criteria may be fixed for crucial date of Mar 15, the teaching experience shall be relaxed to May 15 th of every year. Justification: MCI don t insist the crucial date of 15 th March, but insist that they should be given promotion on completion of 5 years teaching. Though preparation of panel is started after 15 th March, counseling and issuance of promotion orders will take atleast May 15. As PG exams are usually over in March end or in April end, by the time the counseling is held all these faculty will become eligible for promotion. The crucial date is not insisted during promotion from tutor/ junior resident to Assistant Professor or from

Then why for Associate Professor alone? The MCI inspection is permissible till June end and this will enable improving the scarcity of faculty in medical colleges.
