Section 33-1616, Idaho Code summary: Each LEA will report on the effectiveness of the LEA s literacy intervention program. Each school district and public charter school shall establish an extended time literacy intervention program for students who score basic or below basic on the fall reading screening assessments or alternate reading screening assessment in Kindergarten through grade 3 and submit to the State Board of Education. The program shall provide: A. Proven effective research based substantial intervention including: Phonemic awareness Decoding intervention Vocabulary Comprehension and Fluency o As applicable to the student based on a formative assessment designed to, at a minimum, identify such weaknesses B. May include online or digital instructional materials or programs or library resources C. Must include parent input and be in alignment with the Idaho Comprehensive Literacy Plan D. Supplemental instruction (may be imbedded into the school day) A minimum of sixty (60) hours of supplemental instruction for students in Kindergarten through grade 3 who score below basic on the reading screening assessment A minimum of thirty (30) hours of supplemental instruction for students in Kindergarten through grade 3 who score basic on the reading screening assessment. Please also note, pursuant to Idaho Code 33-1615, school districts must still report fall IRI scores to the State Department of Education. If the district chooses to use this information to show the effectiveness of the school district literacy intervention plan, then it will need to also be reported in the performance report for the plan. Annual program effectiveness reports may be reported with your annual continuous improvement plan reports when such reports are submitted to the Office of the State Board of Education. If not submitted with the Continuous Improvement Plan report, reports are due by October 1 of each year.

Program Summary (2015-2016) The 2015-16 program was similar to the 2016-17 with the difference being: *In 2015-16 we did not provide Imagine Learning for literacy in particular. It was provided for English Language Learners. We will continue to provide full day kindergarten with the funding assisting us with the additional expense of the program. With the additional funding we will add.5 classified FTE to assist in the full time kindergarten program. The difference in our funding is insubstantial as far as providing programs and services. The changes the District is making go above and beyond the additional funding the District will be receiving because we believe in, and are committed to, developing literacy skills for all students.program Summary (2015-2016)
Program Summary MURTAUGH SCHOOL DISTRICT The goal of the Murtaugh School District s Literacy Intervention Program will align with the State s Literacy Growth for ALL Students. The Murtaugh School District will provide differentiated programs and instruction to students who score a one (below basic) or two (basic) on the fall IRI. This instruction will be based on a student s individual needs and will be at a minimum of 30 hours for students scoring a 2 and 60 hours for students scoring a 1. Intervention will be done during the school day and in the after school program. The goal of the intervention will be to raise a student s achievement level on the IRI by one benchmark on the spring IRI. The program will be aligned to the Idaho State Comprehensive Literacy Plan by providing collaborative leadership and effective instruction and interventions, assessment and data and developing professional educators. Effectiveness of this program will be determined based upon student outcomes. The goal for the Murtaugh School District s intervention program will be: 10% of students who score basic or below basic on the fall IRI will increase one proficiency level on the spring IRI. Other measures will be how much improvement a student makes on: Letter identification, letter sounds and words per minute. These measures will be used more to address individual student needs and will be documented in MilePost. Comprehensive Literacy Plan Alignment The Murtaugh School District s Comprehensive Literacy Plan will be aligned to the Idaho Comprehensive Literacy Plan in the following ways: The District s plan is developed with one simple goal in mind: Literacy growth for all students. The District will provide Collaborative Leadership by providing guidance, resources and providing opportunities for collaboration to share knowledge and best practices. o The District is committed to providing support for literacy development and has adjusted the local budget by providing full time kindergarten, technology to individualize instruction, new curriculum to support literacy and additional support staff for at risk students. o The District provides teachers with appropriate resources for literacy development strategies such as technology assistance, curriculum development and collaboration time. o The District and educators encourage stakeholder involvement in school provided activities surrounding literacy development such as family reading nights. These are done twice each year. The District will develop professional educators by providing mentoring for new teachers and ongoing job embedded professional development for all staff. Professional Development will be in the following areas: o Comprehensive Literacy Plan All staff will be trained on the State Literacy Plan and the District Literacy Plan o Literacy Instruction Wonders All staff will receive training on the use of the Wonders curriculum and how to appropriately use the intervention strategies and individualizing the program to meet student needs. o Assessment and Data Milepost training will be provided to all teachers in order to input student information appropriately and how to use the data to assess student progress o Use of assistive technology
Imagine Learning Training will be provided to teachers on Imagine Learning to demonstrate how the program can be used to individualize instruction for students and how to read the data and reports. Wonders/iPads All students have ipads. Additional training will be provided to assist teachers on how to individualize instruction and interventions using the adopted Wonders program (aligned to Idaho State Content Standards), intervention applications and the ipads o RTI The District will continue to offer professional development on RTI to identify struggling readers for intervention and provide supplemental instruction and activities. o All paraprofessionals in the District who work with students/literacy will be included in all trainings. o The District will work with The State Department of Education and private vendors to provide additional professional development. o The District will provide additional professional development in WIDA to provide effective literacy development assistance to English Language Learners. o The District will provide professional development on formative, interim and summative assessments. The District will provide effective instruction and interventions by using innovative and evidence-based teaching practices that promote active student engagement and critical thinking skills. o The District provides one to one devices for students. This fosters not only the ability to more easily individualize instruction, but also student engagement. o The District trains teachers on and provides evidence-based curriculum and interventions (Wonders, Imagine Learning, RTI, extended day programs, full time kindergarten etc) o The District implements RTI to identify struggling readers for intervention. o The District utilizes the State WIDA standards to provide effective literacy development to English Language Learners. o Teachers know the importance of implementing literacy instruction into all content areas and make strategic decisions to do so. o The District is committed to maintaining a current and welcoming library to supplement and support literacy instruction.
o Teachers provide students with regular opportunities for free and facilitated reading with text that is matched to their interests and appropriate reading level using Accelerated Reading. o Classroom teachers use direct, explicit instruction to ensure students gain appropriate, grade-level literacy skills. The District will use assessment and data to monitor progress and diagnose literacy needs in order to provide individual support to students. o Professional development will be given on the appropriate use of formative, interim and summative assessments. o Literacy screenings are done at the beginning of the year to determine if students need additional interventions. o Weekly progress monitoring is done on all at risk students. This information is logged on Milepost to monitor student progress. o IRI, ISAT and classroom assessment data is analyzed to inform instruction. o Parents are provided with assessment results in a timely manner. o All educators within the school use the data to work collaboratively to address the individual needs of the student. Instructions: In the Parent Involvement section, provide an explanation of how the school district involved parent input in developing the school district Literacy Intervention Program Plan, as well as how parents will be informed and involved in the development of their individual student literacy intervention plans. Parent Involvement We had a parent on the committee to assist in the development of the plan. This plan has been shared at a school board meeting where it was open for public comment and has been posted to the District website. All parents were conferenced with regarding the development of their individual student literacy intervention plans and will be informed of progress after each IRI. Parents are also given activities and strategies to assist their child in literacy development. The District also works with United Way to provide training to preschool parents called Ready! For Kindergarten to give parents multiple strategies and all the resources necessary to help their child develop literacy skills.
