FROSTBURG STATE UNIVERSITY THE SEARCH FOR THE DEAN OF THE C0LLEGE OF BUSINESS THE OPPORTUNITY Frostburg State University, a 5,400-student, public, four-year university of the University System of Maryland, invites inquiries, nominations and applications for the position of Dean of the College of Business. Reporting to Provost Elizabeth Throop, the Dean is to advance the mission and success of the College and to partner with a committed senior leadership team. The new Dean is expected to assume office by July 1, 2018 at the latest. THE UNIVERSITY AND ITS SETTING Frostburg State University offers 47 undergraduate majors through its three colleges, and offers graduate degree programs in business, education, biological sciences, computer science, psychology, nursing, and recreation management. As a member of the University System of Maryland (USM), Frostburg actively seeks out opportunities to increase the offerings available to students through collaboration with other institutions in the System. Comprised of 11 universities, a three-site research institute and two regional higher education centers, USM serves more than 111,000 undergraduate students, 44,000 graduate students, and has more than 8,000 full-time faculty. Frostburg State University (FSU) is a comprehensive, regional, largely residential university set on 260 acres in the scenic highlands of Western Maryland. The region is rich in both history and recreational attractions. Founded in 1898 as a normal school for the education of teachers, the institution expanded in keeping with student needs. In 1988 it acquired university status and in 2015 granted its first doctoral degrees. FSU has expanded its program offerings beyond teacher education programs to include STEM, health and many professional areas of study, some focused on the region s physical and recreational assets. University provides employment for local citizens and contributes to the welfare of local merchants through the purchasing power of students, faculty, and staff, contributing significantly both economically and culturally. The University is the only four-year public institution in Maryland west of the Baltimore-Washington metropolitan area, and serves as the premier educational and cultural center for Western Maryland and surrounding counties in Pennsylvania and West Virginia. THE REGION Located a little over two hours from Washington, D.C., Baltimore and Pittsburgh, the city of Frostburg has a population of about 9,000 full-time year-round residents. Frostburg is a vibrant small town with a bustling main street district. Within 2 walking distance from campus are numerous cafés, restaurants, pizza shops, and convenience and specialty stores. The great outdoors are a part of life at Frostburg, where there s a beautiful view in every direction. The area surrounding campus offers: z Downhill and cross-country skiing, snowboarding, whitewater rafting, kayaking, sailing and swimming at Deep Creek Lake z Camping, boating, golf and more at Rocky Gap State Park z Biking and scenic jogging (or strolls) on the Great Allegheny Passage, which passes through Frostburg on its way from Washington, D.C., to Pittsburgh z Backpacking, horseback riding, rock climbing, fishing, hunting, picnicking, mountain biking, off-road vehicle adventures and more. OTHER INSTRUCTIONAL SITES FSU serves as the coordinating institution for the University System of Maryland at Hagerstown (USMH), a regional higher education center about an hour away in downtown Hagerstown that offers upper-division undergraduate and graduate academic programs by six universities within the USM. Baccalaureate programs offered by Frostburg at USMH include business administration, early childhood/elementary education, psychology, sociology and liberal studies; graduate programs include eight master s degree programs in education and the Ed.D. in Educational Leadership. A physician assistant graduate program is in development. FSU offers several programs in collaboration with other institutions. In addition to the mechanical engineering program offered in collaboration with the University of Maryland, College Park, the electrical engineering concentration in the BS in engineering may be completed at the Anne Arundel Community College Regional Higher Education Center at Arundel Mills; the materials concentration in the BS in engineering may be completed at Cecil College. Students may pursue the BS in Adventure Sports Management in a program offered through nearby Garrett College. The University also has a BSN collaborative agreement with Allegany Community College and articulation agreements with the Community College of Baltimore County, Hagerstown Community College and Frederick Community College. The University has experienced considerable growth in online programs, including an RN-to-BSN, M.S. in Applied Computer Science, M.S. in Recreation and Parks Management, MBA and the M.Ed. in Special Education.

UNIVERSITY LEADERSHIP BOARD OF REGENTS At the highest level, FSU is governed by the USM Board of Regents. The 17 members of the Board of Regents, including one student member, are appointed by the governor of Maryland. The Board of Regents is responsible for the governance and management of the USM and the 12 institutions, overseeing the System s academic, administrative and financial operations, formulating policy, appointing the USM chancellor and the presidents and holding them accountable. THE PRESIDENT FSU is led by President Ronald Nowaczyk. President Nowaczyk joined the University in May 2016, bringing more than 35 years of experience in higher education. At Frostburg, President Nowaczyk is supported by an Executive Cabinet comprised of the Provost and Vice President for Academic Affairs, the Vice President for Administration and Finance, the Vice President for Student Affairs, the Vice President of Human Resources, and the Vice President for University Advancement/Executive Director of the FSU Foundation, Inc. FSU s governance includes the University Advisory Council, Faculty Senate, Staff Senate and Student Government Association. THE PROVOST Dr. Elizabeth Throop is Frostburg s Provost and Vice President for Academic Affairs. She joined FSU on July 1, 2017. Throop, whose academic background is in cultural anthropology and social work, was dean of the UW-Platteville College of Liberal Arts and Sciences before her appointment as acting provost. She has experience leading university divisions in liberal arts, education, business and the sciences, covering the disciplines of FSU s three colleges. As provost, Throop serves as the University s chief academic officer, overseeing FSU s three academic colleges, academic support programs and the Lewis J. Ort Library. It offers both undergraduate and graduate degrees. Currently, it serves approximately 200 MBA students online and about 650 undergraduate students face-to-face. The College has approximately 50 full-time and part-time faculty who are dedicated to student learning first. In addition to faculty advisors, the College employs a professional advisor. The College emphasizes real-world applications in classes, and many faculty use case studies in class. Accredited by AACSB International, globally recognized as the premier accrediting organization for business schools, the College of Business is among the elite 5 percent of business schools. Notable activities in the past year for the College of Business included faculty publications in top-tier peer-reviewed journals such as Group and Organization Management, Science, Quarterly Review of Economics and Finance, and other top journals in operations management, business analytics, and expert systems. In addition, international cooperative educational programs have been established with the Hunan University of Commerce a bachelor s degree in economics with a minor in finance and with Vanung University in Taiwan (hospitality studies); other relationships in Asia and Southeast Asia are being explored. QUALIFICATIONS We are looking for a highly motivated, dynamic professional who has the experience and is ready to lead FSU s College of Business to a higher level of prominence and success in today s complex higher education environment. Leadership and collaboration are essential skills. RESPONSIBILITIES: Reporting to the Provost, serve as the Chief Academic and Administrative Officer for the College of Business. The Dean provides oversight of and strategic leadership for the quality of undergraduate and graduate programs, student enrollment and retention, effective use of technology, curricular and programmatic innovation, professional development of the faculty, and advancement work. Working with University administration and the College Executive Council, the Dean discusses issues and makes decisions regarding faculty and staff, students, academic programs, and AACSB accreditation. Other related duties as required. MINIMUM QUALIFICATIONS: z Earned doctorate in a related field with one to three years of work experience in higher education leadership. z Excellent speaking, writing, and interpersonal communication skills with demonstrated ability to interact effectively with a diverse population. PREFERRED QUALIFICATIONS: z Through education and work experience, the candidate will possess a deep knowledge of salient and emergent academic business school disciplines and practices. z A successful candidate will be innovative and forward-looking with strong interests in collaboration across the University and the University System of Maryland and a dedication to student recruitment, retention, success, and graduation. z The individual will have current insight into labor trends as determined by a variety of data sources, and will be knowledgeable about AACSB and regional accrediting processes.
