MINUTES OF MEETING July 18, 2017 The Board of School Trustees of the Metropolitan School District of Steuben County, Angola, Indiana, met in regular session at the F. K. McCutchan Administrative Center starting at 7:30 p.m. Board members present were Mr. Brad Gardner, President; Mr. Case Gilbert, Vice President; Mrs. Kimberly Hutchins, Secretary; Mr. Kevin Beard, Member; Ms. Marilyn Hill, Member; Mrs. LeAnn Boots, Member; and Mr. Cory Archbold, Member. Also present were Dr. Brent Wilson, Superintendent; Mr. Michael Christ, Assistant Superintendent; and Mrs. Wendy Wilson, Administrative Assistant. Twenty-five people, consisting of thirteen administrators, six patrons, four teachers, and two members of the media attended the meeting. Minutes - Upon the motion of Mrs. Boots, seconded by Mr. Gilbert, minutes of the June 20, 2017, meeting were unanimously approved by the Board. Minutes of Meetings July 18, 2017 P a g e 2 Budget Adoption Timeline Review Mrs. VanGessel outlined the 2017 budget adoption timeline. Future meetings will include the Budget Workshop (August 15, 2017), the Public Hearing (September 19, 2017), and the Budget Adoption (October 17, 2017). Board Policy #4113 (Grievance Procedures for Nondiscrimination) Second Reading Dr. Wilson presented the proposed updated Board Policy #4113 (Grievance Procedures for Nondiscrimination). The updated policy includes the new contact information for the U.S. Department of Education s Office of Civil Rights. Board Policy #4122 (Substitute Teachers) Second Reading Dr. Wilson presented the proposed updated Board Policy #4122 (Substitute Teachers). The proposed updated policy includes information on the new expanded background and child protection index. The policy also includes information on substitute teacher training which is available during the entire year. Board Policy #4252 (Alcohol and Controlled Substance Testing Policy For Commercial Driver s License (CDL) Employees Second Reading Dr. Wilson presented the proposed updated Board Policy #4252 (Alcohol and Controlled Substance Testing Policy For Commercial Driver s License (CDL) Employees). The proposed updated policy clarifies that the test results go directly to the Director of Transportation for his review, if a driver request a review of a positive test a Medical Review Officer (MRO) will be brought in. The name of a specific lab used is removed so the policy will not have to be changed when a new lab is selected by the Director of Transportation. Upon the motion of Mr. Archbold, seconded by Mrs. Hutchins, the 4000 series board policies as well as updated policies #4113 (Grievance Procedures for Nondiscrimination), #4122 (Substitute Teachers), and Policy #4252 (Alcohol and Controlled Substance Testing Policy For Commercial Driver s License (CDL) Employees) were unanimously approved. Food Service Vendor Approval Mrs. Haynes-Clifford asked approval to use vendors who were awarded purchasing contracts through the Region 8 Education Service Center. Upon the motion of Mrs. Hill and seconded by Mr. Beard, the food service vendors were unanimously approved. RISE Annual Performance Evaluation Plan Mrs. Nusbaum asked approval to modify the current RISE Annual Performance Evaluation plan for teachers. The proposed changes would reduce the number of short observations (10 minutes) from three to two each year. Upon the

Board Policy #5023 (Anti-Bullying Policy) First Reading Dr. Wilson presented the proposed changes to Board Policy #5023 (Anti-Bullying Policy). The proposed changes incorporate our existing Board Policy #4112 on Equal Educational Opportunity as defined by Federal Law; and added references to current Indiana Codes on bullying. Second reading will be at the August 15, 2017, MSD School Board Meeting. Board Policy #5112 (Rights and Responsibilities of Students) First Reading - Dr. Wilson presented the proposed changes to Board Policy #5112 (Rights and Responsibilities of Students). The proposed changes include all students who attend our school district. Second reading will be at the August 15, 2017, MSD School Board Meeting. Board Policy #5114 (Consequences of Inappropriate Behavior) First Reading - Dr. Wilson presented the proposed changes to Board Policy #5114 (Consequences of Inappropriate Behavior). The proposed changes include the maximum number of suspension days. And align it with the current Student Code of Conduct handbook. Second reading will be at the August 15, 2017, MSD School Board Meeting. Board Policy #5115 (Student Discipline Policy) First Reading - Dr. Wilson presented the proposed changes to Board Policy #5115 (Student Discipline Policy). The proposed changes align the policy with current guidelines on issues ranging from prescription medications to transfer request forms. Changes are also made to the Use of Time Outs, Seclusion, and Restraints section to align with the special education cooperative policy. Second reading will be at the August 15, 2017, MSD School Board Meeting. Board Policy #5140 (Immunizations and Administration of Medication) First Reading - Dr. Wilson presented the proposed changes to Board Policy #5140 (Immunizations and Administration of Medication). The proposed changes reflect current Indiana Codes. Second reading will be at the August 15, 2017, MSD School Board Meeting.

The proposed changes reflect the recommendations from the IDOE. Second reading will be at the August 15, 2017, MSD School Board Meeting. Board Policy #5146 (Foreign Exchange Programs) First Reading - - Dr. Wilson presented the proposed changes to Board Policy #5146 (Foreign Exchange Programs). The proposed changes include a reference to Indiana Code on visiting foreign students along with changes in terminology based on suggestions from the high school guidance counselors. Second reading will be at the August 15, 2017, MSD School Board Meeting. Board Policy #5200 (Metropolitan School District of Steuben County Parent/Student Technology Acceptable Use Policy) First Reading - Dr. Wilson presented the proposed changes to Board Policy #5200 (Metropolitan School District of Steuben County Parent/Student Technology Acceptable Use Policy). The proposed changes include Virtual and E-Learning Days will be utilized by the school district. Second reading will be at the August 15, 2017, MSD School Board Meeting. Future Meetings A. Minutes of Meetings July 18, 2017 P a g e 6 Superintendent s Report Dr. Wilson thanked the administrators and staff members for all their hard work in filling our open positions with great people. Dr. Wilson thanked Mr. Wagner and his crews for their ongoing work in getting the buildings ready for opening day. Board Member Communications Mrs. Hutchins thanked the administration for their time filling the openings before school starts. Patron Comments Mr. Ridenour gave athletic updates and thanked the board again for the weight room, it is used daily for strength and conditioning. Mr. Heavin reported that around 80 students received credits during Summer School. Mr. Heavin introduced Mrs. Fordanish as the new Angola High School Guidance Counselor. Mrs. Heavin introduced Mrs. Simmons as the new Ryan Park Elementary kindergarten teacher. Mrs. Haynes-Clifford acknowledged Mrs. Goranson for her 30 years of service in the food service department. Mr. Bounds introduced Mr. Stellhorn as the new Angola Middle School 7 th grade science and social studies teacher and Mrs. Fimbianti as the new Angola Middle School 8th grade language arts teacher. Mr. Bounds thanked Mrs. Rice, Mrs. Wilson and Dr. Wilson for their help in getting all the staff hired at the middle school.
