Headcount of English Learners in North Carolina Public Schools as of October 1, 2017 In accordance with SL 2003-284, Section 7.15(b), the North Carolina Department of Public Instruction (NCDPI) is required to prepare a headcount of all English Learners (ELs), those students identified as having limited English proficiency (LEP), and report it to the Joint Legislative Education Oversight Committee by December 15 of each year. The current enrollment of those students identified and assessed as ELs in accordance with the policies of the State Board of Education as of October 1, 2017, is 108,664, an increase of 12,759 from last year. These students were identified using the WIDA-ACCESS Placement Test (W-APT), the WIDA Screener, and the approved State identification criteria. The accompanying table lists the number of students by all 115 LEAs and 173 charter schools. Local Education Agency (LEA) and charter school designated EL Coordinators reported the data electronically to NCDPI. In adherence with FERPA, the data is suppressed where less than ten students are identified as ELs (small cell suppression rule).
