WHAT IS PALTEX? PALTEX is a joint program of PAHO and PAHEF. It was created in 1966 within the strategy of PAHO technical cooperation, in order to increase the quality of the educational processes in health sciences in Latin America. PALTEX is a publishing program that acquires, produces, and sells quality textbooks and instructional materials in Spanish and Portuguese at affordable prices that represent a real incentive for students and health workers to use them.

PALTEX MISSION Supports the process of educational development in the Region as part of PAHO s technical cooperation.

PALTEX OBJECTIVE Improve the quality and the impact of the basic and continuing educational process, through the provision of relevant educational materials that are pertinent, accessible and updated for students and health workers

THE KEY CONTRIBUTION OF PALTEX Expand and strengthen the values and image of PAHO Provide books and materials to help increase and improve production of the health workforce Maintain and qualify the contributions to basic sciences and social sciences education in health Provide support to technical education Support the reorientation of education towards primary health care, social determinants, the MDGs and national priorities Renew and update the focus of the contribution to health service management Facilitate the development of permanent education upon needs

ADMINISTRATIVE OPERATIONAL ASPECTS

PALTEX PARTNERS PALTEX is a collaborative effort of several counterpart agencies: Pan American Health Organization Pan American Health and Education Foundation Inter-American Development Bank PAHO member governments Commercial publishers Universities, health services, and other institutions that train or employ health workers.

PALTEX FINANCES PALTEX is funded through two loans to PAHEF from the IADB (2 million Medical Program fully paid and 5 million Expanded Program, due in 2019). PALTEX is self-financing. All salaries and other expenses are paid through operating revenues. All proceed of sales are deposited into PAHO S accounts in the countries Bonus 2.5% of gross sales

EVOLUTION 1965: PAHO carried out an study about the needs and availability of educational materials in Latin America. 1966: PAHO Executive Committee approved the creation of PALTEX 1967: Agreements were signed with PAHO member countries to operate PALTEX. 1968: PALTEX started with only four titles (Medical Program) 1971: First loan was received from IADB (2 million) 1974: An study to expand PALTEX to all health areas took place. 1976: PAHO Executive Committee approved the expansion of PALTEX to other health areas and new agreements were signed with PAHO member countries. 1979: Second loan was received from IDB (5 million)

MECHANISMS OF PARTICIPATION An Agreement is signed between PAHO and member countries. A Memorandum of Understanding is signed between PAHO and participating institutions. Institutions receive stock on consignment, assume the cost and responsibility of the local sales operation. On ad-hoc basis, NGOs, health institutions and governments can purchase self-published materials and medical instruments.

PALTEX TODAY Acquires and produces instructional materials in medicine, dentistry, nursing, veterinary, primary health, public health and others. Offers affordable prices to the students and health workers. Has sold over 6.5 million textbooks and instruments. Exists in 19 countries; 510 institutions Has 4 staff at Headquarters and 28 at the field Offers more than 640 commercial titles Offers 90 titles of self-published books Offers 56 diagnostic medical and dental instruments
