As a part of CARD Seed Pilot Initiative, one session on Seed Quality Control with the cooperation by Africa Rice, FAO, IRRI, JICA and JIRCAS Good program with utilization of the CARD s assets (network, human resources, technical capacity, and infrastructure) 2
Background Meanwhile. High-level meeting between WB and JICA was held in July 2014 for their cooperation, - Being CARD SC members, both organizations agreed to strengthen collaboration in the CARD Initiative, especially through partnership between CARD & WAAPP - The CARD Secretariat was approached by the two organizations, and accepted the idea - as long as (i) it is in line with the CARD goal and approaches, and (ii) it will not be too much burden on the secretariat CARD met the WAAPP coordinator in Cote d Ivoire (July 2014) and confirmed the area of collaboration as followings: 1. WAAPP Remote Learning Program CARD agreed to support WAAPP Remote Learning program since it will benefit CARD member countries anyways CARD will share experiences and know-how of the Video Conference seminar with WAAPP CARD will connect WAAPP with CARD partners who can be resource persons for WAAPP Remote Learning Program 3
CARD met WAAPP coordinator in Cote d Ivoire (July 2014) and confirmed the area of collaboration as followings: 2. Collaboration in seed CARD Seed Pilot initiative and WAAPP (Details will be shared later on Seed Pilot Progress) Seek for possibility of WAAPP funding on SRDS C/N for implementation WAAPP participation in 3 rd WW for C/N formulation Implementation of Rice Seed C/N in WAAPP framework In both collaboration, focal points for CARD and WAAPP should work together. Concept Note for CARD-WAAPP collaboration was developed. <Roles and responsibilities for R.L programme> JICA Provide the video conference system of the overseas offices in some target countries World Bank Provide the video conference system of the overseas offices in some target countries 4
Remote Responsibilities Learning of Program stakeholders with WAAPP in C/N <Roles and responsibilities for R.L programme> CARD Secretariat Contact resource persons in South-South Cooperation partner countries (the Philippines, Thailand and Viet Nam) and other technical institutions (Africa Rice) to obtain their collaboration for the remote learning session on seed. (Mid-Aug) Sharing the remote learning materials with WAAPP. (Mid-Aug) Instruct CARD FP in target countries to communicate with WAAPP seed specialists for preparation (Mid-Aug) <Roles and responsibilities for R.L programme> WAAPP/ CORAF Liaise with the JICA and World Bank country offices, and resource persons, set the date of the remote learning session. Instruct the WAAPP Seed Specialists in target countries to communicate with CARD FP for preparation Support identifying translators (French-English) for each of target Francophone countries (Lecture will be given in English). Quality Check of the remote learning materials, and provide comments for improvement 5
<Roles and responsibilities for R.L programme> CARD FP and WAAPP seed specialists Jointly approach to JICA/WB country offices to identify the capacity of the video conference rooms List up the participants (researchers, government officials, private sector, among others), based on relevant human resources in the country and the capacity of the video conference room Confirm the availability of participants Identify and contract translators (WAAPP seed specialists) Coordinate the Remote Learning Program at country level Remote Learning program will be a series First pilot session will be done on Seeds which CARD has already materials and network with resource persons - Planned for the end of September, 2014 <Actions> C/N formulation Done CARD Sec will communicate with resource persons and organizations (PhilRice, Thai Gov t, Africa Rice) to seek for their collaboration Done Instruction to CARD FP and WAAPP Seed Specialists about country level coordination Done 6

System (to be done after date setting) Conducting the pilot <Issues> WAAPP actions has not been taken.. The initial plan for the pilot session on seed was at the end of September. but has not been materialized Difficulty: different understandings at WAAPP side, some communication gaps (change of person in-charge) Although it is not much problem for CARD, maybe good idea to follow it up since it can be a good partnership. 7
<Way Forward> - If we want this happen, some action needs to be taken to encourage WAAPP to put agenda forward (maybe push from WB?) - Anyways, the date for the pilot session needs to be fixed first Meanwhile, - CARD will continue the V.C. Seminar on different topics THANK YOU 8
