Oklahoma Premier Clubs Transforming the Youth Soccer Landscape
MISSION The Oklahoma Premier Clubs (OPC) was founded to provide a top class, club-based development, training, and competition platform for youth competitive players in and around Oklahoma. The mission of the OPC is to provide innovative, player-centered programming with a constant focus on raising standards and enhancing the player experience in all aspects of the game.

These clubs represent the majority of the top clubs in the state (5 of the top 7-70%). Future clubs to be announced and selected from in state and surrounding region based on OPC standards and criteria.
GOALS OPC is a member-based organization founded in 2017 to enhance the developmental experience of the youth soccer players in our region through: Improving the competitive environment through creation of a quality competitive leagues with multiple flights; Improving the process for identifying talented soccer players for US Club s ID2/ODP and collegiate programs through a systematic scouting and identification program based on league competitions; and, Improving the daily training environment of OPC member clubs through developing best practices and training and organizational guidelines for its member clubs.

IMPLEMENTATION The OPC is led by a Board comprised of Technical Directors of the founding member clubs. Day-to-day operations are managed by the League Commissioner of PrimeTime Sports. The OPC has four primary platforms: The Competition Platform The Player Identification Platform The Club, Coach and Referee Development Platform The Players First Platform
SCOPE Although this is not a merger, OPC Clubs are unifying under a common philosophy and are collaborating by taking the lead in transforming the youth development landscape. OPC is a new competitive platform, it will not impact each club s Recreational Affiliate programming. All competitive ages (boys and girls) for all levels will be under the OPC platform and serve as the primary competitive platform for OPC teams.

NPL RED RIVER Age Groups: U13-U19 Boys & Girls League Competition Format: Primary Regional League Platform (replaces SRPL) Decisions made by soccer professionals 14 Clubs = 13 matches (Travel Partner Model > More economical 3-4 travel weekends expected) Each club enters team in each age group Year round league (with lighter schedule during HS) Players/Teams allowed to play up * Club Player Pass system utilized Coordinated with OPC Master Calendar Similar League Fee to SRPL Scheduling professionally managed by PrimeTime Sports Manage coach conflicts 1 st and 2 nd Place Finishers Advance to National NPL Playoffs (Potential for a Playoff Round TBA) ID2/PDP

PROFESSIONAL MANAGEMENT OPC and Red River NPL to be Managed by PrimeTime Sports PrimeTime Sports is a leading event sports management company with years of successful experience in the highly competitive Texas market. Costs will be comparable to current platforms Full time staff/customer service All inclusive fee structure for simplification Utilize GotSoccer platform Home and away utilizing OPC Club Home Complexes Periodization: OPC also believes for player development reasons there should be 2-3 quality training sessions per every meaningful game therefore weeknight matches will be minimized
POST SEASON & TOURNAMENTS State Cup: All teams ranked based on league results > league games become more meaningful Teams ranked 1-4 (NPL teams) will be seeded 1v4 & 2v3 semifinal Teams ranked 5 and over will be seeded with a Gold and Silver bracket Fees expected to be less US Club Post Season: National Cup OPC State Cup Champion Regional Cup OPC State Cup Runners Up NPL Playoffs NPL Conference Champion (possible WC/Runner Up playoff spot) Tournament Participation: OPC member may continue to participate in US Club or US Youth tournaments No travel permission required for any OPC member teams to participate in any sanctioned tournament or out-of-town event

PLAYER IDENTIFICATION PLATFORM OPC will host PDPs as part of US Club s ID2 ODP program at no cost to the participating players. OPC Scouting Network comprised of coaches from all OPC member clubs as part of the everyday natural environment of the player. Elite players have the opportunity to be selected for inclusion in US Soccer National Training Centers, US Club's ID2 ODP Regional/National program, special squads selected for unique programming including the potential for a Pro Development Academy.

COACH DEVELOPMENT Coaches continue to have opportunities to enroll in USSF National License courses. OPC will offer exclusive coach development initiatives through US Club s La Liga partnership and other OPC planned coaching courses. OPC Coaching Symposium for networking, education sessions with guest coaches, recognition and sharing best practices across OPC January 6, 2018
REFEREE DEVELOPMENT Referee certification courses will be offered. Referee assignors will work collectively as a team for OPC programming. Referees will have the opportunity to attend US Club Regionals and National events. Referees may participate in a planned OPC Referee Development Academy offering special courses, assessments, etc. for OPC member referees. Build a connection between OPC Referees and Coaches.

NEW CLUB MEMBERSHIP OPC is a club-based platform where members must meet certain standards. Interested clubs wishing to become a member may apply. (OPC will NOT consider individual teams.) Clubs are selected by the OPC Technical Leadership Board using the following criteria: OPC must be their primary competitive platform Size of club, quality of Competitive teams and Juniors/Academy programs Quality of leadership and coaching staff Club infrastructure, facilities and administrative capabilities Club structure, vision and development philosophy Geographic consideration Impact on existing OPC Members
