Teacher qualifications in Thailand Teachers and Educational Personnel Council Act of 2003 passed and mandated the establishment of a teacher licensing system. The licensing system requires a bachelor s degree in education as a minimum requirement and the license must be renewed every five years

Core Competency The core competencies mean the ones everybody must be fluent, that is communication, figure analysis, information technology and communications, systematic problem solution, reactions among people and responsibilities, and continual self development.

Professional Competency The professional competencies refer to the ones all teachers must possess. In other words, they have the ability of curriculum design and development, of learning management, of measurement and evaluation, of psychology for vocational teachers, and of learning measurement and evaluation, of environmental management and administration for learning, of educational research, of development of educational innovation and information technology, of guidance and learning activity management, and of building cooperation between academic institutes and communities for educational management

Functional Competency The functional competencies mean the ones for the vocational teachers of every study field which is about course development and design. These competencies are concerned with teaching aid development for vocational learners, working in specific study areas, teaching and learning management in technical and skilled levels, working and/or teaching in specific area, such as classroom, workshop and laboratory management, equipment usage and maintenance, innovation and invention building, apprentice supervision, evaluation of professional evaluation, knowledge application to specific study areas for development, together with learning management and self development in one s specific study field

Quality Assurance System(QA) as the instrument to implement TVET teacher standards to spark the quality development QA in Thailand is divided into two types: 1. Internal Quality Assurance System Focus on Input and Process Quality Assurance which will lead to output and outcomes -Self Assessment Report (SAR) by colleges(every year) - Internal Assessment Committee by OVEC ( every 3 years ) 2. External Quality Assurance System Focus on output and outcome By the Office for National Education Standards and Quality Assessment (ONESQA) (every 5 years)

Vocational Education Management Standards (7 Sub-Standards 35 indicators) - Quality of teaching - Quality of learning management plan Quality of personnel development 2. Vocational Training Standards (1 Sub-Standards 10 indicators) - Quality of teaching - Quality of learning management plan Quality of personnel development All the indicators about TVET teacher can link to the TVET teacher standards.

Benefit of Regional Initiatives The regional qualification of TVET teachers can support for easy referencing for qualifications of TVET teachers in Thailand within the region and necessary for the success of ASEAN Integration, especially on student and labour mobility in anticipation of ASEAN Economic Community 2015. The quality of TVET is the heart of the Thailand development agenda. TVET teacher standards enhance the quality through cooperation with the industry community, harmonizing standards and qualifications.
