Regional Training Descriptions: DAY 1 CASAS Implementation: Basic Assessment Training for New Users 8:30 a.m. to 12:30 p.m. Audience: Coordinators, lead instructors, administrators, and other key staff who have little or no experience with CASAS assessment and resources Topic: Key elements of this session include how to administer and interpret CASAS appraisals and pre- and post-tests, how to measure learning gains, how to link assessment to curriculum and instruction, and how to link CASAS Competencies with Content Standards. Participants learn how to target instruction to CASAS Competencies and how to assess, monitor, and document progress in reading, math, and listening. Completion of this session meets the CDE annual requirement. Accountability and Data Collection Guidelines Training 1:30 p.m. to 4:00 p.m. Audience: Coordinators, administrators, or other staff at WIA Title II agencies who are responsible for meeting WIA Title II data collection requirements and have little or no experience with this process. The workshop is also appropriate for more experienced staff who would like to brush up on these issues. Topic: Key elements of this session focus on the basic data collection standards that WIA Title II agencies must fulfill to meet state and federal requirements. Topics include basic definitions, data submission timelines and deliverables, the CDE assessment policy, identification of funding sources and payment points, and other state and federal requirements. Completion of this session meets the CDE annual requirement.

DAY 2 TOPSpro Basics Training 8:30 a.m. to 3:30 p.m. ** Basics sessions offered on the same day as the TOPS Special Topics sessions will be from 8:30 a.m. to 12:00 p.m. Audience: Database managers and administrators with little or no experience with TOPSpro software who are responsible for inputting and reviewing data, producing reports, or interpreting TOPSpro reports. The session is helpful for more experienced staff with data responsibilities who want to refresh their familiarity with TOPSpro software. Topic: Key elements of this hands-on session focus on the fundamentals of TOPSpro software that include navigating the software, manually entering data, correcting and editing information, scanning, generating reports, and conducting simple report analysis. Participants will become familiar with some of the more common TOPSpro special topics: essentials needed to meet state and federal reporting requirements including mandatory reports, data backup, and import/export and resources that provide further information about CASAS and TOPSpro software. TOPSpro Special Topics Training (**Select locations) 1:00 p.m. to 3:30 p.m. Audience: Database managers and administrators with one year experience or more with TOPSpro software who are responsible for inputting and reviewing data, producing reports, or interpreting TOPSpro reports. Topic: The hands-on session addresses special topics in TOPSpro such as merging student identification numbers, backing up data, importing and exporting data, and advanced report analysis. Training includes interpretation of data collection reports such as the Federal Tables, NRS Performance, NRS Level Completion, Data Integrity, Payment Points Reports, and Class Competency Reports. Web-Based Workshop Descriptions: CASAS IMPLEMENTATION SESSIONS Note: Participants can complete Implementation Topic 1.1 or a Regional Implementation Training to meet the CDE annual requirement. 1.1. CASAS Implementation: Advanced Assessment Training for Experienced Users Audience: Experienced administrators, lead teachers, or other staff responsible for implementing CASAS. Participants must have one year or more of experience working with CASAS, as either an instructor or administrator and must have attended Regional Training CASAS Implementation: Basic Assessment Training for New Users. Topic: Identify the appropriate ways to administer CASAS pre- and post-tests, and using detailed pre/post-test examples learn the differences among the specific CASAS test series, levels, and form numbers. Identify best practices, and what combinations of test series, levels and form numbers are allowable for WIA funded agencies to administer assessments for accountability purposes. Review test data to make conclusions about learner strengths, needs, and overall performance. This module also reviews in detail the basic steps of how to administer CASAS assessments, as well as how to use CASAS Competencies and Basic Skills Content Standards. Completion of this session meets the CDE annual requirement. 1.2. Administering CASAS Appraisals Audience: Teachers and administrators who implement CASAS at their agency and wish to better understand effective use of CASAS appraisals. CASAS recommends that participants complete CASAS Implementation: Basic Assessment Training for New Users prior to attending this workshop. Topic: Learn how to administer CASAS appraisals to determine the appropriate CASAS test level and class level placement. Identify specific CASAS appraisal tests and understand how appraisal use ensures more precise and appropriate pretest selection. This process facilitates more accurate assessment and can lead to increased learning gains. 1.3. Using CASAS Test Results to Develop Effective Reading Lesson Plans Audience: Instructors who implement CASAS tests and want to use CASAS test results to develop student lesson plans. CASAS recommends that participants read Aligning CASAS Basic Skills Content Standards prior to this workshop. Click here to access this document. Also, it is strongly recommended that participants plan to attend this workshop with at least 1 colleague because some of the practice activities require teamwork. Topic: Using CASAS test results, participants will recognize how to identify learner strengths and areas of need in reading and create an effective lesson plan to meet those needs. The lesson plan will integrate CASAS Reading Content Standards and CASAS competencies. Workshop will include ways to identify quality resources for teaching reading.

1.4. CASAS Handbook for ESL Teachers Focus on WIA II Accountability Requirements Audience: ESL Coordinators, administrators, and lead teachers responsible for training ESL teachers at their agency. CASAS recommends that participants complete CASAS Implementation: Basic Assessment Training for New Users prior to attending this workshop. Topic: Announcing the CASAS Handbook for Adult ESL Teachers! The handbook provides detailed explanations of testing and data collection requirements and clear, comprehensive examples of CASAS documents, all from a teacher s point of view. General information is provided, followed by questions throughout the handbook for teachers to discover the information they need specifically for their own agencies -- including intake procedures, who to contact at their agency regarding CASAS testing, etc. giving teachers a customized handbook. Also included is a training module for agencies, including a PowerPoint presentation, Needs Assessment and Warm-Up Activity. 1.5 CASAS etests Audience: Administrators and database managers responsible for CASAS assessment or data collection who are interested in implementing computer-based assessment using CASAS etests. Topic: CASAS etests brings together two types of computer-delivered applications into one flexible system. This session discusses computer-based testing (CBT) and computer-adaptive testing (CAT) and demonstrates the many benefits of implementing CASAS etests. Participants will learn about security features and technological strategies for implementing this software, as well as which specific CASAS assessments are available using CASAS etests. The workshop allows time for a question-and-answer session. 1.6 CASAS Implementation for Adults with Developmental Disabilities Audience: Administrators and teachers attaining certification to implement CASAS Adult Life Skills and POWER performance-based tests for developmental disabilities. Adult Life Skills pencil and paper assessments include pre-/post-test booklets for the CASAS 2A-5A level. POWER stands for Providing Options for the Workplace, Education and Rehabilitation and is approved to meet accountability standards. These tests are observation-based as well as content-area based. Topic: Learn to use two alternate assessment series for adults with developmental disabilities: CASAS Adult Life Skills (Test Forms 312-352) and POWER (Test Forms 301-307). Both test series have forms for CASAS Levels 2A-5A. Adult Life Skills tests are color photo forms and POWER (Providing Options for the Workplace, Education and Rehabilitation) tests are observation-based with a rating scale to measure level of supports consumers need to perform tasks in the workplace, community, and independent living. Training includes linking test results to curriculum and establishing plans for goal setting. Completion of this training enables participants to implement both the Adult Life Skills and POWER assessments, and provide training to others at their own agency.

1.7 Advanced Implementation for Adults with Developmental Disabilities Audience: Administrators and teachers already with certification to implement CASAS Adult Life Skills and POWER performance-based tests for developmental disabilities. This Advanced Implementation session is for practitioners who wish to expand upon their existing knowledge. Topic: Learn how to create practical lessons that increase performance in literacy for adults with developmental disabilities. Lesson planning follows a step-by-step process that integrates use of test results and content standards for both POWER and Adult Life Skill assessments, CASAS Competencies and basic skills, and the WHERE lesson plan design strategy. The lessons created become part of a new CASAS lesson bank for adults with developmental disabilities. ACCOUNTABILITY SESSIONS Note: Participants can complete Accountability Topic 2.1, Topic 2.2, or a Regional California Accountability Training to meet the CDE annual requirement. 2.1. Accountability for New Users Audience: Administrators, coordinators, or other staff at WIA Title II agencies who are responsible for successful completion of agency WIA Title II data collection requirements. This session is for those with little or no experience with these requirements. This workshop is also appropriate for staff who want to refresh basic knowledge. Topic: Learn basic data collection standards that WIA Title II agencies must fulfill to meet state and federal requirements. Find out about basic accountability definitions, data submission timeline and deliverables, the CDE assessment policy, identification of funding sources and payment points, and other state and federal requirements. Completion of this session meets the CDE Accountability Policy annual requirement. 2.2. Accountability for Experienced Users Audience: Administrators, coordinators, or other staff at WIA Title II agencies responsible for successful completion of agency WIA Title II data collection requirements. To attend this session, participants must have one year or more of experience working with WIA Title II data collection requirements and previously attended Accountability Training. Topic: Reinforce understanding of key guidelines and explore new policies that build on existing knowledge of WIA Title II data collection procedures. This session is intended for knowledgeable users, and covers in detail the exact data requirements for earning specific Payment Points and for Federal Tables level completion. Completion of this session meets the CDE Accountability Policy annual requirement. 2.3. Accountability for Non-WIA Funded Adult Schools Audience: Administrators or coordinators responsible for meeting reporting requirements for California adult schools that do not receive WIA Title II funding Topic: Review data collection and submission procedures required for non-wia Title II-funded California adult schools, and identify basic features in TOPSpro software available to help

collect the data necessary to meet these minimum requirements. This presentation typically requires much less time than one hour, so there is lots of Q & A time available so that inexperienced participants can clarify what specific steps are necessary for their agency. 2.4. Data Submission Guidelines for CALWORKS and Performance-based Accountability (PBA) Audience: Administrators and database managers responsible for completing the specific deliverables required to meet WIA Title II quarterly and end-of-year reporting requirements. Topic: Review data collection procedures required for CALWORKS and Performance Based Accountability (PBA). Identify key fields on the Supplemental Entry and Update Records necessary to meet these requirements. 2.5. Data Submission Guidelines Audience: Administrators and database managers responsible for completing the specific deliverables required to meet WIA Title II quarterly and end-of-year reporting requirements. Topic: Detail all deliverables on the data submission calendar quarterly and end-of-year data submissions and corresponding required reports, Core Performance reporting, the WIA Survey, and the Class Questionnaire. Follow step-by-step how to complete every requirement whether going online, using TOPSpro software, or interpreting accountability reports. Review common misconceptions that may prevent agencies from completing timely, accurate submissions. Participants are encouraged to bring questions to the session. Note: This workshop is available only twice in the fall but offered more frequently in spring 2009. 2.6. Completing Entry, Update, and Test Records Audience: Coordinators and database managers responsible for collecting required data elements on TOPSpro records. Topic: This workshop is for those who learn best by focusing on the fundamentals. Review each of the three most prominent TOPSpro answer sheets the Entry Record, Update Record, and Test Record and accurately complete these records, field by field. The primary reference is the Data Dictionary portion of the 2008-09 Administration Manual for California. 2.7. Using CASAS Resources Audience: Administrators, teachers, and database managers responsible for implementing CASAS or meeting WIA Title II reporting requirements. Topic: CASAS frequently receives feedback and suggestions from agencies seeking resources to assist in meeting state and federal requirements. In many cases these resources are already available, but agencies may not know how to access them. Identify a variety of CASAS resources that help agencies use CASAS assessments and TOPSpro software more effectively, meet important data requirements, and obtain important research information about developments in adult education.

EL CIVICS SESSIONS 3.1. EL Civics Program Basics Audience: Administrators and lead teachers responsible for meeting reporting requirements for WIA Title II English Literacy and Civics (EL Civics) Civic Participation and Citizenship Preparation focus areas. Topic: Are you a new administrator or lead teacher with responsibilities for the EL Civics program at your agency? Or, are you unfamiliar with EL Civics? If so, this workshop is for you. The session describes requirements of the WIA Title II EL Civics grant and details those requirements for both the Civic Participation and Citizenship Preparation focus areas. 3.2. Selecting and Implementing EL Civics Additional Assessments Audience: Administrators and lead teachers responsible for meeting reporting requirements for WIA Title II English Literacy and Civics (EL Civics) Civic Participation focus area. If you are new to EL Civics, it is suggested that you attend EL Civics Program Basics, before this workshop. Topic: Are you a new administrator or lead teacher with the assignment to select and implement your agency s EL Civics Additional Assessments? This session describes the detailed process, using the CASAS Web site to select appropriate assessments, and obtain CDE approval for these assessments. You ll also learn how to implement these assessments at your agency. 3.3. Implementing EL Civics Oral Assessments Audience: Administrators, lead teachers and teachers responsible for planning and/or implementing oral assessments for WIA Title II English Literacy and Civics (EL Civics) Civic Participation focus area. Topic: In this session, participants will learn how to plan and implement quality oral assessments to match the Civic Objectives and Additional Assessment Plans (COAPPs) selected by their agencies. Includes discussion of standardizing procedures for administering, scoring and documenting the results of these performance-based assessments as well as training teachers and assessors in this process. 3.4. Implementing EL Civics Written Assessments (New for 2008-09) Audience: Administrators, lead teachers and teachers responsible for planning and/or implementing written assessments for WIA Title II English Literacy and Civics (EL Civics) Civic Participation focus area. Topic: In this session, participants will learn how to plan and implement quality written assessments to match the Civic Objectives and Additional Assessment Plans (COAPPs) selected by their agencies. Includes discussion of standardizing procedures for administering, scoring and documenting the results of these performance-based assessments as well as training teachers and assessors in this process.

3.5. Citizenship Interview Test Audience: Administrators, lead teachers and teachers who want to learn how to administer the Citizenship Interview Test. Topic: This training is designed to support the CIT Citizenship Interview Test self-training manual with a time for discussion and questions about scoring the oral interviews. Requirements: Participants must have a copy of the CITMAN self training manual to participate in the training. The order must be faxed to CASAS on the EL Civics 2008-09 Order Form, found on the EL Civics Web site (www.casas.org) at least 10 working days before the training date. The training will last approximately 4 hours during which time there will be breaks in the telephone conference for participants to listen to and score interviews. This session is not for recertification to administer the CIT. For recertification, please contact cflagg@casas.org for information. TOPS PRO S ESSIONS NOTES FOR ALL TOPSPRO SPECIAL TOPICS WORKSHOPS: Audience: TOPS pro Web-based workshops are appropriate for administrators, coordinators, and database managers with a year or more of TOPSpro experience. These sessions may also be helpful for savvy new users who have already completed a TOPSpro Basics workshop. Description: TOPSpro Web-based sessions address a variety of special topics, including specific features in the software and advanced report analysis. As these workshops are Webbased, there are no hands-on opportunities. However, the sessions do provide more experienced users with critical intermediate to advanced level instruction on many different features of TOPSpro that add depth to existing knowledge. Most of these workshops limit their focus to one of the specific TOPSpro subjects listed below. 3.1. TOPSpro Special Topics Module I: Database Management Topic: Some of the most critical challenges facing the TOPSpro database manager are how to maintain quality data across multiple sites and ensure safe and easy disaster recovery. Learn about the features of TOPSpro that meet these demands the TOPS Import/Export wizard and Backup/Restore. Learn how to export and remove (or archive) data from your system. This session will also review features such as the Merge Wizard and Proxy Wizard that enable users to make wholesale changes to the database. 3.2. TOPSpro Special Topics Module II: Report Generation Topic: TOPSpro 5.0 now includes more than 150 reports to assist agencies in managing and improving programs. Learn key strategies to manage reports more systematically. Explore the TOPSpro New Report Setup window and review the decisions you make when you create reports. Generate even more useful information out of each report by highlighting special options that provide you with greater flexibility.

3.3. TOPSpro Special Topics Module III: TOPSpro Tools and Resources Topic: Manage your database more effectively and keep track of improvements to TOPSpro software. Review features that help organize data collection such as the TOPSpro Scheduler, User Properties, and establishing default setup modifications. Explore resources such as TOPSpro Help, the Quick Start Tutorial, and features on the CASAS Web site that help users learn more about the software. 3.4. TOPSpro Special Topics Module IV: Meeting State Accountability Requirements Topic: Administrators strive to maintain accurate data to document student accomplishments, facilitate classroom excellence, and maximize payment point attainment. Focus on the top ten tips for earning payment points and identify key reports to meet state guidelines including Data Integrity, Payment Points, and EL Civics reports. 3.5. TOPSpro Special Topics Module V: Meeting Federal Accountability Requirements Topic: Define the National Reporting System (NRS) and review the Federal Tables as well as several corresponding NRS reports that help agencies meet federal guidelines. Focus intensively on Federal Tables 4 and 4B and detail all the factors that affect completion of educational functioning Levels. Administrators and database managers who carefully follow developments for WIA Title II agencies know that strong performance in meeting federal data collection requirements ultimately determines student success. 3.6. TOPSpro Special Topics Module VI: Using TOPS Instructional Reports (TOPSpro for Teachers) Topic: TOPSpro contains many reports that assist teachers with classroom instruction, enable teachers and administrators to make appropriate pre- and post-test selections, and ultimately improve the performance and satisfaction of students. Review classroom-specific reports such as the Class and Student Performance by Competency, Class Profile, and Suggested Next Test Level Detail. 3.7. TOPSpro Special Topics Module VII: Using TOPSpro with Third Party Attendance Systems Topic: Many reporting agencies that use TOPSpro software simultaneously use third party attendance systems to manage and collect agency data. This session is recommended for anyone who wants to learn more about importing data from 3 rd party systems for TOPSpro use or exporting TOPSpro data for 3 rd party systems use. Learn about different third party imports/exports available in TOPSpro and how they are used in actual practice. Identify error conditions typically reported by agencies and the solutions for fixing them. This session is appropriate for both experienced users and anyone who is not currently sharing data with a 3 rd party system but is considering doing so in the future. 3.8 3.10. Modules VIII, IX, X: How to become a Data Detective Topic: No matter how well you understand TOPSpro software, incorporating all the skills necessary to maximize data collection performance can be elusive. Identify the concept of data forensics; that is, developing a systematic process to identify and correct errors, and minimize the likelihood of repeating inaccuracies. This topic includes three components. Each

session goes deeper into the underlying logic applied to many of the critical TOPSpro reports. Participants may attend these sessions independently or as a three-part unit: Part I: Collecting and Retrieving CASAS Pre- and Post-tests Part II: Data Integrity and Payment Points Part III: Federal Tables Guidelines 3.11 TOPSpro Special Topics Module X General Special topics Topic: The general Special Topics workshops are participant-driven and do not have predefined topics. These sessions are for those who prefer to drive the training agenda themselves. This format also may be useful for those who may have TOPSpro questions not included in other Special Topics trainings.
