INTRODUCTION & PURPOSE OF EXPANSION OF COOPERATIVE SPORTS PROGRAMS Maintain current opportunities and expand the athletic opportunities available to our student-athletes offered through PIAA. Resuscitation of the Junior Varsity athletic opportunities focused on skill development. Enhanced competitive and educational programming.
TIMELINE FOR IMPLEMENTATION February 2017: Notification to PIAA and Tri-Valley League of desire to pursue cooperative girls soccer agreement for fall 2017 March 2017: Superintendents discussed initial plan with respective school board committees April & May 2017: Superintendents, Athletic Directors and High School Principals discuss expansion of cooperative sports programs May 23, 2017: Superintendents present plan at public study session & request Halifax & Millersburg School Districts to approve the girls soccer cooperative sports agreement June 6, 2017: District III PIAA Committee meeting. Athletic Director(s) must complete and submit PIAA paperwork prior to this date. June 2017: Coaching vacancies are advertised July 2017: Coaches hired and volunteers appointed July 2017: Preseason activities begin: training, instruction, conditioning and publicity August 2017: Season begins per Tri-Valley and PIAA schedules
ADMINISTRATIVE RESPONSIBILITY, LIABILITY & INSURANCE Millersburg Area School District will serve as host school for Junior Varsity and Varsity Girls Soccer program. Athletic Director for the Millersburg Area School District is responsible for the administration of the sport (scheduling of practices and competitions; budgeting; coach, athlete, and parent meetings; and arranging for personnel to officiate the games). Athletic Directors from both school districts will communicate, as needed.
TEAM NAME & UNIFORMS The Junior Varsity and Varsity Girls Soccer program will compete under the name of Millersburg Area School District with their mascot and logo-the Indians. Uniforms will be designed, selected, and ordered by the Millersburg Athletic Director.
FINANCIAL ARRANGEMENTS The Halifax and Millersburg Area School Districts, using a pro-rated formula (by number of student participants), will share the operating costs for the Junior Varsity and Varsity Girls Soccer program. Operating costs include but are not limited to: Uniforms Equipment transportation to away matches (including district and state contests) advertising costs athletic training and conditioning services salaries of coaches, security personnel and officials.
STAFFING The Millersburg Area School District will assume full responsibility for staffing: Advertising open positions, if needed Interviewing eligible candidates Recommending coaches and appointing volunteers Filing required paperwork prior to employment The Millersburg Area School District s current athletic salary schedule will be used as the compensation plan for the Head Coach and Assistant Coach positions.

OPERATING PROCEDURES Operating procedures for the Junior Varsity and Varsity Girls Soccer program will adhere to the current procedures used by both the Halifax and Millersburg Area School Districts. These operating procedures include but are not limited to: National Federation Rules and Regulations PIAA Rules and Regulations Tri-Valley Athletic League Rules and Regulations Halifax Area School District Athletic Code of Conduct Millersburg Area School District Athletic Code of Conduct Halifax High School Student Code of Conduct Millersburg High School Student Code of Conduct
ACADEMIC ELIGIBILITY, ATHLETIC AWARDS, and RANDOM DRUG TESTING Millersburg and Halifax will use their local criteria to determine academic eligibility, overall eligibility to participate via their established random drug testing programs, and eligibility for awards and athletic letters.
FACILITIES The existing facilities of the Millersburg Area School District will be used for practice and home competitions. Halifax student-athletes will have full access to the locker rooms, showers, gymnasium, athletic training room, and fields under the direct supervision of the coaching staff.
