The process creates opportunities for the University to build knowledge in emerging issue areas. 2004 2010 Chair, Pavement Research Institute Advisory Committee. 2003 Developed and implemented the CTS Scholars program. The program engages faculty and researchers with a focus in transportation in working closely with CTS to identify interdisciplinary research opportunities, develop new education initiatives, and respond to emerging trends. 2003 2009 Developed a communications and outreach plan for TRB Conduct of Research Committee. Led creation of and oversaw implementation of multiple strategies 6

including Web site, electronic newsletter, annual meeting sessions, and research collaboration wiki. 2002 2005 Developed strategy with Civil Engineering Department to establish CTS Richard P.
