Entitlement Notifications in ELIS We kindly request that licensure officers mark each candidate at the beginning of the program as not completed by using the entitlement wizard. By taking this action, the candidate s ELIS account will be in pre-completion (PC) status and he/she will be unable to apply for a license through ISBE evaluation. The beginning of the program generally means when the candidate has been admitted to the preparation program or has successfully passed a test of basic skills*. *Defined as the TAP, ACT Plus Writing, SAT or OOS test of basic skills used for licensure in another state This action will prevent duplicate applications and the transfer of fees. It will also prevent delays in obtaining licensure. 8
General Requirements All administrative endorsements require the following: A master s degree or higher from a regionally accredited institution of higher education Completion of a preparation program in the field of specialization (e.g. superintendent) (Form 80-02: State-Approved Program and Completion of Standards Verification must be submitted to ISBE. Only if Educator is applying through transcript evaluation.) Internship or equivalent experience Completion of coursework* addressing methods of teaching exceptional children, reading methods, content area reading, and methods of teaching English language learners (Use form 80-02: State-Approved Program and Completion of Standards Verification) **Only if this is the Initial Professional Educator License (P.E.L) Licensure Tests: Content tests can be no more than 10 years old at the time of application or Entitlement. Basic Skill Test scores are valid indefinitely. 9
Testing Requirements The Test of Basic Skills is only required for the initial issuance of a PEL. Educators who hold a valid PEL and have already taken a test of Basic Skills will not be required to take another. If a test of Basic Skills has already been passed and used for issuance for the PEL, this requirement will be waived. If a Test of Basic Skill has not been previously passed then the candidate WILL need to pass a Test of Basic Skills prior to an entitlement being entered. Effective August 9, 2016: If an educator was issued a teaching or school support personnel certificate before July 1, 1988, a test of basic skills is NOT required for issuance of an administrative endorsement. Specific Endorsement Content Tests Content tests can be no more than 10 years old at the time of application. LO s will need to ensure that all required tests have been passed prior to entering an entitlement or changing the status form PC to Completed Program (CP) 10

Chief School Business Official (CSBO) Pre K-Grade 12 Content Test: CSBO 185 Section of Rule: Part 25.345 Specific Requirements: OR Master s degree or equivalent in business administration, finance or accounting. Master s degree and completion of 24 semester hours of graduate coursework in a program approved for the preparation of school business officials. Required Experience: ONE of the following options: 6 semester hours of internship in school business management from a regionally accredited institution of higher education. Work experience may be considered for meeting a portion (or all) of the 6 semester hours of internship. OR 2 years administrative experience in school business management or 2 years of university-approved practical experience. 13
Director of Special Education (DSE) Pre K-Age 21 (Option 1) Content Test: DSE 180 Section of Rule: Part 25.365 Required Experience: 2 years full-time experience providing special education services as a: special education teacher; speech-language pathologist; school social worker; or school psychologist Specific Requirements: Option 1: Completion of an approved program for directors of special education that includes a minimum of one course in each of the following: special education law, special education finance, supervision of programs for children with disabilities, and crosscategorical special education methods. 14
Director of Special Education (DSE) Pre K-Age 21 (Option 2) Content Test: DSE 180 Section of Rule: Part 25.365 Required Experience: 2 years full-time experience providing special education services as a: special education teacher; speech-language pathologist; school social worker; or school psychologist Specific Requirements: Option 2: Hold a professional educator license endorsed in an administrative field AND complete 30 semester hours of coursework in special education with at least one course in: special education law, special education finance, supervision of programs for children with disabilities, and cross-categorical special education methods. The remainder of the 30 semester hours of coursework may be in any of the following areas: curricular adaptation and modifications and assistive technology, facilitation of least restrictive environment for all students, characteristics of students with disabilities, collaboration with parents and school personnel, transition services for students with disabilities, and educational and psychological diagnosis and remedial techniques. 15

Superintendent (SUPT) Pre K- Grade 12 Content Test: SUPT 187 Section of Rule: Part 25.360 and Part 33 Required Experience: 2 years of experience working full time as a principal, director of special education, or chief school business official, or other administrative position while holding a valid administrator license Specific Requirements Must provide proof an issued teaching certificate/license. The license can be currently valid or lapsed. Coursework requirements: Section 33.50 18
Teacher Leader Pre K-Grade 12 Content Test: Requires a Passing Test of Basic Skills. Section of Rule: Part 25.32 Required Experience: Not Applicable Must currently hold a P.E.L endorsed in a Teaching Field Specific Requirements Can only be issued through entitlement via an Approved Program. Program Specifics Each program shall address at least the coursework listed in Section 21B-25(2)(E) of the School Code and this subsection (d). 1) Leadership, to address: A) knowledge of leadership frameworks and models of shared governance; B) understanding teacher evaluation models and training; C) ability to hold self and others accountable for results; and D) ability to lead teams in setting goals and achieving results. 19
Teacher Leader Pre K-Grade 12 Program Specifics 2) Designing professional development to meet teaching and learning needs, to include: A) understanding, applying and evaluating the specific needs of new teachers for induction and mentoring; B) ability to coach teachers and staff; C) ability to understand, apply and evaluate models of effective professional development; and D) ability to observe instruction and provide coaching, mentoring or professional development feedback to teachers. Program Specifics 3) Building school culture that focuses on student learning, to address: A) understanding diverse learners (including students with Individualized Education Programs, English language learners, students who are underrepresented in the school population and other at-risk students) and their families and communities; B) ability to analyze and interpret data around school culture, working and learning conditions, and climate; C) understanding the impact of instructional models and practices on improving learning, as well as the culture and climate of the school and classrooms; and D) ability to understand and apply to the learning environment the Illinois Social and Emotional Learning Standards set forth at 23 Ill.
