The Hawai i State Foundation on Culture and the Arts The Hawai i State Foundation on Culture and the Arts was established by the Hawai i State Legislature in 1965 as the official arts agency of the State of Hawai i. The concept of setting aside 1% of construction appropriations to provide a funding base for the acquisition of works of art set a national standard in 1967 when Hawai i became the first state to pass such legislation. The 1989 revision of the law created the Works of Art Special Fund, a non-lapsing account into which all funds set aside for artworks are deposited and from which expenditures for purposes consistent with Section 103-8.5, Hawai i Revised Statutes, are made. Objectives of the Art in Public Places Program are to enhance the environmental quality of public buildings and spaces throughout the state for the enjoyment and enrichment of the public; to cultivate the public s awareness of visual arts in all media, styles, and techniques; to contribute to the development and recognition of a professional artistic community; and to acquire, interpret, preserve, and display works of art expressive of the Hawaiian Islands, the multicultural heritage of its people and creative interests of its artists.

The program is funded through the Works of Art Special Fund and provides opportunities for students to participate in a juried art competition, much like the prestigious Artists of Hawai i annual exhibition hosted by the Honolulu Museum of Art. Permanent display facilities were designed and constructed for the Pa Kamali i Courtyard at the Hawai i Convention Center and a competitive annual exhibition was developed by HSFCA in cooperation with the Department of Education, Hawai i Association of Independent Schools, and the Hawai i Tourism Authority. All public and private school students, grades kindergarten through sixth, were encouraged to participate in the 2015 Student Art Exhibition. The theme, Celebrating Hawai i with My Family and Friends is intended to inspire students to express how they feel, see, or interpret their lives in the islands. Once each school submits works for jurying a distinguished team of judges selects 96 artworks for exhibition. The 2015 Student Art Exhibition will enable visitors to experience the common interests and cultural diversity of Hawai i through the art of its youth. 2

MEET THE JUDGES Sarah E. Bremser Sarah E. Bremser is Professor of Art and Visual Arts Coordinator at Kapi olani Community College, University of Hawai i. She is also the curator of the annual Aloha Ho omaluhia exhibition at the Ho omaluhia Botanical Garden in Kāne ohe. Ms. Bremser graduated cum laude from Wellesley College in 1983 and received her MA in the History of Art from the University of California at Berkeley in 1987. From 1988-1991, she was a curator at the Museum of Contemporary Art, San Diego. While in San Diego, she curated many traveling and permanent exhibitions and was responsible for the educational programs of the museum. In 1991, Ms. Bremser moved to Hawai i where she served as a curator at the Honolulu Academy of Arts until 1994. During this time, she curated many exhibitions, including REUSE/REFUSE, an environmentally themed exhibition for which she wrote and received a grant from the National Endowment for the Arts. Victor Nobuo Kobayashi Victor Nobuo Kobayashi is Professor Emeritus of Educational Foundations at the University of Hawai i Mānoa where he served several terms as Chair for the Department and as Head of International Education for the College of Education. He also served as dean of its summer school program and was the first dean of UH s outreach college. Professor Kobayashi grew up on Maui, the youngest of six children. He drew cartoons as a youth and dabbled in oils, ceramics and photography at the UH in the early 1950s. Professor Kobayashi obtained both his bachelor s and master s degrees in education from the University of Hawai i. In 1964, he completed his Ph.D. in Philosophy of Education and Comparative Education at the University of Michigan, where he remained as assistant professor in the School of Education and Center for Japanese Studies for several years. In 1966, he returned to Hawai i with a wife and son and worked at UH s College of Education, teaching comparative education. In 2011, the Koa Gallery honored Professor Kobayashi by presenting him with the 2011 KOA Award, a lifetime achievement honor for dedication to the arts. Koa Gallery Director, David Behlke, shared that Professor Kobayashi has achieved a wonderful balance between his career in education and work as a fine artist. As an educator, Victor was always making art. If it was not in physical form, it was manifesting in his ideas. Victor is a person of substance in thought and work. Professor Kobayashi currently has artworks on display at the State Foundation of Culture and the Arts, the Honolulu Museum of Art, and the Halawa Correctional Facility.
