MSDS Special Education Component Initial IEP Component Discipline Component Common Data Reporting Issues Introduction to Special Education Data Reporting Darren Warner, Department of Education Office of Special Education Identifies Students With an IEP Required when the Special Education Component is reported and Student Residency contains a code other than "09 (Sec. 24 juvenile detention). If code "11" (Early Childhood Developmental Delay) is reported in this characteristic, errors will occur when the student is eight years of age or older on the Date of Count AND is not being exited from special education. PRIMARY DISABILITY 1

Identifies Date of IEP Review and Offer of FAPE When a student moves from one district to another or moves into the state of Michigan, use the date of the most recent IEP until the new district develops a new IEP (if a new IEP is developed). Not the same as an IEP Amendment. A warning will be generated when the date reported is more than twelve months (one year) prior to the Date of Count/System Date. What if IEP is out-of-date? IEP DATE Used to Report Location Where Special Education Programs/Services are Received For Fall/Spring Collections, use age as of Count Date. For EOY, use June 30. Time spent within the general education classroom also includes general/special education team-teaching arrangements, or time in which special education staff comes into the general education classroom to provide services. Not the same as Special Education Membership (Section 52 or 53). When a student receives special education programs or services in multiple settings, report the setting in which the student spends the most time. PRIMARY ED. SETTING 2

Reason Student is no Longer Participating in SE Programs/Services Code 30 : IEP team determined student no longer eligible for SE programs/services. Code 31 : Parent revoked consent. These are the only two reasons! SPECIAL ED. EXIT REASON Collects Data on Children/Students not Currently Receiving SE Programs/Services Do not report for children less than 2 years, six months old. Must be completed for those transitioning from Part C to Part B. Report in the school year in which found eligible, even if services do not begin until next fall. Report when student moves into Michigan with an IEP. INITIAL IEP COMPONENT 3

Collect Data on Children/Students not Currently Receiving SE Programs/Services Do not report for a re-evaluation. Do not report if student moves into your district with an IEP, unless the student was exited from special education. NEW: Date of Initial IEP Timeliness of Initial IEP: If Code 22 (child moved into MI with a current IEP), not required to report Date of Parental Consent. Result of Initial IEP: Code 3 (student found eligible, parent refused SE programs/services. Must be Code 1 (found eligible) if Timeliness of Initial IEP is Code 22. Days Beyond Timeline: Calculated in calendar days. OTHER INIITAL IEP CHARACTERISTICS 5

Must be reported for students with an IEP All incidents resulting in the student's removal from his/her usual education setting for one half of the school day or longer must be reported. Expulsions must be reported. In-School/Out-of-School Suspensions of ½ day or longer must be reported. Removals by hearing officer must be reported. Unilateral Removals to an Interim Alternative Educational Setting for Weapons, Drugs or Serious Bodily Injuries must be reported. DISCIPLINE COMPONENT In-School Suspension - Instances in which a student is temporarily removed from his/her usual educational setting for disciplinary purposes but remains under the direct supervision of school personnel. Must be at least ½ school day. Out-of-School Suspension - Instances in which a child is temporarily removed from his/her usual school to another setting (e.g., home, behavior centers). Includes removals in which no IEP services are provided. Removal by a Hearing Officer Hearing officer orders removal for not more than 45 school days. IEP team determines the setting. Unilateral Removal to an Interim Alternative Educational Setting School personnel (not the IEP team orders the removal for weapons, drugs or serious bodily injury. IEP team determines the setting. Expulsion Done by LEA. DISCIPLINE DEFINITIONS 6

If receiving multiple disciplinary consequences for single event, report each one (i.e., Initial Consequence, Secondary Consequence, Other Consequence). Follow Up Must be reported if removed for more than 10 days in a school year. Complete Follow Up Characteristic even if no educational services are provided. DISCIPLINE CONSIDERATIONS Do I report a student with an IEP in the Special Education Component if IEP is out-of-date? Student enrolled in my LEA with an out-of-date IEP. Do I have 30 days to evaluate student for SE eligibility? If the student was not a student with an IEP when s/he was suspended, am I required to report the suspension? Student was found eligible for SE at end of the school year, but SE programs/services won t start until the fall. Do I report the SE Component?
