33RD ANNUAL REPORT OF THE MANAGING COMMITTEE: 2009-2010 GUWAHATI BRANCH OF EASTERN INDIA REGIONAL COUNCIL THE INSTITUTE OF CHARTERED ACCOUNTANTS OF INDIA The Guwahati Branch of Eastern India Regional Council of The Institute of Chartered Accountants of India is in its 33 rd year of existence having been formed on 25th December 1977. We are pleased to place before you the branch activities during the period from 19 th June 2009 to 30 th June 2010. It has been a year in which the branch achieved its most cherished dream that of a Building of its own, which was inaugurated by the President of the Institute on 18th of December 2009. The branch started functioning from the new premises w.e.f. 2 nd of January 2010. Definitely, the Guwahati Branch did not lag behind in other important areas of branch activity and we place our report in your hands for your commendation. The highlights of the branch activities during the period are as follows: A. Membership: The branch was formed with membership strength of 74 of which 40 were Guwahati based and the rest from other parts of the state. The branch at present caters to around 725 members & 3500 Students (CPT/IPCC/PCC/PE/Final Level). Considering the fact that the Branch also Caters to around 75 more members in other states of the North East, total number of members served by the branch stands at around 800. B. Branch Managing Committee Elections to the 8 member Managing Committee of the Guwahati Branch for the period 2010-2013 were completed at a Special General Meeting held on 05.01.2010. The meeting was chaired by CA. Devajit Sharma, Past Chairman of the Guwahati Branch. CA. Sharma also conducted the Elections to the Managing Committee. Meetings of the Members: The Annual General Meeting was held on 25th July 2009 at Hotel Nandan. The meeting approved the annual accounts for the year 2008-09 and also the 32 nd Annual Report of the Managing Committee. Approved Annual Report was mailed to the H. D. Awards: 1. National Awards- Our Branch was awarded National Highly Commendable Performance Award Award for the year 2009 at the 60 th Annual Function of the Institute held at New Delhi on 11 th of February 2010. The Students Association of the Guwahati Branch also won the National Award of Best Branch of Students Association in Eastern Region for the year 2009. CA. S L Agarwal, Chairman of the branch along with CA. Ravi Kumar Patwa & CA. Nirmal Kumar Kotecha, both Former Chairmen of the branch and CA. Anil Kumar Agarwala Vice Chairman of the Branch and Chairman EICASA accepted the awards on behalf of the branch. These were incidentally the second consecutive National awards for the Guwahati Branch. 2. EIRC Award- Guwahati Branch was awarded Second Best Branch of Eastern Region for the year 2009 by the Eastern India Regional Council. CA. Bikash Agarwala, Branch Chairman along with CA. Naveen Garg, Secretary, CA. Anil Kumar Agarwala, Vice Chairman, CA. Kaberi Bhuyan & CA. Rakesh Agarwala, Managing Committee Members accepted the awards on 22 nd March 2010 from Vice President of ICAI at a function organised at Kolkata. The branch was also awarded a Special Appreciation Certificate for the activities undertaken during the year. E. Publication Stock: 1. Proper record of Publication Stock as per accounting manual has been maintained. 2. Quarterly as well as Half-yearly Stock Statements were sent regularly to the vice president with copy to RBA and EIRC through E-mail. Besides, statements were sent from time to time as required by the BOS. 3. Consolidated Stock Statement as on 31st March 2010 was forwarded to Noida Stores and HO on 4th April 2010. 4. List of physical verification of stock of publication lying with the branch showing quantity as well as invoice value was sent along with half-yearly and annual accounts duly verified by the auditors. 5. List of obsolete stock of publications was prepared on half-yearly basis and sent to BOS. 6. The physical stock was verified each month with stock records by independent internal auditors. F. Activity for Members: a) Continuing Professional Education (CPE) Programmes: a. CPE Conferences: During the year, the branch organized one All India Conference of 2 days duration with 12 hours of CPE credit on 19th & 20h December 2009. The theme of the conference was CHALLENGING TIMES-EMERGING OPPORTUNITIES. The conference saw more than 600 participants (of which 435 were CA members and 165 Students) with a total CPE Credit generation of nearly 5220 hours. Attendees included amongst others, CA. Uttam Prakash Agarwal, President, ICAI, CA. Ved Jain, Past President, ICAI, Mr. A. K. Deb, CGM, North Eastern Circle, State Bank of India, CA. A C Chakrabortii, Past President, ICAI, Mr. Sanjay Lohia, Commissioner of Taxes, Assam, 33 rd Annual Report : 2009-10 4 P a g e

CA. Subodh Agarwal, Central Council Member and CA. Sushil Goyal, Member, EIRC besides a galaxy of eminent speakers. b. Seminars and Study Circle Meets: Six full day seminar were organized during the year with 6 hours of CPE credit each. c. Lecture Meets and Workshops: i. Three short duration training programmes cum Lecture Meets were organised during the year with 2-4 CPE credit hours. ii. One 6 CPE hour workshop on MS Excel - A tool for Financial Analysis and Reporting was held at Jorhat. d. Teleconferences: The branch hosted 12 teleconference telecast by CPE Committee, Delhi. The complete particulars of the CPE programs organized by the branch are enclosed herewith in Annexure A. e. Programmes organised by CPE Chapters and Study Circles: Three CPE Chapters were active under the Branch during the year Viz. Tinsukia Chartered Accountants CPE Chapter, Dibrugarh CPE Chapter and Jorhat CPE Chapter. These chapters were actively engaged in organising CPE Meets for members throughout the year. Besides these three chapters, one Study Circle was active at Silchar and one Study Group at Nagaon. Teleconference programmes were regularly held at Jorhat, Nagaon and Dibrugarh. b) Branch Library: A library containing the publications of the Institute as well as other books of professional interest is being maintained at the Branch. The complete list of library books was physically verified by the branch internal auditor during the year and reconciled with the branch records. c) Cultural Programmes: a. Celebration of Chartered Accountants Day on 1st July 2009: Several programme were held throughout the day at the Branch. The CA day began with the hoisting of the Institutes flag at the Branch Premises by the Branch Chairman CA. Shankar Lal Agarwala. This was followed by planting of saplings at the new branch building site. Large number of members including past office bearers planted the saplings. In the evening, a family Get Together was organized and competitions were held amongst members and their family. A game of Colours was hosted by CA. Naveen Garg. A quiz contest was hosted by CA. Ravi Kumar Patwa which was won by the team of CA. Anil and Ritu Agarwala. Nearly 50 members & students participated in the programme held at Hotel Nandan. CA Day was also befittingly celebrated at Jorhat, Tinsukia and Dibrugarh. b. Family members were involved in the cultural programme held on CA Day on 1st July 2009 and in the Musical Dinner Cool Auditors hosted on 19th December 2009 held on the sidelines of the All India Conference. Members and their family participated in the 33 rd Annual Report : 2009-10 5 P a g e

programmes in large numbers. The branch celebrated the Navratra festival by organising a Dandiya programme on 26th of September 2009 for CA students and Members & their spouses. Large numbers of members and students joined the celebrations. Similar programmes were also organised by the Tinsukia, Jorhat and Dibrugarh Study Circles. d) Sports Meet: a. One friendly cricket match was organized between members & students on 15th of November 2009 at Guwahati. 2 teams each of members and students participated in the event which was won by the team of Students. b. The Guwahati Branch of ICAI organised Two Day Indoor Sports Meet on 29-30th May 2010 at Nehru Stadium Complex, Guwahati. This was the 1st of its kind sports competition in the history of the Guwahati Branch. Members not only from Guwahati but also from other parts of Assam participated in the competitions. Following competition were organised-- Badminton- Singles & Doubles, Table Tennis-Singles, Chess & Carom- Singles. The meet was inaugurated by CA. Devajit Sharma, Past Chairman of the Guwahati Branch by lighting a lamp. Also present on the occasion was CA. Bikash Agarwala, Chairman of the Branch; CA. Naveen Garg, Branch Secretary; CA. Rajkamal Bhuyan; CA. Kaberi Bhuyan & CA. Vikash Jain, MC Members; CA. B R Poddar; Sri Biswajit Bhardwarj (National Chess Arbiter); Sri Ratnadeep Chakroborty (TT Coach); Sri Manoj Senapathy (Badminton Umpire) & a large number of members. Preliminary rounds of all events were held on the 1st Day of the Meet, i.e. Saturday, 29th May 2010. Semifinals & finals were held on Sunday, 30th May. e) ISA PT classes: ISA PT Classes with 33 members started on 27th of July 2009 and was completed on 7th of August 2009. ET & AT exams were also held at Guwahati during the year. G. Students Programmes: a. The Branch is presently serving around 3500 students of CPT, IPCC/PCC/PE/Final level. b. Regular coaching classes are being organized at the Branch for the benefit of CPT students. c. Two Batches of General Management and Communication Skills (GMCS) course meant for newly passed Chartered Accountants and CA Final students were organized one in October, 2009 and the other in February, 2010. d. EICASA Branch Elections: The Annual General meeting of The Guwahati Branch of the Eastern India Chartered Accountant Students Association, a body of Students undergoing the Chartered Accountancy Course, was held on 25th of July 2009. The 96 members present at the AGM elected its new body consisting of 4 students and 2 nominated CA members. CA. Anil Kumar Agarwala the nominee Chairman and CA. Ravi Kumar Patwa nominee member holding charge at the beginning of the period under report were replaced on 23 rd February 2010 by CA. Kaberi Bhuyan as Chairperson & CA. Vikash Jain as nominee member by the Guwahati Branch Managing Committee. A list of the elected/nominated members of the committee is given in Annexure B. 33 rd Annual Report : 2009-10 6 P a g e

e. National Award: The Guwahati Branch of EICASA, for the second year in a row won the National Award for Best body of Students Association in Eastern Region for the year 2009. f. National Prize in Quiz: The Guwahati branch Students Quiz team consisting of Mr. Pulkit Agarwal & Mr. Ankit Agarwal won the National Students Quiz Competition held at Pune on 28 th January 2010. They were representing the Eastern India Regional Council. This was the first time that any student s team from Guwahati Branch has won the first prize in any national level competition. g. Lecture meets: The student s body organised various lecture meets for the benefit of students covering topics such as TDS & Finance Bill 2009. Speakers were CA. Vikash Jain & CA. Amit Patwary. h. ICAI Publications: The latest publications of the Institute were made available to the students at the Branch. Prospectus and forms for examinations, course registration etc., were regularly made available to the students. i. Convention: The First Ever Full day North East CA Students Convention was held on 6th of February 2010 at Lions Eye Hospital Seminar hall. Students presented papers on topics including IFRS, GST & Information Technology. Past Chairman of EIRC CA. Debashis Mitra, Past Chairmen of the Branch CA. Ravi Kumar Patwa & CA. Omprakash Agarwalla along with CA. Sunil Sharma & CA. Vivek Jain addressed the students. j. Dandiya Meet: The Guwahati Branch of EICASA celebrated the Navratra festival by organizing a DANDIYA programme on 26 th September 2009 for CA students, members & their spouses. The programme saw enthusiastic participation from large numbers of members and students, where CA. Rajkamal Bhuyan & CA. Kaberi Bhuyan was the guest of honour. Various prizes were distributed among those present. k. Co-ordination at Examination: The Branch Managing Committee members regularly coordinated the conduct of various examinations held for Students and Members at the Guwahati Centre. During the year 2 CPT Examination and 2 IPCC/PE/Final Examination were held in the city. l. Rank Holders at Examination: The Guwahati branch distributed Appreciation Certificate among all the rank holders from the Branch in PE-II, PCE and Final Examinations of the Institute during the year. m. Industrial Visits: Industrial Visits by Ssix groups of students to different industrial units including Hindustan Paper Corporation, IOC, India Carbon Ltd. & Emami Ltd. were arranged during the period. Altogether 147 students participated in the programmes. n. Debate: The Guwahati Branch of EICASA organised a debate competition on 14 th of March 2010 at branch premises. CA. R K Bhuyan presided over the meet while eminent scholar Sri Prasanta Goswami & CA. Bikash Agarwala were the judges. Miss Vasundhara Kejriwal won the debate participated by 15 students. o. p. Meet with President: A meet of Guwahati Branch Students with President CA. Uttam Prakash Agarwal was held on 18th December 2009 at the new branch building. More than 100 students attended the meeting and raised various question relating to the profession and CA curriculum. q. IPCC Orientation programme held: Six batches of 35 hour Orientation Programme for IPCC/ATT students were held at Guwahati during the period under report. Till date more than 300 students have benefitted from the programmes. r. Annual Quiz & Elocution Contests: The annual quiz & elocution contest for students have been regularly held at the branch as a runup to the Regional and National Contests. For the year 2009, the contests were held at Lion Eye Hospital on 28 th of June 2010. 10 students participated in the elocution contest & 21 teams in the Quiz Contests for the year 2010 were held on 20 th June 2010 at the Branch Premises. In Elocution contest 12 students participated and Miss Priyanka Maheswari emerged winner. The quiz winners were Mr. Dhiraj Gupta & Mr. Victor Saha H. Computer Training: A modern well equipped computer center for imparting Compulsory 100 hour Information Technology Training to CA Students is functioning at the branch. During the period under report, IT training was given to 517 CA students. Regular reports of commencement of batches, completion of batches and examination results are being sent to the Institute. Regular statements of Receipts and Payments along with audited accounts are also being sent. I. Public Awareness Program: Three career counseling programmes for creating awareness about the CA Course were held at various reputed colleges during the period under report. On 29 th May 2010 more than 300 students participated in the two different programmes held at Gauhati Commerce and Ikon Academy. The third program was held on 3 rd May 2010 at Faculty High School, Amingaon, Guwahati. J. ICAI BHAWAN, Guwahati: As already reported in the 32nd Annual Report, the foundation stone of the Branch Building was laid on 12 th December 2008 by the then president CA. Ved Jain and construction work started in February 2009. The Land & Building Committee, first under the chairmanship of CA. Shankar Lal Agarwal and then under CA. Nirmal Kumar Kotecha toiled day in and day out to meet the self imposed target of December 2009. The efforts put in by them combined with the unflinching support of the other members of the Managing Committee, the Land & Building Committee and the Branch Members bore fruit and the building was ready for inauguration on the 18th December 2009 by President CA. CA. Uttam Prakash Agarwal, President inaugurated the Guwahati Branch Building ICAI BHAWAN on Friday, 18th of December 2009 in the presence of Past President CA. Ved Jain, Central Council Member CA. Subodh Agarwal, EIRC Member CA. Sushil Goyal, Past Chairman of EIRC CA. Debashis Mitra, Former Central Council Member CA. Pawan Kumar Sharma, Past Chairmen of Guwahati Branch and a large number of Members and Students. On 10 th February 2010, a delegation of branch Managing Committee led by the chairman CA. S L Agarwala met the President and submitted a memorandum for grant of funds for completion of auditorium and to meet the cost of creating additional infrastructure. The president was pleased to sanction an amount of Rs. 85 Lac for the same. Application for the approval of 3 rd floor of the Branch building was pending at the GMDA and with special efforts of the former chairman of the branch CA. S L Agarwala, the same has been approved and a NOC has been received. Construction of the 3 rd floor will start very soon. K. State Public Finance Committee: a. State Committee for Public Finance, Assam State was re-constituted by the President of the ICAI with The Branch Chairman, Vice Chairman and Secretary as members thereof. CA. Omprakash Agarwala was co-opted as the member. b. The Committee met on 11th July 2009 in the presence of Central Council member and Chairman, Public Finance Committee of ICAI CA. Subodh Kumar Agrawal. L. Souvenir: The Guwahati Branch released a colorful souvenir Kshitij, edited by the Branch Vice Chairman CA. Anil Kumar Agarwala on the occasion of inauguration of the New Branch Building and the All India Conference held in December 2009. M. President s Felicitation: The president of The Institute of Chartered Accountants of India, CA. Uttam Prakash Agarwala visited the Guwahati Branch on 18-19 th December 2009. A felicitation programme was organized in his honour on 18 th of December 2009 at Hotel Rajmahal, which was attended by a large number of members of Guwahati Branch along with Central Council & Regional Council members. N. Vision Committee Workshop: Guwahati Branch hosted the first Vision Committee Workshop of the Eastern Region on 20.5.2010 at Hotel Rajmahal. CA. Sumantra Guha, Central Council Member chaired the meet. Past Chairman of EIRC CA. Debasish Mitra, Former Central Council Member CA. Pawan Kumar Sharma, several Past Chairmen of the Guwahati Branch along with other members attended the workshop & shared their views and perspectives with the committee on the future and vision of the Accountancy profession and of ICAI. Anil Kumar Agarwala attended the 60 th Annual function of the Institute held at New Delhi on 11 th of February 2010. b. The Branch Chairman CA. S L Agarwal and Secretary CA. Naveen Garg attended a State level Co-ordination Committee meeting on Regulation of NBFCs organised by RBI, Guwahati on 28/08/2009. CA. S L Agarwala attended another meeting on 8 th February 2010. c. All the 8 members of the Managing Committee of the Guwahati Branch attended the Regional & Branch Orientation and meet with President & Vice president of the Institute held on 22nd March 2010 at Kolkata. d. CA. Krishanu Bhatacharyya, Chairman EIRC visited the Guwahati Branch on 4th of March 2010. He praised the activities undertaken by the branch with special praises for the newly constructed building of the branch. P. E-Newsletter & Website: The Branch recommenced publication of its E-Newsletter since April 2010. Altogether 3 (Three) issues of the E-Newsletter have been posted to the members through e-mail. The newsletters covered amongst other matters, all relevant information regarding the latest notifications/developments in the fields of Accounting/ Auditing/ Information Technology and other areas of interest to profession and Information for Members and Students covering details of Seminars etc., to be organized. The E-Newsletters have also been posted at the Branch Website. The Branch Website was inaugurated by the then President of ICAI CA. Ved Jain on 13th December 2008. The URL of the website is www.icaiguwahati.org. The website is updated regularly. Q. Accounts and Audit: The audited statements of account of the Branch for the year ended on 31/03/2010 are appended to this report and marked as Annexure C. The audit for the year was conducted by M/s. GKA & Associates, Chartered Accountants, Guwahati, who were appointed by the Eastern India Regional Council for that purpose. The audited accounts were mailed to ICAI, New Delhi and EIRC on 02/04/2010. As per the guidelines of the HO, monthly & quarterly trail Balances and half yearly audit reports were regularly sent. CA. Pankaj Kumar Bhura carried out the monthly Branch Internal Audit. Publication Stock Details and accounts were also regularly sent. R. Publicizing the Institutes activities through print/electronic media: Most of the activities of the branch were widely covered in the local print media. The All India Conference, President s Meet with Students, Building inauguration, Sports Meet, CA Day Celebration and CPE Programmes were also covered in the electronic media. S. Obituary: The Managing Committee of the Branch expresses deep condolences for the sudden demise of former president CA. Rahul Roy who passed away on 19 th November 2009 and of our former Branch Chairman, CA. Sampat Kumar Jain, who left for his heavenly abode on 3 rd January 2010. The branch prays for the eternal peace of the departed leaders. T.
