Offsite Assessment Placement sessions conducted at the local feeder high schools were provided however it did not prove to be an effective method of providing A+O+C services. Between the logistical issues and the difficulty in scheduling due to the high schools daily class schedule, offsite assessments are not a viable option. Offsite Assessments would only provide students with one of the core services while the other two services of Orientation and Counseling could not be feasibly conducted at the local high schools on the same day. With the piloting of A+O+C Days and in collaboration with Offsite Education & Outreach, Admissons, and Counseling departments we With increased Assessment accessibility at the main campus and South Gate Educational Center year round, successful implementation of A+O+C Days offsite A+O+C are not the best way to provide A+O+C services to new non exempt students, nor could it be done with one visit. That, in addition to regular presentations at the 3SP Advisory Committee, the program regularly report on the 3SP budget to the Budget Committee. were able to host high school seniors at ELAC to participate in A+O+C in one day. In addition to A+O+C Days, special arrangements are made with local feed high schools who visit the campus for group Assessments. Program Description Page 7 of 13 College Mission: East Los Angeles College empowers students to achieve their educational goals, to expand their individual potential, and to successfully pursue their aspirations for a better future for themselves, their community and the world. Goal 1: Increasing student success and academic excellence through student centered instruction, student centered support services, and dynamic technologies. Goal 2: Increasing equity in successful outcomes by analyzing gaps in student achievement and using this to identify and implement effective models and programming to remedy these gaps. Goal 3: Sustaining community centered access, participation, and preparation that improves the college's presence in the community, maximizes access to higher education and provides outlets for artistic, civic, cultural, scientific and social expression as well as environmental awareness. Goal 4: Ensuring institutional effectiveness and accountability through data driven decision making as well as evaluation and improvement of all college programs and governance structures. In collaboration with the District s Mission, ELAC is committed to advancement in student learning and student achievement that prepares students to transfer, successfully complete workforce development programs, earn associate degrees, and pursue opportunities for lifelong learning and civic engagement. Please update your program description in light of the College Mission. 1. Provide any changes to your programs of study or programs of service since completion of your previous program review annual update in September 2014. Student Success and Support Program is guided by the Seymour Campbell Student Success Act of 2012. The Student Success and Support Program's (SSSP) Mission, as per the California Community College Chancellor's Office, is to increase community college student access and success by providing effective core services, including orientation, assessment/placement, counseling/academic advising, and early intervention. The Assessment Center is fully funded by SSSP and therefore is guided by the SSSP implementation and funding guidelines. Effective fall 2015, in compliance with SB1456 all new non exempt students are mandated to participate and complete the Assessment Placement Process (A), Orientation (O), and Counseling (C) obtain an Abbreviated Student Education Plan (SEP). In light of this mandate, the Assessment Center created and implemented A+O+C Days. A+O+C Days was a collaboration with Offsite Education & Outreach, Admissions, and Counseling Department to identify high school seniors, host them at ELAC and during their visit to provide them with A+O+C in a timely manner making them eligible for enrollment priority. Additional changes made in Assessment to comply with implementation of SB1456 includes increasing access to the Assessment Placement Process, Orientations, and Counseling ASEP services. The Assessment lab is made accessible 6 days a week, year round, and at both the main campus and at the South Gate Educational Center. services for credit and non credit students. Please refer to the Counseling Department AUP for futher updates and changes that in Counseling due to SB1456 in the areas of Orientation, Counseling Education Planning, and Follow Up services. Page 8 of 13 2. Describe any trends, recent events or activities that have impacted your program(s) since completion of your previous program review annual update in September 2014. Please be specific for each unit s program. Since the September 2014 program review, the Assessment Center efforts have focused primarily on following the 2014 2015 SSSP Plan. The section below will delineate changes, efforts, and effects of the 2014 2015 SSSP Plan as it relates to the Assessment Center. Please refer to the Counseling AUP for further Credit and Noncredit SSSP trends, events and activities that have an impact. a. Which of these trends, events, or activities have most impacted your programs? The primary focus of the 2014 2015 SSSP Plan that has impacted the Assessment Center was compling with SB 1456 mandate of providing core matriculation services of A+O+C to new nonexempt students. The State Common Assessment Initiative (CAI) is another event that is and will continue to impact the Assessment Center as this will require that we implement the Common Assessment for placement. SSSP related event that will have an impact will be Assessmbly Bill 86 Adult Education. Credit and Noncredit SSSP Plans are being developed now in preparation to address how implementing this bill will impact noncredit student services and more specifically core matriculation services for noncredit students. The Student Equity initiative that began implementation in January 2015 will require collaboration and integrated planning, especially in areas of professional development. b. What efforts have been made to address the impacts of these trends, events, or activities? Assessment Center Unit has; 1) collaborated with the Counseling Department to create and market the A+O+C campaign, 2) Assessment Center staffing was increased, 3) increased accessibility of assessment lab hours at both main campus and SGEC locations, 4) developed and implemented A+O+C Days, 5) Assessment and Counseling staff are periodically sending out reminders to students who have not completed A+O+C, and 5) are developing and will pilot A+O+C Express this fall 2015. A+O+C Express will invite all new non exempt fall 2015 students who are enrolled, yet not completed A+O+C to do so in 5 hour planned day. The goal is to ensure that new non exempt students participate and complete the A+O+C cores services prior to registering at ELAC and/or at least within their first semester at ELAC. Noncredit SSSP Plan includes ensuring that SSSP can continue providing Assessment services to all nonexempt students. Noncredit SSSP and implementation of Assembly Bill 86 Adult Education will infact require noncredit specific work in the counseling and follow up areas as well. A classified and a counseling faculty member in noncredit SSSP will be required to help provide specific noncredit student services. In terms of Student Equity, an initial planning meeting was held with Student Equity, Professional Development, Student Services, and Academic Affairs Deans to develop a crosswalk of collaboration. c. What effect have these trends, events, or activities had on the ability of your unit to contribute to the College Mission? Page 9 of 13 The College mission is to empower students to achieve their educational goals, to expand their individual potential, and to successfully pursue their aspirations for a better future for themselves, their community and the world. The SSSP goals are to ensures student equity in assessment, student services, and access to college resources to provide a foundation for students to achieve their educational goals. The Assessment Center is guided by both missions making the units ability to contribute a natural fit. All efforts of the Assessment Center are to comply with these missions and to ensure the best student service. 3. Section IV. Program Assessment Page 10 of 13 The College Mission has broad planning goals that are the basis for all other college planning documents and unit plans. Together these four goals provide a foundation for building a true agenda of student success. Goal 1: Increasing student success and academic excellence through student centered instruction, student centered support services, and dynamic technologies. 1. Evaluate your efforts to improve student centered support services using the data profile provided by OIEA, at http://www.elac.edu/facultystaff/oie/ataglance.htm, or other relevant data such as Point of Service survey results, or Student Service Outcome assessment results. What plans have been put in place to improve these outcomes since completion of your previous Annual Update Plan in September 2014? In particular, assess your unit s work in the Student Success and Support Program. The Assessment Center plans that have been in place have already been mentioned in previous sections that address increasing student success and academic excellence through student centered instruction, studentcentered support services, and dynamic technologies. The Assessment Center student service outcomes data reveals that the unit can now establish a benchmark for SSO's on the "no cold assessments" efforts. The goal is to increase students preparing for the assessment placement by making use of the sample test questions provided. Data reveals that January June 2014 2,797 (46.5%) students out of 6,020 reviewed the sample test questions. July December 2014 2,702 (53.2%) students out of 5,079 reviewed the sample test questions January June 2015 3,092 students out of 5,696 (54.3%) reviewed the sample test questions. The goal to increase student preparation is being achieved with the Assessment Center staff efforts on encouraging students prepare before assessing. July 1, 2014 through June 30, 2015 marked the first time period for establishing LACCD Students Receiving AOC Services for SSSP purposes. Per the LACCD report student receiving AOC services for students enrolled in credit courses for fall 2014 and spring 2015 semester, East Los Angeles College provided 19,223 Assessment contact services, 16,357 Orientation contact services, and 40,933 Counseling contact services. Please note that these numbers can include duplicate students wihin and between semester and multiple types of contacts for counseling services. Although these numbers don't reveal an evaluative measure, these numbers do reflect the extordinary amount of work that has been accomplished by the Assessment Center and the Counseling Department and in making these services accessible for all students. A+O+C efforts conducted were evaluated and the results from the spring 2015 student survey revealed that students agreed or strongly agreed (90%) with their assessment placement results, they agreed or strongly agree (98%) that the information presented during the orientation would help them transition to ELAC, and that they agreed or strongly agreed (95%) with understanding how to interpret their Abbreviated Student Education Plan (ASEP). Goal 2: Increasing equity in successful outcomes by analyzing gaps in student achievement and using this, to identify and implement effective models and programming to remedy these gaps. 1. Evaluate how your unit or program contributes to the success and retention rates for different demographic groups identified in the data profile provided by OIEA, at http://www.elac.edu/facultystaff/oie/ataglance.htm, or other relevant data such as Perkins CTE Core Indicator Reports or the attached data pack. Page 11 of 13 address any inequities since completion of your Annual Update Plan in September 2014? In particular, assess your unit s efforts that align with the college Student Equity Plan. While the Matriculation/Assessment Center unit activities do not directly affect student completion, we do ensure that equity gaps do not exist in the assessment instruments and that all students who apply to the college have access to the Assessment Placement Process. It is recommended that a disproportionate impact study on ELAC's assessment instruments be conducted to ensure equity. In addition, feedback from the local high schools as to the correlation between the student's high school progress in English and Math courses needs to be elicited As mentioned before, the Assessment Center has increased access to all students by reinstituting Saturday services, extending Main Campus Laboratory and Office hours, increased assessment services at the South Gate location so that all students are able to receive this service. In addition, both our A+O+C Days & A+O+C Express events are specific efforts to scheduled to provide students with the opportunity to get it all done in one visit, targeting new nonexempt students. Goal 3: Sustaining community centered access, participation, and preparation that improves the college's presence in the community, maximizes access to higher education and provides outlets for artistic, civic, cultural, scientific and social expression as well as environmental awareness. 1. The college strives to reach non traditional students. Review the college wide enrollment data provided by OIEA or at http://www.elac.edu/facultystaff/oie/ataglance.htm, or the attached data pack. Additionally, assess relevant data on your unit s services pertaining to access. Please describe what efforts your unit has planned or taken to increase access to the college for these underrepresented groups since completion of your previous Annual Update Plan in September 2014. In particular, assess your efforts identified in the college equity plan. The Assessment Center unit's plan is to continue servicing all non exempt students including non traditional and underrepresented students by ensuring that the Assessment Placement Process is available and accessible at both the main campus and at the South Gate Educational Center. The Assessment Center is commited to hiring bilingual staff members to assist students who speak Mandarin, Cantonese, and Spanish. In addition, the unit is committed to providing translated documents of the matriculation services and other student resources available on the Assessment website and in hard copy in the office. As mentioned in a previous section, intergrating the Educational Master Plan objective, the Achieving the Dream objective, and ELAC's Student Equity Plan objective of "no cold assessment", the Assessement Center staff are committed to encouraging students to prepare for the assessment prior to participating in the Assessment Placement Process. The Assessment Center student service outcomes data reveals that the unit can now establish a benchmark. The goal of the unit is to increase students preparing for the assessment placement by making use of the sample test questions provided. Data reveals that January June 2014 2,797 (46.5%) students out of 6,020 reviewed the sample test questions. July December 2014 2,702 (53.2%) students out of 5,079 reviewed the sample test questions January June 2015 3,092 students out of 5,696 (54.3%) reviewed the sample test questions. In addition to increased number of students preparing for placement, the Assessment Center staff in collaboration with a mathematics faculty member have revised the Accuplacer sample test booklet to include mathematics solutions. Most recently, "no cold assessment" efforts include Assessment Center staff collaborating with mathematics faculty members to offer Math Assessment Prepararion Workshops during the fall 2015 semester. The goal will be to provide new non exempt students with the opportunity to prepare/study for the math portion of the assessment. Page 12 of 13 Goal 4: Ensuring institutional effectiveness and accountability through data driven decision making as well as evaluation and improvement of all college programs and governance structures. 1. Please discuss any improvement that have been made as a result student services outcomes assessment or other data driven processes. As a result of the data from the A+O+C Days, Student Services will be institutionalizing A+O+C Days in the spring semester with improvements as suggested by the student surveys and the planning committees feedback. A+O+C Express piloting is in result to data that reveals about 200 new nonexempt students for the fall 2015 semester are registered and have not completed the A+O+C process; therefore, the goal is to ensure these students participate to have the A+O+C services. Also discuss any plan changes. This AUP is for the Assessment Center unit which is funded by credit SSSP and there is no AUP process for noncredit SSSP, therefore in this section it must be mentioned that noncredit SSSP plans are being developed to include requesting a full time noncredit SSSP counselor (see Counseling AUP) and a full time noncredit SSSP classified to assist with implementation of SB1456 and Assessmbly Bill 86 Adult Education as it pertains to providing core matriculation services for noncredit students. 2. Discuss how your unit/program used any budget augmentations received in 2014 2015. Please be sure to include a short analysis of the impact of the augmentations. The Assessment Center is funded by credit SSSP funds. SSSP funds for the Assessment Center have been augmented to meet the demand of implementing SB1456. The augmented funds for the Assessment Center include hiring 2.0 FTE classified, increased classified over time for Saturday services, increased supply for testing units and marketing of A+O+C, and increased expenditures to implement A+O+C Days and A+O+C Express. 3. Please use the attached AUP Budget Augmentation form to request resources for implementing planned changes, if needed. Be prepared to describe the expected outcome of the requested resources on the augmentation form. Page 13 of 13 APPENDIX A Purpose of the Program Review and Annual Update Process The purpose of Program Review is to provide a venue through which the college can evaluate its programs in relationship to the College Mission and its Strategic Goals and priorities. The program review process promotes a self reflective evaluation of programs in a manner in which faculty can identify programmatic successes within their disciplines, identify areas in need of improvement and establish departmental goals for enhanced programmatic and student success. Each unit completes an annual update of their efforts. This update is used to provide the college with an indication of improvement in student learning and the resources needs for each program. The Annual Update serves as the central planning document for requesting and prioritizing resources. The values of program review: Strengthening of programs through faculty led self evaluation and goal setting; Fostering inter departmental cooperation and communication; Stimulating dialog on student success and programmatic improvements; Evaluating each programs unique contribution to the College s Mission and Strategic Goals; Promotion of long term planning focused on the use of data; Ensuring that curriculum and offerings meet student needs and promote student progression; Providing a venue to justify programmatic augmentation and to connect program needs to resource allocations. Enhance transparency about college programs to the broader community. The value of self evaluation is enhanced with the broad inclusion of individuals contributing to your department. It is recommended that each department make all efforts to include all faculty, staff and administration. Each department may include additional information in their Annual Update Plan (AUP) as needed to fully describe their department. The Office of Institutional Effectiveness and Advancement is available to assist each department in their efforts to complete their AUP. In order to streamline the submission and distribution process, the Annual Update Plan MUST be submitted by email in its original format to the Office of Institutional Effectiveness and Advancement to ensure a digital record of your completed work. No hard copies will be accepted. Please complete and submit your completed Annual Update Plan and attachments by Wednesday, September 30, 2015, 12:00 noon to Maribel Carbajal Garcia at CarbajM@elac.edu, and ALL full time faculty members and the adjunct representative (if applicable) in the department must be cc d on the email. This document includes, the official application for the faculty Hiring Prioritization Committee and the Staff Human Resources Committee. There is a separate AUP Budget Augmentation Request form that is due September 30 with the AUP. Late or incomplete applications will not be considered for resource allocations, though update information will be allowed. There will also be a Perkins Request form. Departments will be notified regarding budget and resource requests in the spring, following receipt of budget projections from the District Office.
