In addition, the Board aids and advises the Council in evolving and implementing policies related to induction of human resource and its development including the Career Advancement Schemes for ARS Scientists. During this period, the Board had completed recruitment process for 15 RMP & non RMP middle level positions in the scientific cadre based on lateral entry. As a part of time bound implementation of the revised Career Advancement Scheme (CAS) for ARS Scientists, 177 proposals in 51 disciplines for promotion from Senior Scientists to Principal Scientists were processed during the period. Out of 51 disciplines, except eight disciplines candidates got 100 percent promotion. A combined examination for ARS (Prelims) 2016 and NET 2017(I) was conducted from 16-21 May, 2017 in online mode for 180 vacancies in 31 disciplines. A total of 6,987 candidates (22.45%) qualified in the NET 2017(I) the examination. Result of Technical Assistant (T3) Exam conducted on 17 July, 2016 has been communicated to the concerned Institutes. Two Limited Departmental Competitive

ASRB News Examinations for the posts of Assistants and Upper Division Clerks were conducted on 7-8 February, 2017 and 21 February, 2017 respectively. For filling up positions of LDCs at the ICAR institutes through direct recruitment is scheduled to be held in the last week of October, 2017. Other examinations for filling up positions of LDCs at the ICAR headquarters and Stenographer Grade-III through direct recruitment are scheduled in the near future. There is always scope for betterment and I look forward to have your feed-back for improving our efforts. (A.K. Srivastava) Chairman Recent Achievements Direct Recruitment/Lateral entry During the period, Board recommended suitable applicants only for 15 posts i.e. Directors (8), Project Coordinators (2) and Head of Divisions (5). Recruitment process of remaining advertised posts which are advertised vide Advt. No. 3/2016, 4/2016, 5/2016, 1/2017 and 2/2017 is under progress. Recruitment through Competitive Examinations Agricultural Research Service Examination-2016 A combined examination for ARS (Prelims) 2016 and NET 2017(I) was conducted from 16-21 May, 2017 in online mode for 180 vacancies in 31 disciplines at 23 Centres across India. A total of 21,740 candidates had registered for the examination and 16,011 candidates appeared in the examination. A total of 2,563 candidates (16%) qualified for the ARS (Main) held on 8 July, 2017 at 12 Centres across India. Details of NET-2017 examination in the examination. A total of 6,987 candidates (22.45%) qualified the examination. Major discipline wise details of candidates registered and appeared in the examination are as follows: Major discipline wise details of candidates Details of ARS-2016 examination National Eligibility Test (NET) Examination-2017(I) A total of 42,937 candidates had registered for NET(I)-2017 examination and 31,127 candidates appeared The highest percentage of candidates qualified in the discipline of Animal Genetics & Breeding (79%) followed by Floriculture & Landscaping (58.20%), Fish Nutrition (52.00%), Poultry Science (48.57%), Veterinary Anatomy (47.37%), Veterinary Parasitology (46.15%) and the lowest percentage of candidates qualified in the discipline of Agricultural Business Management (0.24%). In eight 2

July, 2017 disciplines i.e. Agricultural Biotechnology, Economic Botany & Plant Genetics Resources, Nematology, Spices, Plantation and Medicinal & Aromatic Plants, Veterinary Surgery, Agricultural Business Management, Agricultural Extension and Home Science), the success rate was even less than 5 %. In the Fish Health discipline 49 candidates were appeared even though none was qualified. Data showed that out of 6,987 qualified candidates, 776 (11%) were from Deemed to be Universities (IARI, New Delhi; IVRI, Izatnagar; NDRI, Karnal, CIFE; Mumbai and Sam Higgin Institute of Agriculture, Technology and Sciences, Allahabad 2,016 (29%) from ten State Agricultural Universities (TNAU, Coimbatore; UAS, Bangalore; GBPUA&T, Pantnagar; UAS, Dharwad; IGKV, Raipur; ANGRAU, Hyderabad; CCSHAU, Hisar; PAU, Ludhiana; OUA&T, Bhubaneswar; BCKV, Nadia, 2,636 (38%) from rest of SAUs, 151 (2%) from Central Agricultural Universities and 1,408 (20%) were from General Universities with Agriculture Faculties. State wise performance in NET Examination 2017 Among 6,987 qualified candidates, 45% were female candidates. Gender wise details of successful candidates in NET Examination 2017 University wise performance of candidates in NET 2017 Out of 6,987 qualified candidates 64% were from rural areas. Performance of ICAR Deemed-to-be Universities in NET Examination 2017 Out of 6,987 qualified candidates about 68% of successful candidates came from eleven states (Karnataka, Uttar Pradesh, Tamil Nadu, Rajasthan, Maharashtra, Kerala, Odisha, Andhra Pradesh, Madhya Pradesh, Gujarat and West Bengal). Only one candidate qualified from Goa. Area wise details of successful candidates in NET Examination 2017 3

ASRB News Common Written Examination 2016 for Technical Assistant (T-3) Final results of the common written Examination for filling up of positions of Technical Assistant (T3) of ICAR Institutes conducted on 17 July, 2016 at 27 centres across India has been communicated to the concerned Institutes. The performance in respect of assessment promotion was about 90% and in addition 4% deferred promotions of the candidates were recommended for promotion to the next higher grade. had secured less than 73% marks. This in fact reflects positively on the strength of the ICAR research system. Analysis of the data showed that out of 51 disciplines except eight disciplines viz Agricultural Economics, Agricultural Entomology, Biochemistry (AS), Biotechnology (PS), Farm Machinery & Power, Fish & Fishery Science, Plant Physiology and Soil Chemistry/ Fertility/Microbiology candidates got hundred percent promotion in all disciplines. Details of Assessment under the Career Advancement Scheme (CAS) Of the successful candidates, 30% secured more than 90% marks and about 47% secured more than 80% marks amongst the successful candidates, and only 6% candidates Best Performance Award During the period Agricultural Scientists Recruitment Board received second prize in the category of small offices for best performance in promotion and Implementation of Official Language and Hindi work from TOLIC North Delhi on 30 June, 2017. 4

July, 2017 Controller of Exam, Deputy Secretary and Dr Suresh Pal, CTO, ASRB receiving second prize Important Committees/Meetings/Events ASRB Board Meetings During the period, Board has organized three meetings on 6 February, 2017, 5 April, 2017 and 9 May 2017, wherein various important matters and issues pertaining to direct recruitment/lateral entry, examinations of various posts and assessment of scientists under Career Advancement Scheme were discussed. Promotion of Official Language Quarterly meetings of Official Language Implementation As per the Annual Program issued by Department of Official Language, Govt. of India, during the period, the Board has organized two quarterly meetings of Official Language Implementation Committee on 27 March, 2017 & 28 June, 2017. Various issues pertaining to Official Language Implementation were discussed and decisions taken in these meetings. Compiled quarterly report ending 31 March, 2017 of Promotion of Official language showed that: Overall disposal performance of ASRB in Official language under section 3(3), position of letter reply in Hindi for A & B region were 100%. Position of correspondence in Hindi for A region was 91.85%, for B was 94.28% and for C was 94.11% while target for C region was 65%. Overall performance of noting in Hindi was 82.97% while target for this is 75%. Based on quarterly report ending 31 December, 2016 for performance of Promotion of Official language, Mrs Seema Chopra, Director (OL), ICAR conveyed appreciation for the performance of ASRB for correspondence in Hindi for A, B and C region as well as for notings in Hindi vide letter No.12(98)/2013-Hindi dated 7 March, 2017. View of Quarterly Official Language Implementation meetings Town Official Language Implementation Committee Dept. of Official Language, Ministry of Home Affairs, Govt. of India constituted the Town Official Language Implementation Committee (North Delhi) and its Chairmanship was assigned to Dr Gurbachan Singh, Chairman, Agricultural Scientists Recruitment Board. 45 offices of GoI. are member of the committee. After the retirement of Dr Singh from the post of Chairman, ASRB, Prof. (Dr) A.K. Srivastava, Chairman, ASRB has been appointed Chairman of this Committee. During the period following activities were organized: Rajbhasha Sammelan Town Official Language Implementation Committee (North Delhi) organized Rajbhasha Sammelan on 12 April, 2017 in collaboration with ICAR-Indian Agricultural Research Institute at B. P. Auditorium, Pusa, New Delhi for the officers and staff of its member offices. Dr Satyanarayana Jatiya, Honourable Member of Parliament (Rajya Sabha) & Vice-Chairman, Parliamentary Committee on Official Language was the Chief Guest at the inaugural function. Dr Bipin Bihari, Joint Secretary, Dept. of Official Language, Dr Gurbachan Singh, Chairman, TOLIC (North Delhi) & ASRB, Dr J. S. Sandhu, DDG (Crop Sciences), ICAR, Dr K. V. Prabhu, Joint Director (Research), IARI and other senior officers of ASRB were present on the occasion. A total of 225 participants from 44 member offices participated in the Sammelan. A total of five sessions were organized in the Sammelan, including a play to elaborate Official Language Rules. 5

ASRB News The Chief Guest Honourable Member of Parliament (Rajya Sabha) & Vice-Chairman, Parliamentary Committee on Official Language and other dignitaries on the Dais Half yearly meeting of TOLIC (North Delhi) Hindi Essay Competition A Hindi Essay Competition was held at three venues on 15 June, 2017 for the officers and members of staff of member offices. A total of 69 employees from 49 member offices participated in the competition. Nine of these awarded cash prize and Certificates in the half yearly meeting of TOLIC held on 30 June, 2017. Half yearly meeting of TOLIC (North Delhi) First meeting of TOLIC for the year 2017-18 was held on 30 June, 2017 at NASC Complex. Smt. Arun Kamal, Senior Hindi Translator, DTRL (DRDO) welcomed the participants. Out of 52 member offices, 46 member offices participated in the meeting. A total of 91 members including 22 Directors/Heads of offices/institutes were present in the meeting. Shri Sandip Arya, Director (Implementation) and Shri Pramod Sharma, Deputy Director (Implementation) Department of Official Language, Ministry of Home Affairs were also present in the meeting. Half yearly reports of 38 offices were presented and reviewed in the meeting and written suggestions were also given to member offices for implementation as well as promotion of Official Language. During the meeting, six agenda items were discussed and decisions were taken including the publication of Magazines. Shri Sandip Arya, Director (Implementation), Department of Official Language, addressed the gathering and appreciated the review presentations in the meeting. Shri Pramod Sharma, Deputy Director (Implementation) also addressed. Prizes were given for best implementation and also for best Hindi magazine published by the member offices. Agricultural Scientists Recruitment Board, the presidential office of TOLIC (North Delhi) was awarded IInd Prize for best performance in Rajbhasha. The meeting concluded with a formal vote of thanks by Shri Kesav Dev, Dy. Director (OL), IARI. Scientific Discussions and Interactions with Stakeholders Chairman Participated as Chief Guest in the National Sheep and Wool Fair at IAC-CSWRI, Avikanagar on 4 January, 2017 Participated as Chief Guest in the 5 th National Seminar on Climate Resilient Saline Agriculture: Sustaining Livelihood Security at Bikaner and visited ICAR-CIAH, Bikaner. Addressing participants in 5 th National Seminar at Bikaner Participated as Chief Guest in the Awareness Meet-cum- Camel Fare at Jaisalmer. Delivered a lecture on the topic of Importance of HRD in agriculture towards meeting human food need in 2030 during 21-22 January, 2017 at Bikaner. 6

July, 2017 Participated as Guest of Honour and presented keynote address in the National Seminar on Agriculture Trends and Technologies at GGN Khalsa College, Ludhiana on 30 January, 2017. Participated in the meeting of the Governing Council of Mar Ivanios College, Thiruvananthapuram on 13 February, 2017. Dr V.N. Sharda, Member Inaugurated Biennial Workshop at SKRAU, Bikaner and visited ICAR-CIAH, Bikaner during 18-22 January, 2017. Inaugurated 20 th Annual Convention and National Conference on Harnessing Clay Science for Human Welfare as Chief Guest and visited ICAR-NBSS&LUP, Nagpur during 17-19 February, 2017. Presented keynote address during inaugural session of the Swarna Jayanti National Conference on Biodiversity & Sustainable Utilization of Plant Resources at Kurukshetra University on 17 February, 2017. Participated and Co-Chaired a Session on Setting the biophysical context: Climatic/ Soil constraints in the Inter Drought-V Conference at Hyderabad on 20 February, 2017. Participated as Guest of Honour and also chaired a technical session in the 2 nd National Youth Convention on Agricultural Innovation in Sustainable Food systems for Improving Rural Livelihood: The Youth Perspective at UAS, Raichur on 21 February, 2017. Addressed by Member, ASRB as Chief Guest Chaired a Session on Mitigating Climate Change Carbon Sequestration in XIII Agricultural Science Congress at UAS, Bengaluru during 22-23 February, 2017. Participated in the Foundation Day of ICAR-CCARI, Goa as Chief Guest and visited KVK, Dharwad on 31 March-4 April, 2017. Participated as Chief Guest and delivered the Sri P. M. Dabadghao Memorial Lecture in the National Symposium on New Directions in Managing Forage Resources and Livestock Productivity in 21 st Century: Challenges and Opportunities at Gwalior on 3 March, 2017. Review of arrangement for online NET and ARS examination centre at NDRI, Karnal and CIPHET, Ludhiana during 11-13 May, 2017. Interaction with scientists 7

For filling up positions of LDC at the ICAR headquarters and Stenographer grade-iii for ICAR H.Q., New Delhi and its Research Institutes, including vacancies in the Krishi Vigyan Kendras (KVKs) located all over the country, Online examination is scheduled in the last Inspected the arrangement of ARS 2016 and NET 2017(I) examination at SKUAST, Jammu during 11-13 May, 2017 Inspected the arrangement of ARS 2016 and NET 2017(I) examination at ICAR-IISWC, Dehradun during 18-20 May, 2017. Centralized Public Grievance Redress and Monitoring System (CPGRAMS) During the period, Board received 36 grievances, mainly concerning various issues of recruitment through Lateral entry/ Examinations and assessment of scientists.
