Welcome Foreword by De Montfort University s Vice-Chancellor Welcome to the 2018 De Montfort University (DMU) graduation ceremony at the City University of Hong Kong. Alongside our celebration of so many individual achievements today, it is important that we also honour the friendship and strong partnership between CityU and DMU. That partnership is founded on shared values, including a commitment to excellence and a truly global outlook. We want our industry-aligned degrees to give all our graduates a clear advantage in a competitive international jobs market. Those continuing their studies will do so in a spirit of openness and curiosity encouraged and nurtured at CityU. Although attention is rightly focused on those receiving their certificates, it is important that our celebrations include others, too. Families, friends, teachers, and all those who have supported the graduands in their endeavours and achievements, deserve a share of the thanks and applause. 2

Graduation is an important personal landmark. You can now go on to find enriching roles across the globe, as your fellow alumni have done. Wherever you go and however far you travel, remember that you remain a part of the DMU community. Please keep in touch and let us know how you are facing the future and engaging with the world. Your individual success also comes with a responsibility to help others who need your newly recognised knowledge and expertise. I hope and expect you will do so, and I wish you every success. With best wishes, Professor Dominic Shellard Vice-Chancellor 3

Welcome Welcome from the Director of CityU SCOPE CityU SCOPE and DMU have enjoyed a strong partnership since 1995, founded on the provision of quality degrees in business and public administration, which has nurtured more than 4,000 graduates. We take pride in working with DMU, a university ranked Gold in the Teaching Excellence Framework. The award is a recognition of the consistently outstanding teaching and learning on offer at DMU and the extraordinary impact it has on its students. CityU, in its turn, is ranked 55th in the world, 8th in Asia, and 5th among the world s top 50 universities under 50, in the latest Quacquarelli Symonds rankings in 2019. I would like to invite all graduands to share our joy and pride in this fruitful partnership and the excellent progress of the two universities. CityU SCOPE has been serving the community for almost 30 years. More importantly, please contribute what you have learnt to the betterment of the community. I wish you every success in your new endeavours! Louis C.K. Ma, PhD Director, School of Continuing and Professional Education City University of Hong Kong 5

Not the end, just the beginning Links with De Montfort University Today, as you graduate from DMU, you become part of the DMU global family. We hope that you have enjoyed your studies at our partner institution, CityU SCOPE. Successfully combining your studies with full-time jobs as many of you have done is an amazing achievement, and you should be incredibly proud. The strong relationship between CityU SCOPE and DMU has been built over two decade. During the past 20 years, the Public Administration and Management BA (Hons) degree has become one of the most highly rated in Hong Kong. It has been studied by hundreds of politicians, police, Government workers and private-sector professionals. In addition, both the Business Administration and Management BA (Hons) degree and Public Administration and Management degree courses have been honoured with validation by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ), further underlining its high quality and strong relevance to industry. Your hard work, dedication and enjoyment of the degree courses are all crucial to our partnership and we are delighted to hear so many stories from graduates about their successes. News from DMU In 2018, New York was the locus for the launch of DMU s most significant international collaborations yet: our involvement with the United Nations Together campaign. Together offers worldwide support to refugees at a time of significant crisis. At the UN, DMU students were able to voice their own views at the heart of international diplomacy. We have also made the 17 UN Sustainable Development Goals (SDGs), which are designed to address global challenges including hunger, health, education, climate change and social justice, a key feature of the DMU curriculum; this major step has won praise from a senior member of the UN. During his visit to DMU in summer 2018, Maher Nasser, Director of the UN s Department of Public Information Outreach Division, announced that DMU had been chosen by the UN Academic Impact group to be a Designated Hub for SDG 16, a measure supporting peace, justice and strong institutions. It makes DMU the first university to be selected in this way. This year, DMU was also named the first University of the Year for Social Inclusion by the highly respected Sunday Times Good University Guide. We earned the award because of our commitment to empowering students from all backgrounds; we give every individual opportunities to develop their talent, work hard and succeed, and make a difference in society. 8

Graduate success stories CityU SCOPE alumni professional. Their guidance enabled me to develop a critical mind-set as well as building up my strategies, to face different situations in my work position. In addition, the exchange of knowledge and experiences shared by classmates working in different sectors and organisations has provided me with invaluable opportunities to think about different stakeholder perspectives. TSUI Hoi Chi, Davy Public Administration and Management BA (Hons) Graduation year: 2016 Davy Tsui graduated from the Public Administration and Management (BAPAM) programme in 2016. Prior to taking the BAPAM, Davy served in one of the largest property management companies in Hong Kong, as a Senior Property Officer, for more than six years. With an aim of attaining the Chartered Membership of CIH, Davy decided to study the Public Administration and Management programme jointly delivered by DMU and CityU SCOPE. During his two years of study at SCOPE, Davy gained knowledge on public administration, politics and public sector management. He said: Both the lecturers and tutors are very experienced and The programme has also encouraged us to learn actively, to build up our own learning style and develop brighter prospects for our future. Colleagues and friends will challenge: How does housing studies relate to public administration and management? I had the same question at the beginning. After studying four housing modules, Davy understands the need for housing personnel at management level to learn how the government legislates and implements housing policies. He said: The first year of study in Public Administration and Management built a very good foundation to learn and enhance my knowledge in housing policy and housing management. Davy has also successfully completed the PER booklet in one year, attained the Chartered Membership of CIH, and at the same time was promoted to Area Manager at his workplace. He is now taking a master s degree in Housing Studies at the City University of Hong Kong. He said: Though it is not easy to study and work at the same time, with guidance and help from teachers, the two years of study is practical, happy and worthwhile. 10

Evita said that the two years of BAPAM study was challenging and fun. She said: I have a strong interest in current affairs and public administration. Although I have not studied social science or public administration before, teachers of the BAPAM programme are very professional and highly committed to giving very inspiring lectures. The use of local examples and case studies did enlighten our understanding of theories and their application. PANG Siu Chun, Evita Public Administration and Management BA (Hons) Graduation year: 2016 Evita Pang graduated from the Public Administration and Management (BAPAM) programme in 2016 with a first-class honours degree. As a Chief Inspector of the Hong Kong Police Force, serving the Hong Kong Government for more than 10 years, Evita is determined to achieve both personal and career advancement. She enrolled on to the BAPAM course with the purpose of understanding the government structure and its governance, and how policies are formulated, as well as the relationship between the legislative and executive authorities. The content is both solid and inspiring. I learnt a lot on how a government could lead, function and perform to develop a place and citizens, enhancing their competitiveness and influence in the world. Evita added: With the academic knowledge gained from the programme, I am able to deal with my daily work in a more effective and efficient manner, which is beneficial to my career advancement. In fact, Evita has been promoted to Superintendent of Police after graduating from the programme. She said that the tight course scheduled helped to sharpen her time management and interpersonal skills, and concluded: It is valuable to meet classmates from all walks of life, with the same common interest in Public Administration and Management. We share or discuss our views on public affairs, which are always interesting and enlightening. 11

Graduate success stories CityU SCOPE Alumni LAM YUK CHING, Gwen Business Administration and Management BA (Hons) Graduation year: 2017 Gwen Lam graduated in 2017 with a first-class honours degree in Business Administration and Management (BABAM). She said: The programme gave me in-depth understanding about the company I worked with. It covered accounting, human resources management, business management, operations management and marketing communication. I recognized the reasoning behind company decision-making, and this helped me to get along with, and grow with, the company. Alongside the syllabus, Gwen also learnt better time management. She said: This is the issue I had to deal with: how to work effectively, and how to allocate the limited resource and time to the right area. Moreover, studying within groups builds team spirit and promotes the learning atmosphere to walk fast, walk alone, to walk far, to walk together! I was inspired by the programme. I m able to give more constructive ideas in my work environment. In addition, I have learnt how to improve my soft skills so I can communicate with different classmates and professors, in order to achieve a mutual goal and succeed together. The skills also apply in work environment, as I need to deal with different people across different department all the time. Gwen is studying a master s programme in Chow Yei Ching School of Graduate Studies at City University of Hong Kong, to gain a deeper understanding of management. 12
