Third Grade Reading Guarantee «Senate Bill 316 enacted the Third Grade Reading Guarantee (TGRG) Purpose: to ensure all Ohio students are reading at grade level by the end of third grade Ohio's Third Grade Reading Guarantee is a program to identify students from kindergarten through grade 3 that are behind in reading. Schools will provide help and support to make sure students are on track for reading success by the end of third grade.
TGRG Legislation «The law addresses the following: Assessment Instruction and Intervention Teacher Quality Parent Participation Accountability
Assessment «The purpose of assessment is to determine students areas of strength and deficit, so teachers can plan and adjust instruction accordingly «Two types of assessment: State District
State Assessment «The Ohio Achievement Assessment (OAA) is the state s current assessment to measure reading success «The OAA measures end-of-third-grade competency in reading «An OAA score of 400 is considered proficient (passing); a score of 394 is required for students to advance to fourth grade
State Assessment «All third graders across the state will have two opportunities to pass the OAA: October and April «Upper Arlington third graders will take the fall OAA on October 8 th Scores are typically available to Upper Arlington City Schools in December Families will receive score reports in late December or early January students scoring 394 or higher, will take a PARCC reading assessment later in the year.
District Assessment «A district reading diagnostic will be administered in September for all students in grades K 3 STAR Early Literacy Enterprise testing Star Reading Enterprise testing «Reading progress will be monitored using STAR throughout the school year «Specialized plans are developed for students who are not on track
District Assessment «Teachers will also use other classroombased methods to assess students, such as Developmental Reading Assessment (DRA) Fundations Fountas & Pinnell (F & P) Word work AIMSweb
Instruction & Intervention «STAR diagnostic assessment helps teachers plan instruction «Teachers use a variety of methods to teach literacy: Whole-class instruction Small group instruction One-on-one reading Word work Writing assignments
Instruction & Intervention «Classroom teachers, principals, and building literacy teams will analyze the diagnostic reading information to determine instruction and intervention services «Upper Arlington Schools will develop a Reading Success Plan for any student who is not on track in reading
Instruction & Intervention «Interventions may include More frequent monitoring; Additional small-group instruction; Tutoring Possible referral for additional testing & support; and/or Summer reading camp
Parent Participation «Parents will be notified no later than November 30 th if their child is considered not on track based on September assessment. «Parents can be involved in the development of the Reading Success Plans for students who are not on track.
Teacher Quality «All Upper Arlington City Schools third grade teachers have met or exceeded the state requirement for reading instruction credentials. Hold a reading endorsement; Completed a master s degree with an emphasis on reading; Hold National Board Certification; Are Wilson Language, Reading Recovery, or Literacy Collaborative trained; or Earned a passing score on a rigorous test of principles of scientifically research-based reading instruction.
Accountability «The Terra Nova may be used in the spring as an alternate assessment for students who have not yet met the 394 score threshold. «A summer opportunity to pass the OAA is available. «Students who does not reach the score of 394 on the OAA or the state approved score on the Terra Nova by the end of the summer following third grade will not advance to the fourth grade Exceptions may be made for English Language Learners and some students on Individualized Education Plans (IEPs)
Summer Reading Intervention «To ensure reading success for all students, Upper Arlington City Schools hosts a free Summer Reading Program for students who are considered not on track 5-week daily reading program 40 2 nd and 3 rd grade students were served last summer Plan to extend program to 1 st, 2 nd, and 3 rd grade students for summer 2015

State Assessment «Ohio is among 19 states that are working as a consortium, called the Partnership for Assessment of Readiness for College and Careers (PARCC), to develop a common set of K-12 assessments in English and math. «The Ohio science and social studies will be administered for the first time in the spring 2015. These tests complement the format of the PARCC English language arts and mathematics tests.
State Assessment «Ohio s new state tests will eventually replace the Ohio Achievement Assessment (OAA) and the Ohio Graduation Test (OGT) «The new state assessments will be administered this school year in the areas of English language arts, mathematics, science and social studies. «These tests will be in computer and/or paper format.
State Assessment: Elementary «Terra Nova UA Schools will administer the Terra Nova for gifted identification for students in grades 2, 3, 5 «Third Grade Reading Guarantee: Third graders will take the Ohio Achievement Assessment (OAA) in reading in the fall. Third graders who meet the OAA benchmark in the fall will take the English Language Arts PARCC assessment in the spring.

State Testing Update «The Mid-Biennium Review requires the State Superintendent for Public Instruction to have recommendations for state testing reductions in by December 15, 2014. «A state committee has been created to address testing. «Upper Arlington City Schools Superintendent Paul Imhoff is on that committee and is advocating for our students.
