--DRAFT-- Board of Education Proposed Timeline for Student Assignment Plan Review Working Document, January 22, 2016 Background: As part of Board Policy JCA, Guiding Principles for Student Assignment, the Board shall consider undertaking a comprehensive district-wide review of the student assignment plan every six years. The Guiding Principles were adopted by the Board on August 10, 2010 and incorporated into the policy on November 9, 2010. Based on the adoption date, review of policy and plan began in early spring 2015 for 2017-18 plan implementation. Prior to 2010, the last magnet review was in 2008. This was primarily a program review that did not include student assignment (transportation and attendance zones did not change). Program data, such as demographics, wait pools, application data, student achievement, were presented. Throughout the summer of 2008 community meetings were held in each Learning Community to receive public input. There were Board work sessions to provide updates and advance decision making. All community sessions as well as the Board work sessions were facilitated by Warren Miller, a consultant from Raleigh. As a result of the magnet review, there was a reduction/consolidation of magnet programs that were not effective. Timeline Summary (as of January 22, 2016): Board policy committee: review Guiding Principles as adopted August 10, 2010. Work began in the February Board Policy Committee. The following a broad timeline by month. Phase I December Board policy committee Dec. 10 develop goals to focus work on guiding principles o Send developed goals out to Board end of day Dec. 11. Board policy committee Dec. 17 continue review of goals, timeline, and survey. 1
o Survey review that includes the following: 1) a concise statement on what we want the survey to accomplish along with its revised form, 2) the ways it will be used (telephone, online, through schools, etc.), 3) the assurance we have the ability ourselves (or have suitable partners) to execute and that we can trust the results. o Develop agenda with time limits for each item. Board of Education is sent selected reading for review. Prepare for selection of consultant to assist with student assignment plan. Staff continues research on other district student assignment plans. Staff continues research on other district student assignment policies. Staff continues research on literature review. Staff update district data (i.e. EDS%). January Board policy committee at Jan. 14 meeting continues student assignment review of timeline and finalizes survey. Report from policy committee to full Board at Jan. 26 Board meeting to discuss student assignment goals, survey, and timeline. Survey launch Jan. 29, open until Feb. 22. Prepare for selection of consultant to assist with student assignment plan. Superintendent selects facilitator for public engagement. Planning staff starts annual review of boundaries for schools opening in 2017. February March Public hearing for student assignment goals at Feb. 9 Board meeting. Survey ends Feb. 22, begin analyze results. Board votes on student assignment goals at Feb. 23 meeting. Hire consultant to begin work with Board by end of month. Board policy committee meets Feb. 11 to continue to discuss Board Board begins public engagement with outside facilitator, on student assignment goals. Board policy committee meets March 10 to continue to discuss Board policy JCA (possible evening meeting). Schedule meeting with other elected officials to share approved 2

Update report to full Board of Education at March 22 meeting. Deadline for community boundary requests (first cycle) for consideration for 2016-17. Continue community meetings to discuss student assignment and policy recommendations. November Board vote on student assignment and policy changes, Nov. 9 (Wednesday). Phase II If additional design work is needed, follow a similar timeline, though final Board vote may occur earlier than November 2017 for implementation August 2018. 5
