BLACKHAWK SCHOOL DISTRICT 500 BLACKHAWK ROAD BEAVER FALLS, PA 15010 BOARD OF SCHOOL DIRECTORS VOTING MEETING Blackhawk High School Auditorium July 16, 2009 PRELIMINARY MATTERS Richard Caputo, President of the Board of School Directors, called the meeting to order at 7:30 p.m. Roll call was answered by eight members. Those in attendance were: Mr. Barsottini Mr. Caputo Mr. Emge Mr. Fitzgerald Mr. Klein Mrs. Lambert Mr. Oswald Mrs. Wagoner Mr. Gabauer and Mr. Young were absent. Dr. Kasunich Dr. Miller Visitors - 104 The opening prayer was given by Pastor C. F. Hoffman, 1 st U. P. Church, followed by the Pledge of Allegiance. Motion (Mr. Emge, seconded by Mrs. Lambert) to approve the minutes of the meeting on July 9, 2009. PUBLIC RELATIONS AND COMMUNICATIONS Congratulations to the following students who placed at the National Technology Student Association (TSA) conference at the Sheraton Hotel in Denver, Colorado: Crystal Glover, Matt Pulleo and Dan Warnaka 1 st place Team Event Technology Bowl Challenge; Dan Warnaka 2 nd place Individual Event Electrical Applications, Matt Pulleo, 1 st place Individual Event Technical Design Challenge. PUBLIC COMMENTS Comments were made by Jim Ross, Cindy Burger, Bob Clendennen, Frank Matsukas, Kathy (unable to hear last name), Dean Fleischman, Randy Cosgrove, Mike Oravitz, Dori Oldaker FINANCE COMMITTEE Motion (Mr. Barsottini, seconded by Mr. Emge) for the Financial Report as submitted. Motion (Mr. Barsottini, seconded by Mrs. Lambert) for the Insurance Report as submitted. Motion (Mr. Barsottini, seconded by Mr. Oswald) for the Student Activity Accounts as submitted. Motion (Mr. Barsottini, seconded by Mr. Oswald) for the execution of the Contribution Agreement between the Blackhawk School District and Starting Gate, formerly known as Corporation for 1

Owner-Operator Projects, providing for voluntary contributions to the School District in lieu of the seven (7) year extension previously granted by Resolution of this Board. Motion (Mr. Barsottini, seconded by Mrs. Lambert) for the payment of bills as submitted. Mr. Phil Colavincenzo presented information on behalf of Starting Gate. Dr. Miller presented an educational summary of the past school year. Her presentation can be viewed on the district website. PERSONNEL COMMITTEE Motion (Mr. Klein, seconded by Mr. Barsottini) to accept the resignation of Tracy Mastalski, library aide at Patterson Primary School. Motion (Mr. Klein, seconded by Mrs. Lambert) to amend the salary for Krystal Gaudino, long term substitute for the speech clinician position for the 2009-2010 school year, to $35,280, Masters Step 1. Motion (Mr. Klein, seconded by Mr. Oswald) for the following Pitt interns for Blackhawk High School: Katy Smith, Lindsay Romigh, Jennifer Mikula, Doreen Cameron Motion (Mr. Klein, seconded by Mr. Barsottini) to accept the resignation of Jeff Jackman as Varsity Swim Coach. Motion (Mr. Klein, seconded by Mr. Oswald) to execute the settlement agreement of arbitrator assigned PA 7903 as outlined to the Board in Executive Session on April 23, 2009. Motion (Mr. Klein, seconded by Mrs. Lambert) for the administrative ratings/salary increases for the 2009-2010 school year. Roll Call Vote: 4 Yes, Mr. Caputo, Mr. Oswald, Mr. Barsottini, Mrs. Lambert; 4 No, Mr. Emge, Mr. Klein, Mr. Fitzgerald, Mrs. Wagoner; Motion failed. Motion (Mr. Klein, seconded by Mr. Oswald) for individual salary increases for the following employees: George Trombulak, Jim Perlik, Sue Lukacs, and Jeff Cienik. Her salary will be $41,500 Step 3 Bachelors. Motion (Mr. Klein, seconded by Mr. Emge) to employ Anna Bretch, 619 Maple Street, Coraopolis, PA 15108, for a fifth grade position at Blackhawk Intermediate School for the 2009-2010 school year. Her salary will be $38,000 Step 2 Bachelors. Motion (Mr. Klein, seconded by Mr. Barsottini) to employ Donald Bunney, 807 California Avenue, Ellwood City, PA 16117, for a kindergarten grade position at Northwestern Primary School for the 2009-2010 school year. His salary will be $38,000 Step 2 Bachelors. Her salary will be $38,000 Step 2 Bachelors. Motion (Mr. Klein, seconded by Mr. Emge) to employ Erin Runco, 944 Squaw Run Road, Ellwood City, PA 16117, as an intervention specialist at Northwestern Primary School for the 2009- Motion (Mr. Klein, seconded by Mr. Fitzgerald) to employ Amy Winner, 138 Rockland Drive, Beaver Falls, PA 15010, for a second grade position at Northwestern Primary School for the 2009- Motion (Mr. Klein, seconded by Mr. Emge) for Kim Boggs to serve as Women s Golf Coach at a salary of $2,536.56. BUILDINGS AND GROUNDS/REAL ESTATE Motion (Mr. Emge, seconded by Mrs. Lambert) to authorize Mr. Barsottini to appoint a committee, who will study the infrastructure and building needs of the district based on current information available and provide options for consideration to this board not later than November 30, 2009 (tentative). The committee will include newly nominated representatives as well as community volunteers. Mr. Barsottini will serve on the committee as the facilitator and liaison with the current board. No funds may be spent by this committee to accomplish their task without the direct approval of the current board which must occur at a public meeting. This committee is subject to the PA Sunshine Act and must advertise their meetings and open them to the public. All records of the meeting will be maintained in accordance with the PA Open Records law. Motion (Mr. Emge, no second) for the creation of specification documents by Burt Hill for specified high school renovations. Motion failed due to lack of second. ATHLETICS COMMITTEE Motion (Mr. Klein, seconded by Mr. Barsottini) to contribute $1000 to the Blackhawk Area Youth Baseball Association toward the purchase of field maintenance supplies per Administrative Guideline #9.13. Roll Call Vote: 7 Yes, Mr. Caputo, Mr. Oswald, Mr. Barsottini, Mr. Emge, Mr. Fitzgerald, Mr. Klein, Mrs. Wagoner; 1 No, Mrs. Lambert; Motion Carried 4

FOOD SERVICE COMMITTEE Motion (Mr. Emge, seconded by Mr. Klein) for the food service report as submitted. BOARD/STAFF ENRICHMENT Approval is recommended for the following workshops/conferences/seminars: A. Scott Nelson, PAESSP Summer Institute, Wyndham Gettysburg Hotel, July 27 29, 2009 Mrs. Lambert presented an update from the Wellness Committee. The Board went into Executive Session at 8:40 PM to discuss personnel issues. The Board returned at 9:25 PM for voting action. Mr. Caputo stated that Mr. Fullen is under contract as Athletic Director. There had been an investigation and corrective action would be handled administratively. PERSONNEL COMMITTEE Mr. Caputo stated that under contract, the District is obligated for a 3% raise for the Superintendent and Assistant Superintendent. Motion (Mr. Klein, seconded by Mrs. Lambert) for the administrative ratings/salary increases for the 2009-2010 school year Motion (Mr. Klein, seconded by Mr. Emge) for individual salary increases for the following employees: George Trombulak, Jim Perlik, Sue Lukacs, and Jeff Cienik.
