Kasemeyer Senate Budget and Taxation Committee 3 West Miller State Office Building Annapolis, MD 21401 The Honorable Maggie Mcintosh House Appropriation Committee 121 House Office Building Annapolis, MD 21401 RE: 2016_pl IS_MSDE_ Dear Chairman Kasemeyer and Chairman Mcintosh: This letter is submitted in accordance with the requirements on Page 131 of Senate Bill 190 of 2016 (the Fiscal 2017 Budget Bill) to provide information on the Broadening Options and Opportunities for Students Today (BOOST) program. SB 190 requires that the Maryland State Department of Education (MSDE) submit information on: The number of students that received BOOST scholarships, the amount of the scholarships, the nonpublic schools that the students are attending, and the number of certified and noncertified teachers in core subject areas for each nonpublic school participating in the BOOST program. The Fiscal 2017 Joint Chairmen's Report (JCR) also required MSDE to submit certain information, including aggregate data on scholarships by grade level and the county of residence of BOOST students, among other data. In December 2016, data was submitted to meet the reporting requirements except for the data concerning the number of certified and noncertified teachers in core subject areas. This teacher certification data is included in the attached tables. The attached tables also include data on the names of the assessment instruments that participating schools are using. To meet the requirements of SB 190, participating schools certified that they are administering assessments in 2016-2017 to all students: in math and reading - annually, in each of grades 3 through 8; in science - once in elementary school, and once in middle school; in biology, government, Algebra I, and English I 0 in high school; and to students with disabilities, consistent with their Individualized Education Program (IEP).
