Board Minutes September 12, 2016 WESTERN WAYNE SCHOOL DISTRICT ADMINISTRATION OFFICE 1970C Easton Turnpike LAKE ARIEL, PA 18436 The regular monthly meeting of the Western Wayne Board of Education was held on September 12, 2016 in the Western Wayne Administration Building located at 1970C Easton Turnpike, Lake Ariel, PA 18436. The meeting was advertised in the legal section of the August 30, 2016 edition of the Wayne Independent. Board President Donald Olsommer called the meeting to order at 7:00 P.M. Miss Faliskie offered a prayer followed by the Pledge of Allegiance. Board Secretary Rose Emmett took roll call. (9) Board Members were present and are listed as follows: Board President Donald Olsommer Jr. Board Vice President William Gershey Board Treasurer - Jeffrey Gogolski Board Member Gary Enslin Board Member Bernice Fiorella Board Member Andrew Gaudenzi Board Member Rick Hoch Board Member Donald McDonough Board Member Roger Shaffer, Jr. Administrators Present: Superintendent Joseph W. Approval of Minutes A motion was made by Mr. Gershey and seconded by Mr. Hoch to accept the minutes generated from the Regular Board Meeting on August 1, 2016. Treasurer s Report A motion was made by Mr. Gogolski and seconded by Mr. McDonough to accept the Treasurer s reports generated from the General Account and the Food Service Account. The motion carried with seven affirmative and two no votes from Mr. Gaudenzi and Mr. Shaffer. 6838

Approval of Bills A motion was made by Mr. Gogolski and seconded by Mr. McDonough to pay the bills generated from the General Account, the Food Service Account, and the Construction Account. The motion carried with seven affirmative and two no votes from Mr. Gaudenzi and Mr. Shaffer. Accounting of Taxes There were no questions regarding the Accounting of Taxes. Student Recognition High School Principal Paul Gregorski introduced two incoming seniors who were ranked in the top two of their junior class: Jacob Karnick and Jeffrey Sauers. Recognition of Public Kim Butler asked if there was any discussion of adding visitor bleachers to the stadium. Mr. McDonough explained that we looked into adding them several years ago, but was not feasible based on cost. Mr. Adams said they will look into that again in the near future. She also asked about the old sign at the High School entrance that had a sign about the Class of 1973 & 1974, will they be recognized with the new sign? Mr. Adams said he would look into it. A Family Pass will cost $15.00 for the Winter Sports Season home events and a Resident Pass will cost $10.00 for the Winter Sports Season home events. Memorandum of Understandings A motion was made by Mr. Enslin and seconded by Mr. Gogolski to approve the following Memorandum of Understanding between Western Wayne School District and the Western Wayne Education Association: a. MOU Package Proposal 7/25/2016 The motion carried with eight affirmatives and one no vote from Mr. Gaudenzi. Memorandum of Understandings A motion was made by Mr. Enslin and seconded by Mr. McDonough to approve the following Memorandum of Understanding between Western Wayne School District and the Western Wayne Education Association: a. Varsity Club Advisor and Assistant Varsity Club Advisor The motion carried with seven affirmatives and two no votes from Mr. Gaudenzi and Mr. Shaffer. Handbooks A motion was made by Mr. Gershey and seconded by Mr. Hoch to approve the following Handbooks to be used for the 2016-2017 school year: a. Teacher Handbooks b. Coaches and Advisors Handbook and Student Activities Handbooks c. Transportation Contractors/Drivers Handbook d. Professional Service Provider Handbook e. Para-educator Handbook f. Substitute Handbook 6840

Transportation Contracts A motion was made by Mrs. Fiorella and seconded by Mr. McDonough to approve the Transportation contracts for the 2016-2017 school year. ATTACHMENT I Mr. McDonough stated that Kathy Gershey has done a very good job and feels the contracts are fair and balanced, thanks to Mr. Adams and Ms. Gershey. Mr. Adams thanked Ellen Muller and Chrissy Thorpe for their assistance also. Transportation Contractors, Drivers and Substitutes A motion was made by Mrs. Fiorella and seconded by Mr. McDonough to approve the attached list of Western Wayne School District Transportation Contractors, Drivers and Substitutes for the 2016-2017 school year. ATTACHMENT II Agreement A motion was made by Mr. Hoch and seconded by Mr. Gershey to approve an agreement between Western Wayne School District and Northeast Counseling Associates, Inc. at $360.00 per day as needed effective September 1, 2016 through June 30, 2017. Service Agreement A motion was made by Mr. McDonough and seconded by Mr. Hoch to approve an agreement between Western Wayne School District and Wayne County Drug & Alcohol Commission for Student Assistant Program (SAP) and Prevention Services on a program-funded basis for the sum of $4,000.00 effective for the 2016-2017 school year. Service Agreement A motion was made by Mr. Gogolski and seconded by Mr. Hoch to approve an agreement between Western Wayne School District and Wilkes Barre Behavioral Hospital Company, LLC for the Transition Partial Hospitalization Program at a per diem rate of $110.00 effective for the 2016-2017 school year. 6841

Agreement A motion was made by Mrs. Fiorella and seconded by Mr. McDonough to approve an agreement between Western Wayne School District and New Story for Educational Services at a daily charge for the special education classroom program at a Maximum rate of $325.00 per student and Personal Care Aide at an additional rate of $30 per hour. This charge includes related services as deemed necessary for each student per the IEP effective the start of the 2016-2017 school year. Job Descriptions A motion was made by Mr. Shaffer and seconded by Mr. McDonough to approve the following job descriptions: a. Transportation Administrative Assistant b. Paraprofessional Adoption of Revised Board Policy A motion was made by Mr. Enslin and seconded by Mr. McDonough to adopt the following Revised Policy: a. 707 Use of School Facilities Mr. McDonough stated that the Board discussed this policy at length and decided to charge a fee for use of the facilities to outside organizations that are for profit. Personnel District Substitute List and NEIU Guest Teacher List (ATTACHMENT III) A motion was made by Mr. Gershey and seconded by Mr. Hoch to approve the following personnel to be added to the District Substitute List for the 2016-2017 school year per Certification, Act 24/34/151/114/153/168 Guidelines, Employment Eligibility Verification - U.S. Department of Justice: 1. Richard Kotchessa Area: Custodial 2. Meagan Oliveras Area of Certification: Social Studies 3. Alexandra Wheeler Area of Certification: School Counselor/Elem Ed 4. Susan Young Area of Certification: Special Education 5. NEIU Guest Teachers The motion carried with seven affirmatives and two no votes by Mr. Enslin and Mr. Shaffer. 6842

Appointment Custodian A motion was made by Mr. Gaudenzi and seconded by Mr. Gogolski to appoint Drew Boandl as a full time Custodian at the starting rate of $11.00 per hour with applicable fringe benefits effective September 13, 2016. Appointment 12-month Secretary A motion was made by Mr. Gershey and seconded by Mr. McDonough to appoint Carrie Ann Williams as a 12- month Secretary at the starting rate of $12.27 per hour with applicable fringe benefits effective September 13, 2016. Appointment Food Service A motion was made by Mr. McDonough and seconded by Mr. Gershey to appoint Julie Sosnowski as a part time Food Service Worker at the rate of $10.50 per hour effective September 13, 2016. Appointment Advisor A motion was made by Mr. Hoch and seconded by Mr. McDonough to appoint the following as Advisor for the 2016-2017 school year at the salary listed in the Professional Employees Contract: 1. Jessica Short TSA Middle School $1,321.00 Appointment Coaches A motion was made by Mr. Hoch and seconded by Mr. McDonough to appoint the following as Coaches for the 2016-2017 school year at the salary listed in the Professional Employees Contract: 1. Christine Carey Cheerleading, Varsity Basketball $3,470.00 2. Jessica Short Cheerleading, Varsity Wrestling $3,470.00 Appointment of Mentor 2016-2017 A motion was made by Mrs. Fiorella and seconded by Mr. Hoch to appoint the following mentor for the 2016-2017 school year at the salary listed in the Professional Employees Contract: 6843

Principal's Report No questions Federal Program Report No report Other Business Mr. Enslin said he had a lot of positive feedback with the school calendars. Mr. Adams thanked Kristen Donohue for her work on the calendar. Mr. Adams noted that our softball field is being leveled and new drainage with most of the time and equipment being donated by local companies and volunteers.
