Subject: Updating of India Code Portal. A meeting was held under the Chairmanship of Secretary (Co-ordination), at Cabinet Secretariat, Rashtrapati Bhavan on 02.11.2018 at 12.15 P.M to review the progress of uploading of Adts, Rules, Regulations, Notifications etc. by State Governments/UT Administrations, on the India Code Portal (ICP). Representatives of State Governments were apprised of development of the Portal in the wake of directions of the Hon'ble High Court of Delhi and the various features / facilities available on the application/portal. It was impressed that early action needed to be taken by the States in uploading legislative documents on the portal in a text readable format duly linking various subordinate legislation to relevant sections of Statutes. It was informed that next date of hearing in Delhi High Court was on T12.18. It was informed by representatives of various State Governments that the process of uploading of Acts and subordinate legislations on the portal has commenced and Chief Nodal Officers also nominated for the purpose. Issues relating to enabling nodal Officers of various Departments, to upload subordinate legislation on the portal; the type of legislative document to be uploaded ; and technical issues related to the portal were raised and discussed. It was suggested by some State Governments that, to resolve various issues faced by Nodal officers while uploading dn India Code Portal, a workshop may be organized by the Legislative Department. It was further suggested that a communication, mechanism may be created for interaction between Chief Nodal Officers and Legislative Department/NIC, using technological utilities like WhatsApp etc to address problems faced while uploading on India Code Portal. This may also be used by stakeholders to update the progress of uploading on a regular basis and monitor the progress. After detailed deliberations following directions were given in the meeting: I. Process of uploading of State Acts be completed at the earliest, to be followed by uploading of subordinate legislations for each Section, as applicable. All documents to be uploaded to be in text readable format only;. III. Uploaded Act may invariably indicate the date on which it was last updated. Legislative Department may suitably advise on the type of legislative document to be uploaded; NIC of Legislative Department may coordinate with States and resolve all technical issues, including those related to enabling access by Nodal Officers of different Departments under State Governments. VI Legislative Department may organize workshops to resolve various issues faced by Nodal officers while uploading on India Code Portal. Legislative Department may create a mechanism, using suitable technological tools, to.enable interaction amongst stakeholders and monitor progress of updation of legislative documents.
