SHRI SUSHIL KUMAR SINGH: LOK SABHA UNSTARRED QUESTION NO. 121 TO BE ANSWERED ON 18 th JULY, 2016 Swachh Vidyalaya Abhiyan Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state: (a) (b) (c) (d) the total number of toilets constructed vis-a-vis targets set under the "Swachh Vidyalaya Abhiyan" State/UT-wise; whether the targets set for the said Abhiyan have been achieved and if so, details thereof and if not the reasons therefor along with the status thereof, State/UT-wise; whether the public Sector Undertakings have been participating in the said programme and if so, the details of the sponsors; and whether the Government has formulated any mechanism to monitor that the toilets made, specially for girls under the said programme are functional through out and if so, the details thereof and if not, the reasons therefor? ANSWER MINISTER OF HUMAN RESOURCE DEVELOPMENT (SHRI PRAKASH JAVADEKAR) (a) State/UT-wise total number of school toilets constructed vis-a-vis targets set under the Swachh Vidyalaya initiative is at Annexure-I. (b) Yes, Madam. 4,17,796 toilets were constructed in 2,61,400 elementary and secondary government schools in a period of one year from 15.8.2014 to 15.8.2015, thus ensuring that every government school has separate functional toilets for girls and boys. This includes schools in the most difficult to reach areas in the country such as districts facing Left Wing Extremism (LWE), in forests, remote mountainous terrain and in crowded slums. The initiative was made successful in partnership with all State Governments, 64 Public Sector Undertakings, and 12 Private Corporates. With this, about 13.58 crore children in 11.08 lakh government schools have access to gender segregated toilets.

(c) Yes, Madam. 64 Public Sector Undertakings (PSUs) participated in construction of school toilets under the Swachh Vidyalaya initiative, details thereof are at Annexure-II. (d) The primary responsibility of maintenance of school toilets lies with the concerned State Government or UT Administration. This Department has requested all State Governments and UT Administrations to ensure proper maintenance of toilets constructed under the Swachh Vidyalaya initiative to keep them functional and to also take steps to bring about behavioural changes among students and teachers through an intensive awareness campaign with a view to ensuring that the toilets are properly used and are kept neat and clean. Under Sarva Shiksha Abhiyan (SSA), School Maintenance Grant of 5,000/- per school (having upto 3 rooms) and 10,000/- per school (having more than 3 rooms), subject to the condition that the overall eligibility for the district would be 7,500/- per school, is being approved regularly through the Annual Work Plan and Budget of SSA of concerned State/UT. Further, under the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) an amount of 50,000 per school is provided as annual School Grant to the States, and a part of it can be utilised for maintenance of toilets. The Ministry of Human Resource Development in association with the Ministry of Panchayati Raj and Ministry of Drinking Water & Sanitation has taken up the matter with State Governments to involve Panchayats in regular cleaning of the school toilets and for the disposal of solid and liquid waste generated in schools. The Ministry of Panchayati Raj has advised the Panchayati Raj Departments of all States to include the provision for construction of toilets, filling up of gaps in provision of toilets, rehabilitation of existing toilets and drinking water system in schools and regular repair of toilets and drinking water systems in schools, in the Gram Panchayat Development Plans. ******
