Page 1791 The Washington County School Board met for a Regular School Board Meeting on Monday,, at 8:00 a.m. The meeting was held at the School Board Office, 812 Thompson Drive, Abingdon, Va. Present were: Dr. Alan Lee, Superintendent Ms. Elizabeth Lowe, Chair Ms. Kathi Roark, Vice Chair Mr. Buckey Boone Mr. Billy Brooks Dr. Ron Ely Mr. Tom Musick Mr. Dayton Owens Mr. Joseph Funk, Clerk 1. The meeting was called to order by Ms. Elizabeth Lowe, Board Chair. 2. Determination of quorum seven board members were present. 3. Ms. Connie Phillips led the Pledge of Allegiance. 4. Public Comment: Ms. Lowe called on those who had signed up to speak. There were no names listed. Those not signed up to speak were given an opportunity. Ms. Pat Johnson-Lewis came forward to announce that the Washington County Education Association (WCEA) was holding their 3 rd annual Whole Village Award ceremony on November 15, 2005 at 7:30 p.m. at the E.B. Stanley Middle School Library. Each building has been asked to submit a nomination for the award. Board members are invited to attend. 6. Upon motion by Mr. Brooks, seconded by Ms. Roark, by 7-0 vote, the bills were approved to be paid from the funds, by the checks and in the amounts indicated: General: Check Nos. 506768-507191 $752,337.78 507192-507226 44,357.87

Upon motion by Mr. Owens, seconded by Mr. Musick, by a 7-0 vote, the board approved the recognition of American Education Week, November 13-19, 2005. 8. Upon motion by Mr. Boone, seconded by Mr. Brooks, by a 7-0 vote, the board approved the low bid for new gym bleachers for one-half of the Abingdon High School gym from J. H. Pense Company in the amount of $37,840. (Original cost of the bleachers was $62,840 less $25,000 to compensate for damage done to current bleachers while working on gym floors.) 9. Upon motion by Dr. Ely, seconded by Mr. Boone, by a 7-0 vote, the agenda for the November 21, 2005, School Board Meeting was approved as amended to include: Add to Open Session: SunTrust Discussion 10. Superintendent Update: Dr. Lee stated that due to an increase of special needs students at Abingdon High School, the school is out of federal compliance. Another position is needed. This position will be advertised, and, hopefully, a candidate will be presented for Board Approval on November 21. The governor has announced that all state employees would receive a half of day on November 23, 2005 in addition to November 24 & 25, 2005, in observance of Thanksgiving. As has been previously done in the past, he would be announcing the same days for Washington County employees. There has been a proposal to construct a Lowe s truck stop near the Meadowview Elementary School site. Dr. Lee expressed his concern that a truck stop would mean an increased amount of people and traffic near Meadowview Elementary School. However, if construction is imminent, it would bring several advantages to Meadowview Elementary such as paving a road area for parent cars during student pickup at the school at no cost, a sewer line which the school could tap into in order to eliminate the use of the sewage treatment plant, and the possible addition of a school resource officer at Meadowview. Dr. Lee said that a public hearing about this proposal would be held soon, and he would advise the school board members of that date. 11. Board Update: Mr. Owens enjoyed visiting Meadowview Elementary School and reading to the Kindergarten class. Mr. Musick congratulated Gail Gilland, Damascus Middle School. She was awarded the Virginia Lottery Excellence in Education Award and was presented a plaque on the playing field during the Virginia Tech football game this past weekend. Ms. Lowe congratulated the girls and boys cross country teams and volleyball team for victories saying our athletes are excelling. 12. Upon motion by Mr. Musick, seconded by Mr. Boone, by 7-0 vote, closed session was declared, after a five-minute break, pursuant to 2.2-3711 of the Code of Virginia to discuss the following: Section 2.2-3711 A (1) Consider Employment of a Specific Individual: Guidance Secretary, High School Consider Nine (9) Specific Individuals for Substitute Teaching

Consider Resignation of Specific Individuals: Special Education Teacher, High School 8 th Grade Boys Basketball Coach, Middle School Page 1793 Consider Individuals with Non-Teaching Assignments to Receive Coaching Supplement Only and Subject to (1) VHSL Approval and (2) Within Number of Positions Approved for Coaching: Boys Basketball (3), High Schools Swim (2), High School Girls Basketball (2), High Schools Assistant Girls Basketball (1), High School Head Softball Coach (1), High School Wrestling (1), High School 13. Upon motion by Mr. Boone, seconded by Dr. Ely, by 7-0 vote, closed session ended, and the meeting returned to regular session. 14. Upon motion by Ms. Roark, seconded by Mr. Brooks, by 7-0 vote, closed session was certified pursuant to Section 2.2-3712 of the Code of Virginia. 15. Upon motion by Dr. Ely, seconded by Mr. Owens, by 7-0 vote, the following individual was approved for employment: Patty Mitchell, Guidance Secretary, Patrick Henry High School 16. Upon motion by Mr. Brooks, seconded by Mr. Musick, by 7-0 vote, the following individuals were approved for substitute teaching: Linda Gambrel Janice Gordon-Frazier Sandra Graves James Hall Samuel McCall Tiffany Mensch Megan Pratt Sarah Statzer Stacy Singleton 17. B. Stanley Middle School, Effective October 20, 2005 18.
