In exercise of powers conferred by the proviso to article 309 of Constitution and in supersession of National/Regional Bio-fertilisers Development Centres (Group C and Group D posts) Recruitment Rules, 1985, in so far as they relate to the post of Drivers and Central Fertilizer Control Laboratory, Faridabad (Group C posts) Recruitment Rules,1979, in so far as it relates to the posts of Driver, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment to the Group C posts of Staff Car Driver (Ordinary Grade), Staff Car Driver (Grade II), Staff Car Driver (Grade I) and Group B post of Staff Car Driver (Special Grade) in the National Centre of Organic Farming, Ghaziabad including its Regional Centres and Central Fertilizer Quality Control and Training Institute, Faridabad including its Regional Fertilizer Control Laboratories in the Department of Agriculture and Cooperation, Ministry of Agriculture, namely:- 1. Short title and commencement.-- (1) These rules may be called the Ministry of Agriculture, Department of Agriculture and Cooperation, National Centre of Organic Farming including its Regional Centres of Organic Farming and Central Fertilizer Quality Control and Training Institute including Regional Fertilizer Control Laboratories Staff Car Drivers (Group B and Group C posts), Recruitment Rules, 2015. (2) They shall come into force on date of their publication in the Official Gazette. 2. Application. These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification, pay band and grade pay or pay scale. The number of posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age limit, qualification, etc.- the method of recruitment, age limit, qualifications and other matters relating thereto shall be specified in columns (5) to (13) of the aforesaid Schedule. 5. Disqualification.- No person,- (a) who has entered into or contracted marriage with a person having spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts : Provided that Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Power to relax.- Where Central Government is of the opinion that it is necessary or expedient so to do, it may by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, in so far as it relates to the post of Staff Car Driver (Special Grade), relax any of provisions of these rules with respect to any class or category of persons. 7. Saving - Nothing in these rules shall affect reservation, relaxation of age limit, and other concessions required to be provided for candidates belonging to the Scheduled Castes, the Scheduled Tribes, the Other Backward classes, ex-servicemen and other special categories of persons in accordance with the orders issued by Central Government from time to time in this regard. Director, National Centre of Organic Deputation or absorption:- From amongst the regular Group- C employees in pay band-1, Rs.5200-20200 plus grade pay of Rs.1800/- in the National Centre of Organic Farming, Ghaziabad including its Regional Centres and Central Fertiliser Quality Control and Training Institute, Faridabad including its Regional Laboratories, who possess valid driving license for motor cars on the basis of a driving test to assess the competence to drive motor cars, failing which from officials holding the post of Dispatch Rider on regular basis or regular Group C employees in pay band 1, Rs. 5200-20200 plus grade pay of Rs. 1800/- in other Ministries of the Central Government, who fulfill the necessary qualifications as mentioned in column (7). Deputation or Re-employment for Armed Forces Personnel:- The Armed Forces Personnel due to Farming - Chairman; 2. Director, Central Fertiliser Quality Control and Training Institute Member; 3. Senior Administrative Officer, National Centre of Organic Farming Member; 4. Administrative Officer, Central Fertiliser Quality Control and Training Institute Member; 5. Deputy Secretary (Integrated Nutrient Management) or Under Secretary (Integrated Nutrient Management), Department of Agriculture and Cooperation - Member.
12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II SEC. 3(i)] retire or who are to be transferred to reserve within a period of one year and having the requisite experience and qualifications prescribed shall also be considered. Such persons would be given deputation terms upto the date on which they are due for release from the Armed Forces; thereafter they may be continued on re-employment. Note: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or Department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation or absorption shall be not exceeding fifty six years as on the closing date of receipt of applications. [F.
