1 UNIVERSITY GRANTS COMMISSION BAHADURSHAH ZAFER MARG NEW DELHI 110002 PROFORMA FOR INSPECTION REPORT TO DECLARE THE UNIVERSITY ELIGIBLE TO RECEIVE CENTRAL ASSITANCE UNDER SECTION 12-B OF UGC ACT- 1956. I. Back ground of the Institution : All the Higher educational Institutions in Nalgonda District were earlier (Before establishing this University) under the control of Osmania University, which had its jurisdiction spread over 6 districts of Telangana including Nalgonda. The Osmania University therefore became burdened with large number of affiliated colleges in its fold. The Government have been contemplating to establish Universities in all the districts of Andhra Pradesh as part of its vision to promote access, equity and inclusiveness in Higher Education. But the Osmania University which was already over burdened could hardly fulfill the vision to bring Higher education to the door steps of the people in its hinter lands. Therefore, the Government of AP has established Mahatma Gandhi University at Nalgonda under the state Act to provide the Higher educational

facility at the door steps of the People of region in general and to 2 ease the burden on the conventional Universities in particular. Further the aim of establishing this University is to achieve the gross enrolment rate of 15 to 20 percent as targeted in XI five year plan with a programme of extension of Higher educational facilities in the rural and backward regions of the state. In addition, the special socio economic characteristics of this region and also high demand for higher education in Nalgonda (as reflected in location of large No.of affiliated colleges here) has made the Government to shape strategic thrust on establishing this University in this region. Composition of Expert Committee: The Chairman of UGC has constituted the following Expert Committee to visit Mahatma Gandhi University (State University) Nalgonda, A.P to assess fulfillment of criteria by State University for granting 12(B) status. 1. The University was established under the State Act vide LA Bill No.4 of 2007. ii In the case of any other University, the establishment of the University is justified on one or more of the following grounds namely. (a) Inadequacy of the facility for higher education and research in the area in which the University is situated and the inability if the existing University or Universities of the state concerned to provide for such facilities either in its or their existing faculties or schools or by the establishment of post All the Higher Educational Institutions in Nalgonda district were earlier under the control of Osmania University. It was very difficult for that university to maintain the large number of colleges, since it was over burdened in taking care of colleges situated not only Nalgonda but also other five district of Telangana. Therefore, to reduce the burden on this conventional university and also to further augment to educational facilities in the district this (Mahatma Gandhi University) was established.

Yes, the establishment of this university removes the regional imbalances. iii Whether the law under which the University is established contain a provision for the establishment of a planning Board or a committee consisting of eminent educationists to indicate the lines on which the University shall develop. Yes, as per AP University Act 1991 section 28, Chapter 4 there is provision for Planning Board having representation of eminent Educationist & UGC representation. iv Whether the law under which the University is established due weight has been given to the recommendations made by. Yes

13 v vi (a) The Education commission (1964 66 constituted by are solution of the Government of India. (b) The Committee on the Governance of Universities appointed by the commission, and (c) The committee of panels appointed by the commission during the last ten years. Whether the University is not merely affiliating University but a multi faculty University having adequate facilities for teaching and research in a number of subjects. Whether the University has powers to provide instruction through correspondence courses and to declare a college department centre or campus as an autonomous college department centre or campus respectively. It is not only affiliating University but also it is residential multi faculty University with research facility having 10 Departments. It also has 189 affiliated colleges. (Annexure- 22) Yes,(At present one Degree College (i.e., Govt.N.G. College, Nalgonda) is made autonomous) vii Whether every teaching department centre, discipline in the University has a provision for a minimum staff of one Professor two Readers and an adequate number of Lectures Yes,

14 along with the necessary supporting staff. viii Whether adequate machinery for the health residence and welfare for the students has either been provided in or resources are being made available for the purpose to the University ix Whether the University has been provided with adequate facilities in respect of building equipment, books, library hostel and staff quarters, excluding college library institutions affiliated of admitted to its privileges whose aggregate value is not less than Rs. 2.00 Crores along with the developed land or the state Government is prepared to give an assurance to the commission that a minimum amount of Rs. 2.00 Crores shall be made available to the university during the initial period of five years for provision of the above mentioned facilities in addition to developed grant. Yes Yes, - The value of the land is 10.00 Crores - The value of the buildings and other facilities so far completed is Rs.33.00 Crores. - Besides the govt. is releasing Block Grant not less than Rs.5.00 Crores every year.
