PRITAM GOPINATH MUNDE (a) (b) (c) (d) (e) (f) (g) Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: whether child malnutrition is increasing but funding for India s Child Development Scheme remains low and if so, the response of the Government thereto; whether in India, 40 out of 1,000 infants do not reach their first birthdays and if so, the facts thereof; the budget allocation under the Integrated Child Development Services (ICDS) scheme along with the State/UT-wise funds allocated/released and utilised and number of beneficiaries thereunder during each of the last three years and the current year; whether the budget allocation under the said scheme has shown any increase or decrease during the said period, if so, the details thereof along with the reasons for decrease in budget allocation, if any; whether some States have seen deeper cuts than others in the scheme and if so, the details thereof; whether the scheme is presently able to cover only about 50 per cent of the population of children under the age of six; and if so, the reasons therefor and the steps taken by the Government to cover 100 per cent population of children under the age of six and the increase the budget allocation under the scheme? ANSWER MINISTER OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI MANEKA SANJAY GANDHI) (a): (b): (c) As per National Family Health Survey (NFHS) - 4 (2015-16), the overall child underweight has decreased to 35.7% in comparison to 42.5% in NFHS- 3 (2005-06). The latest National Family Health Surveys (NFHS) - 4 shows a decline in infant mortality rate (41 per 1000) as compared to NFHS-3 (57 per 1000). &(d): There is a slight increase in the allocation of funds to States/UTs for implementation of Supplementary Nutrition Programme under ICDS Scheme. The State/UT-wise details of funds released/utilized and number of beneficiaries during last three years and current year are at Annex-I&II.

(e): No, Madam. (f) & (g): The Supplementary Nutrition Programme under ICDS Scheme is a universal selfselecting scheme open to all children below six years of age who enrol for the services at Anganwadi Centres. The Government has sanctioned 14 lakhs AWCs across the country to cover entire population and 993.59 lakh beneficiaries have availed the service as on 31.12.2016. ******
