4 Introduction Scientific research has a major position in building and disseminating knowledge, which our university considered as a cornerstone in the development of the educational process and research, building the knowledge society, enriching various fields of science, and contributing in supplying community with creative and productive resources. Based on this vision, the Vice-Rectorate for Graduate Studies and Scientific Research is planning to create a motivational environment for its faculty members and postgraduates by introducing programs that support scientific research and provide incentives for scientific publication, through which the Vice-Rectorate hopes to contribute to the advancement of scientific research in the Kingdom of Saudi Arabia. The incentive programs of scientific research aim to develop the scientific research and improve its level, increase its output, maximize the returns, achieve excellence in the disciplines of the university on the global level and improve the Saudi Electronic University (SEU) at both national and international levels. Such benefits can come from encouraging the spirit of competition among researchers to improve their performance to the award-winning level. The Vice-Rectorate is pleased to provide this guide which demonstrates the procedures of applying for the scientific research incentives at the Saudi Electronic University (SEU). 4
5 Rector's Message All praise is due to Allah, the Almighty, and may the peace and blessing be upon the noblest of all the Prophets and Messengers, our Prophet Muhammad, and upon his family and his companions. Universities are minarets of scientific creativity, and resources of renewable intellectual and educational enlightenment. They are also the most important engines of societies. People s progress, and development, in the age of information is brought about through the educational and societal activities as well as the innovative scientific research universities provide. When universities are innovative and leading the way in best practice, they can have a more powerful and beneficial contribution towards societal prosperity, and the development and advancement of science and knowledge throughout the world. The Saudi Electronic University has adopted scientific research as a major goal, in order to support the progress of scientific research in the Kingdom. The university also provides a competitive environment to produce the most qualified researchers who will enrich the university with distinguished theoretical, and practical researches, and meet the needs of the various sectors in the Kingdom. The Saudi Electronic University has sought to provide support and resources for researchers and faculty members by initiating awards for research publications. In addition, it has launched the Bahith program to fund research projects and firmly establish the concept of scientific research, and achieve its desired objectives in serving the community. In addition, the university has provided a wealth of databases in the digital library for all researchers. It is my great pleasure and honor, to express my deep thanks and appreciation to the custodian of the two Holy Mosques King Salman bin Abdulaziz Al Saud, and also His Highness the Crown Prince and the Deputy Crown Prince, for both of their continuous interest in science and education. 6 Vice Rector's for Graduate Studies and Scientific Research Message All praise to Allah, and peace and blessings be upon the Messenger of Allah, upon his family, his companions and upon all those who follow him. The Vice-Rectorate for Graduate Studies and Scientific Research desires to make the Saudi Electronic University a leading innovative center to achieve development, instill the concept of scientific research and enhance its values. Due to its central role, and in order to encourage scientific research, the Vice- Rectorate has launched the Scientific Research Incentives Program" which aims to raise the spirits and directs all creative forces to institutional research work. These scientific research incentives aim to provide a creative supporting environment for both faculty members, and students to encourage them to produce scientific research in order to upgrade the level of research work performed at Saudi Electronic University. These scientific research incentives include a number of awards for researchers to support scientific publication in several fields, such as: The Faculty Award for Scientific Publication, The Scientific Publication Joint Award, The Postgraduate Award for Scientific Publication, and also the "Bahith" program for research grants. We pray that Allah helps us succeed in achieving the desired goals of these programs, which in turn will help the university hold an academic leading position nationally and internationally. We are confident that our cadre, colleagues, and students will ensure the upgrading the level and profile of the university in the scientific research field. Finally, these initiatives could not be launched, and subsequent goals achieved, without the help of Allah, and then without the invaluable support of the University Rector, Prof. Abdullah Al- Mousa and his well-known desire for and commitment to such valuable research work. 9 Faculty Award for Scientific Publication. The university grants this award to faculty members who published work that enriches scientific knowledge and serves the society distinguished national and international publishing journals. Vision: Rich scientific publication and distinguished dissemination Mission: Providing scientific production in different aspects of human knowledge and publishing it in distinguished journals in order to upgrade the scientific production outcomes of faculty members in humanitarian knowledge aspects, and to achieve the aspirations and objectives of the community. Objectives: 1. Rooting scientific research for faculty members. 2. Supporting researchers financially and morally. 3. Honoring creative faculty members. 4. Improving scientific research levels. 5. Encouraging distinguished scientific publication, in national and international journals. Candidates: Faculty members and researchers at the Saudi Electronic University. Financial Reward: This reward is granted to the research papers published according to the following categories: Category Amount (SAR) Award Requirements A. B. C. 15,000 Fifteen thousand riyals 12,000 Twelve thousand riyals 10,000 Ten thousand riyals with a quartile rank of (Q1). with a quartile rank of (Q2). with a quartile rank of (Q3). 9
10 D. E. 8,000 Eight thousand riyals 7,500 Seven thousand and five hundred Riyals with a quartile rank of (Q4). The paper published in an accredited national journal. Scientific Publication Joint Award This financial and moral award is granted for researchers from the faculty and graduate students who may form a research team and prepare joint research papers. It aims to establish a distinguished research environment and encourage researchers efforts in publishing their work in distinctive national and international publishing journals. Vision: Establishing distinguished research partnerships between faculty members and graduate students. Mission: To achieve excellence in research work by setting up research groups that aim at possessing a worldwide leading role in establishing the knowledge society. Objectives: 1. Encouraging joint researches between faculty members and graduate students. 2. Rooting the concept of supporting research work among all fields of study. 3. Improving joint scientific research between faculty members and graduate students. 4. Supporting joint scientific research by creating an interactive atmosphere among researchers. 5. Keeping-up with developments and exploring the future of scientific research. Candidates: The faculty members, researchers and graduate students at SEU. 10
11 Financial Rewards: This award is granted to faculty members and students who worked together on a published scientific research. The reward will be equally divided among the researchers as follows: Category Amount (SAR) Award Requirements A. B. C. D. The paper published in an accredited national journal. Postgraduate Award for Scientific Publication It is a financial and moral award granted for graduate students who publish scientific research papers in scientific journals. It aims to recognize distinguished students whose research work may allow the university to hold a recognized scientific presence nationally and internationally. Vision Advancement of scientific research and innovation among graduate students. Mission Encouraging students to develop their skills and abilities by providing the financial and moral support for them. Objectives 11
12 1. Rooting the concept of scientific research among graduate students. 2. Encouraging graduate students to implement scientific research work. 3. Honoring the outstanding graduate student who does research papers. 4. Developing research skills of graduate students. Candidates SEU students. Financial Rewards: This reward is granted for the student. If there is more than one student participating in the research, the reward will be divided among them. The paper published in an accredited national journal Procedures and Application Forms Requirements: 1. Sending an to (DSR@seu.edu.sa) with the following attributes: a. Subject: DSR-AWARDS b. Applicant name and employee number. 12
13 c. Department/branch. d. Title of published paper, Journal s name and date. 2. Attaching the CV and a list of published research papers. 3. Attaching a copy of ID card. 4. Attaching a soft copy (PDF) of the published research paper. Terms of Scientific Research Publication Awards 1. The applicant must be a faculty member or graduate students at the SEU. 2. The publication date should not exceed two years. 3. The researcher s affiliation must be to the SEU. 4. Publication must be in internationally-classified accredited journals (ISI) or nationalaccredited ones by the Saudi universities. 5. To apply for the award, a candidate needs to send an to DSR@seu.edu.sa with the above mentioned requirements. 6. The research work must not have been submitted and rewarded by a body inside or outside the university. 13
14 "Bahith" Program for Supporting Scientific Research 14
15 The Vice-Rectorate for Graduate Studies and Scientific Research introduces the Bahith program to encourage faculty members at the SEU to engage in scientific research and utilize their research abilities. The Vice-Rectorate is also keen to provide them with continuous support and access channels. Vision Primary research channel for faculty members at SEU. Mission Supporting faculty members in conducting their distinguished research work. Objectives 1. Providing a stimulating research environment for faculty members. 2. Transmitting the spirit of competition among faculty members for the research excellence. 3. Helping faculty members get their research requirements. 4. Encouraging researchers to publish in recognized journals. 5. Enforcement of the SEU role in scientific research. Requirements: 1. Filling the required application forms provided by the Deanship of Scientific Research. 2. Attaching CV, and a list of all published research papers. 3. A copy of the ID card. Terms: 1. The applicant should be a faculty member at the University. 2. The principal researcher should be an assistant professor or higher. 3. The principal researcher has to be committed to complete the project within 18 months with the possibility of an extension request only once and for a period of six months, on the basis of a report showing the reasons behind the request. 4. The maximum budget for the project is fifty thousand Saudi Riyals. 5. The research proposal is subject to jury judgment and approval. 6. The research proposal should be submitted during deadline announced each year. 15
16 7. The research proposal sent to (Please contact the Deanship of scientific research to provide you with the correct application form). 8. The principal researcher must acknowledge not submitting the proposal to other granting bodies. 9. The research must be published or accepted for publication in an internationally (ISI listed) or nationally-accredited journals to get the second payment of financial support. 10. The researcher must refer to his affiliation to the SEU in his research paper. Application and Implementation procedures: The implementation procedures of the project can be summarized as follows: 1. The principal researcher submits the research according to the required forms. 2. The proposal will be reviewed by Supervisory Committee in the Vice-Rectorate to insure that it meets the basic elements of scientific research. 3. Sending the proposal to the jury for review. 4. After jury s approval, a scientific research contract will be signed between the Vice- Rectorate and the principal researcher. 5. The Supervisory Committee follows-up the search through technical and financial reports according to the approved forms. 6. The Principal researcher can request one extension period with a maximum of six months, providing a report explaining reasons for extension. 7. The research project is finalized by submitting the final financial report of the research and the published research paper or the publication approval letter or informing the committee of inability of publication. 8. If the principal researcher does not publish his research paper, s/he must submit a final technical report of the research along with the financial report or reporting inability to complete the research and return the first payment of the project. 9. The Principal researcher will not be accepted in the program again if he does not publish his/her research paper and the publication reward will be withdrawn. 10. The researcher can apply as a Principal or participant researcher during each session. 16
17 Financial Support: The budget of the project is as follows: 60% first payment after signing the contract. 40 % second payment publication or after receiving the publication approval letter. 19 4) Contacting researchers to inform them of the committee and reviewers recommendations and ask them to carry out the required amendments on their proposals. 5) Recommendation to accept or reject proposals. 6) Continuous communication with researchers via various networks. 7) Receiving technical and financial reports, reviewing them and ensure they are complete and meet the basic requirements. 19
