Re. : Appeal to look after the probable &/or Intentional Information suppression attempts by Baruipur SPOS &/or SSPOS with the silent support of Central Information Commissioner Mr. Basant Seth not taking any action regarding my mail dated , & and Registered Post EW IN in the probable Postal documents/m.o./e.m.o. vanishing attempts in a specific addressee for 10 times, Howrah may disobeying your Order(File No. CIC/BS/A/2015/000441/10031 dt ) regarding my RTI Application dated (having UCR Rpt No. A-7380). Dear Sir, Myself, Asish Chowdhury, Resident of 42/1/1, Lakshmi Narayan Chakraborty Lane, Kadamtala, Howrah , have appeared & faced the VC on 22 nd March, 2016 at NIC Studio, Howrah-1 regarding the CIC Notice of Hearing dated against 2 nd Appeal on RTI Application dated For Your Information, In my RTI Appeal dated under Section 3, I had asked for the following Information a. A Complain is lodged by me... order passed from Highly Hon ble President of India i.e. PRSEC/E/2014/ Please provide me the details of action taken...through the Investigation of...vanishing case...mrs. Swatilekha Chowdhury, Sonarpur b. If there is any convicted person found in this investigation...please inform me the details of the convicted persons...with his or her job profile, name & residential address. c. The complain is lodged by me...why the remining 04 no. postal transaction details or acknowledgement not provided or investigate by postal department... And, I got the Information as follows - a. & b. Inquiry report could not be supplied under Rule 8(J) of RTI Act, c. Does not comes under RTI Act, 2005 vide office Memorundum no. 1/7/2009 IR issued by Mins of Personnel Public Grievance and Pension dtd As per the VC & through CIC Commissioner s valuable response, CIC Commissioner Mr. B. Seth have pleased to pass an order on , and directed to Baruipur SPOS to release/provide me the information of the Investigation Report as per the prayer on Para-a & Para-b of the RTI Appeal. SPOS, Baruipur issued a letter to me, Memo No. CPT/RTI/ Report/607/Asish Chowdhury/14 dated at Baruipur the / and send me only hand-written current dated letter of IOP(PG), Baruipur addressed to SSPOS, Howrah(without Annexure 2 & 3 of the Letter) stating that the 06 no. Money Oder/E.M.O. Acknowledgement Card are well delivered to me & no records found for the balance Registered Post/Money Order documents as the preservation period is over by 04 year through Memo No. IP(PG)/Corr/Misc/D4/16 dated ar Baruipur, nee , where the Preservation period of 04 years as said by IOP(PG), Baruipur may not true as per the RTI Act. And, He also informed in Para-2(Information furnished) that RTI cases may registered at SSPOS, Howrah, but In the Hand-written letter addressed to SSPOS, Howrah, there are no traces to asking the Inquiry Report/Information related to my asked Information whereas he stated well delivered to the Remitter to SSPOS, Howrah surprisingly not having any records at his end.

2 The Letter is issued to me by SPOS, Baruipur by RL- RW IN on & delivered In case, if the 4 year Preservation period is truth, then I have complained for every Acknowledgement Card of Registered Post & Money Order for the 04 no. Postal documents (M.O.: A-8076 dtd ; RL - A-9805 dtd , A-9806 dated & A-1175 dtd ). If the complain is worked out, then the documents should be available at this stage from that areas. The details are : 1. M.O. A-8076( ) Complained to SSPOS, Howrah on (Less than 03 Year). 2. RLAD A-9806( ) Complained to SSPOS, Howrah on (Less than 01 Year). 3. RLAD A-9805( ) Complained to SSPOS, Howrah on (Less than 01 Year). 4. RLAD A-1175( ) Complained to SSPOS, Howrah on (Approx. 06 Month). Whereas, the registered Complain against the Vanishing attempts of M.O./E.M.O. &/or It AD are : 1. M.O. A-3825( ) File No , SSPOS, Howrah(Less than 03 Month). 2. M.O. A-3826( ) - File No , SSPOS, Howrah(Less than 03 Month). 3. M.O. A-3685( ) - File No , SSPOS, Howrah(Less than 01 Month). 4. M.O. A-3686( ) - File No , SSPOS, Howrah(Less than 01 Month). But, SPOS, Baruipur have not provide any documents related to the Inquiry Report against those Postal documents vanishing attempts in case of a specific addressee for 10 times which Information is asked to provide through the RTI Application whereas CIC have clearly ordered him to provide me those information within 07 days of Receipt the Order. Highly Hon ble Sir, As our knowledge, any Investigation Report of earlier days i.e. against PRSEC/E/2014/05885 dated should not be the dated letter by IP(PG)/Corr/Misc/D4/16 dated at Baruipur, nee addressed to SSPOS, Howrah. And, that should be available in a file as the Order passed by You(PRSEC/E/2014/05885). Not only that, Another Your highly respected Order(PRSEC/E/2014/05884) is till now in process and under the Chief Secretary, Govt. Of West Bengal where the Inspection probably over by last year & till under process for closure. Sir, I am not satisfied with this kind of Document suppressed Information in spite of CIC s clear order to release the Inquiry Report against the Information asked on the RTI Appeal (UCR Rpt A-7380), and that after the CIC Commissioner Mr. Basant Seth s Silent mode after my prayer in aforesaid areas by several mails dated , & and Registered Post EW IN. For your Informaton, This Addressee is having the Judicial Magistrate Brother, Retired Asst. Director (Finance), New Secretariat-Kolkata father. And, She also have an Natives Mr. Rabindra Nath Biswas who works in Local area Postal Departments (received from reliable sources). For your Information, during the Correspondence of this RTI appeal, SPOS, Baruipur send an Registered Post to me(rw IN) by Memo No. CPT/RTI/Report/607/Asish Chowdhury/14 dated at Baruipur the with the Subject Matter Seeking Information under RTI Act, 2005 Case of Shri Rabindra Nath Biswas informing me that Necessary Informaton will be communicate shortly. Is it to safegruard Mr. Rabindra Nath Biswas for this probable Scandal of Postal Document vanishing attempts &/or Money Order/E.M.O. Amount vanishing attempts &/or Money Order/E.M.O. s Acknowledgement Slips vanishing attempts &/or to safeguard the background influencer of Legal & Administrative long hands, if any &/or the addressee for making the fraud? Sir, Praying here to look after the aforesaid matter and to provide me the documented proper information through passing an Order to the concerned areas. Sir, please also take the necessary steps

3 against the repeated &/or probable attempts of documents suppression against the probable attempts of Postal documents vanishing case(total 10 events) in case of a Specific Addressee s receiving Acknowledgement delivery towards to Remitter i.e. me. Waiting for your valuable judgements & to provide me the proper justice as per the most possible clauses as per the RTI Act of India in favour of me.
