2 Cumulative Report - Executive Summary The large percentages of high need students in the Closing the Achievement Gap Professional Development Demonstration Schools are a challenge to improving student learning and achievement. Closing the Achievement Gap (CAG) Liaisons are provided to work in the Professional Development Demonstration Schools to help overcome this challenge. The CAG Liaisons use a set of research based standards to accomplish their work. Data is being collected to measure improvement in quality school practices, student achievement and learning, and the reduction in the achievement gap between all students and each of the three high needs subgroups of students. There are measurable gains in quality school practices, an example is growth in amount and quality of time available for teacher leadership teams to collaborate. There are measurable gains in the percent of students proficient in learning the West Virginia Curriculum Standards and Objectives (WVCSOs) for reading and math in every subgroup. There is a reduction in the gap of percent of students proficient, for both reading and math, between the all student group and each of the high needs subgroups. 1
3 Cumulative Report - Progress Report Closing the Achievement Gap Professional Development Demonstration Schools The Closing the Achievement Gap Professional Development Demonstration Schools (CAG Schools) were instituted with the passage of HB 4669 in March of. The purpose of the CAG schools program is to improve the academic achievement of all children. The schools selected for the program were to have high percentages of poor, minority and underachieving students. The chart on the bottom of this page shows the percentages of black, needy, and special education children as an aggregate in the CAG schools. Significant percentages of each group exist in the schools. These traditionally underperforming groups present a challenge which the program is overcoming. In order to meet this challenge the program provides a Closing the Achievement Gap Liaison that works in three schools in each county. Page two shows the standards under which the Liaisons operate as they serve schools. Under each standard are broad areas of assistance that the Liaisons provide to their assigned schools. An example of this assistance is in the area of helping schools understand the need to schedule time for collaborative team meetings. The chart on page 3 indicates the improvement from to in the time available for collaboration in the CAG schools. The work the Liaisons do in CAG schools has led to gains in the percentage of all students and black, special education and needy students proficient in reading and math. The bar graphs on pages 4 through 7 indicate these gains. The most important data presented here indicates that the gap is being closed between the performance of black, special education and needy students as compared to all students in both reading and math. Each of the three subgroups has a smaller gap in performance in both reading and math than when the program started in. The closing of the gap is represented by line graphs on pages 8 through 10. The spreadsheets on pages 11 through 14 show the performance for each CAG school.
