3 The Kennett Consolidated School District has assessed the educational and staff development needs of our school district, our professional staff, the students we serve and the community we serve. This assessment was conducted through utilization of the following resources: School District: The vision, mission and goals established in the strategic planning process School profile information Special education compliance reviews conducted by the Pennsylvania Department of Education Bureau of Special Education, Basic Education Circular Requirements, PDE Policy Letters, Department of Education Policy Letters Federal programs monitoring reports Professional Staff: Induction plan-surveys from new teachers, mentors, and administrators Staff evaluations of previous staff development programs Staff evaluations of contracted professional development hour on Mondays Professional staff action plans developed annually as part of the Collaborative Assessment Plan and monitored by building administrators Staff survey of professional development needs Students: PSSA results from 2000 to present Progress of our students on Title I performance tasks Graduate survey on employment, advanced schooling and training for class of 1999 to present Dropout statistics from 1999 to present Safe and Drug Free Schools Surveys ESL program review DIBELS 4 Sight Benchmark assessments 3-8 District assessments GRADE and G-MADE assessments SELP scores SABE scores PSAT grades 9-11 (beginning in 2007) SAT and Advanced Placement scores Survey of high school graduation project mentors Community: Migrant Education program reports After The Bell program surveys The Professional Committee resulted in an identification of the following five major categories of professional education needs: Effective Teaching Strategies Instructional Technology Standards-based Curricula
4 English Language Learners (ELLs) Positive Student Behavior and Social Skills From these needs, the Professional Committee then identified the professional education goals and strategies outlined in the Action Plans. The professional development designed by the committee to meet these goals will prepare the professional staff to successfully implement the components of the district s strategic plan and to assist our students in achieving the PA Academic Standards. The Kennett Consolidated School District will provide targeted staff development to meet goals and implement strategies. A sixth area to be focused on will be providing time during and outside the academic year for professional development. In addition, individuals and small groups will draw on the professional development offerings of PDE-approved providers and will receive district financial support and district approval for participation as governed by the bargaining unit contract and IU policies. The nursing staff at KCSD conducts training sessions on an annual basis, including CPR, the frequency of which exceeds the requirements set forth in Act 48 guidelines from PDE. Professional Education Action Plan Goal: Operational : Provide a high quality educational environment that ensures the safety, health, and welfare of all individuals in a cost-effective manner. Strategy: 6. Staff /Education : Develop educational training programs for students and faculty so that in the event of an emergency they will be prepared to respond in accordance with the District s policies, procedures, and protocol. a. Professional Assistant Superintendent Develop and schedule staff development programs specifically aimed at enhancing the faculty s knowledge of the District s Emergency Operational Plan. Teaching Strategies : Develop and implement effective teaching strategies. a. Research Models Identify effective teaching strategies by researching models of teaching practices, e.g. differentiated instruction. Evaluation: Inventory of best strategies.

Best Practices Implementation Implement best practices. Provide an implementation timeline. Provide necessary resources. Evaluation: Collaborative reflection. Strategy: 2. Technology Integration : Integrate technology to enhance instruction and learning in the 21st Century classroom. a. Technology Trainers Identify, develop, and utilize technology trainers. Design professional development opportunities based on needs and levels. Evaluation: Needs assessment results; participant feedback. Professional Committee Strategy: 4. English Language Learners : Implement a staff development program to enhance instruction and assessment strategies that are responsive to the unique requirements of English Language Learners (ELLs). a. Cultural Awareness Assistant Superintendent Heighten cultural awareness among staff. Assess level of understanding and provide professional development opportunities based on needs. Utilize community resources for support. Evaluation: Analysis of needs assessment; index of opportunities; community participation. b. Best Practices Identify, develop and utilize best practices to improve acquisition of content knowledge. Research best practices and identify appropriate academic vocabulary. Provide professional opportunities based on best practices. Evaluation: Inventory of best practices; list of academic vocabulary; teacher feedback; implementation; evidence of student achievement.
8 c. Using Assessment Data Train staff to utilize assessment data to facilitate appropriate instructional design. Provide opportunities for peer collaboration. Provide support resources and provide environment for implementation. Train staff to evaluate effectiveness of intervention. Evaluation: Progress monitoring and refinement as needed. Strategy: 5. Positive Student Behavior : Provide professional development in current strategies to promote positive student behavior and social skills. a. Identify Methods Identify strategies for developing positive student behaviors, including both the identification of expected positive behaviors as well as inappropriate student behaviors. Training on PSB Strategies Provide training in strategies to develop positive student behavior (PSB); professional development opportunities should be based on needs. 9 Strategy: 6. Time : Provide time during and outside the academic year for professional development. a. Review Scheduling Review current scheduling of professional development opportunities, including listing grade-level, building, and district-wide opportunities. Evaluation: Matrix of schedules. Professional Committee b. Investigate Methods Investigate ways to maximize scheduling opportunities, including brainstorming possible additions and deletions as well as researching existing models. Evaluation: Ranking of options. Professional Committee c. Maintain and Create Opportunities Maintain optimum existing scheduling opportunities and create additional scheduling opportunities. Assistant Superintendent Annual Review Process The continuing Professional Committee previously described in this document will continue to meet throughout the three-year period covered by this plan. The Professional Committee will monitor 1) the continuing professional development plan, 2) the determination of emerging needs, 3) the selection and scheduling of learning activities and providers, and 4) an on-going evaluation of continuing professional development activities, for the purpose of updating the plan. The committee will review evaluations of continuing professional development activities and conduct yearly needs assessments for annual updates of the plan.
