2 WHAT IS CMDRR? Bringing together of people within the same community to enable them to collectively address a common disaster risk and collectively pursue disaster risk reduction measures. Process of mobilizing a group of people in a systematic way towards achieving a common disaster risk reduction objective which takes place in a geographically defined living area (or) in sector groups not necessarily living in same location (IIRR and Cordaid, 2007)

3 EVOLUTION OF CMDRR Partnership between IIRR and Cordaid Poverty reduction at the heart of capacity development programme of both organizations Recognition that disasters challenge attainment of MDGs Learnt that poorly managed relief undermines local coping capacities Realized gap in hands on approach to guide linking of development and relief in the continent Key lessons from different actors in the greater horn consolidated into: A Toolkit for Drought Cycle Management in 2004

4 EVOLUTION OF CMDRR application of DCM approach in drought prone areas of Ethiopia, Kenya & Uganda by local partners 2005 global DRR framework i.e. Hyogo Framework for Action Need to evolve comprehensive approach to contribute to objectives of Hyogo Framework for Action Deliberate efforts put into developing an approach to build resilience from the base i.e. community level Experience from Africa, Asia and Latin America formed basis for developing CMDRR 2007 publication of global training of trainers manual 2007 todate application of CMDRR in pilot communities in Ethiopia, Kenya and Uganda 2010; most ECHO partners consider adopting CMDRR

5 CMDRR PROCESS Inputs : PRA Tools, facilitators, community members knowledge & skills, time Participatory Disaster Risk Assessment Hazard, vulnerability and capacity assessment Risk analysis Conclusion on risk levels Relocate elements at risk if risk is unacceptable If risk level is acceptable Identify risk reduction measures Processing Monitoring Evaluation & Learning Community Development plan Contingency Hazard mitigation/prevention plan Strengthening systems/organ. Livelihood enhancement Capacity building Community Risk Reduction Plan Outputs Community organization responsible for implementation of DRR plan

6 Core principles People are the primary agent of change Community process respects the primary role of the people The process of risk reduction is a means but not a solution Start simple and build on small successes Transformation through people s collective strength Organizational structures should encourage and contribute to people s participation and control Maximize the power of numbers and unity

7 Basic Minimums in Making CMDRR Operational 4 Interrelated and sequential processes for operationalizing CMDRR: 1. Participatory Community Disaster Risk Assessment 2. Disaster Risk Reduction Measures ( Development and contingency plans) 3. Organization of DRR group ( community organization) 4. Participatory Monitoring Evaluation and learning ( PPMEL)
