The district will ensure the opportunity for all students to become responsible learners, critical thinkers, and problem solvers as productive members of a democratic society. Our Vision Statement--To continually prepare students and staff for technological advancements. To maintain a positive, cohesive school community which encompasses the board, administration, staff members, students, parents or guardians, and all school volunteers. To establish and sustain a collaborative relationship with the community. To unify instruction within the Niles City Schools through the continuous development and use of curriculum guides in the best educational environment. This is a public meeting of the Niles City Board of Education for the purpose of conducting the school district s business. This is not to be considered a community meeting. Public Comments According to the Niles City School District Board Policy (0169.1), the Niles City Board of Education recognizes the value to school governance of public comment on educational issues and the importance of allowing members of the public to express themselves on school matters of community interest. The presiding officer shall be guided by the following rules: a. Public participation shall be permitted as indicated on the order of business, before the Board takes official action on any issue of substance, and/or at the discretion of the presiding officer. b. Anyone having a legitimate interest in the actions of the Board may participate during the public portion of a meeting. c. Attendees must register their intention to participate in the public portion of the meeting upon their arrival at the meeting. d. Participants must be recognized by the presiding officer and will be requested to preface their comments by an announcement of their name, address, and group affiliation, if and when appropriate. e. Each statement made by a participant shall be limited to three (3) minutes duration, unless extended by the presiding officer. Public participation shall be limited to fifteen (15) minutes total per board meeting. f. No participant may speak more than once on the same topic unless all others who wish to speak on that topic have been heard. g. All statements shall be directed to the presiding officer; no person may address or question Board members individually. 12. Treasurer s Report a. It is recommended to the Board of Education that it accept and/or approve the following: 1. Financial Reports for October, 2018 (previously distributed): Ohio Cash Position Report Revenue Status Report Expenditure Status Report Check Register Including System Voids Page 2 of 6

Donations From the Eastwood Mall, Dollars for Districts campaign, $2, Richard Barresi, aka Bargains By Rick, donated office supplies valued at approximately $ Appropriation/Budget Adjustments (previously distributed): Transfer Striving Reader's fund fy19 to Striving Reader's fund fy18 in the amount of $32, Transfer Early Literacy, Fund 516, to Title II-A, Fund 590, in the amount of $ Transfer General Fund, 001, to Early Literacy Fund, 516, in the amount of $4, Superintendent s Personnel Recommendations A. Employment of Personnel/Salary Adjustments Certified 1. Approve Kathy DiCristofaro s request for November 5 & 6, 2018 as days off without pay from her position as a Title I Teacher at Niles Intermediate School. 2. Approve Kayla Adair s request for October 26, 2018, as a day off without pay from her position as the Academic/Behavior Interventionist at Niles McKinley High School. 3. Approve the revised TCESC Substitute Teacher List for the remainder of the school year, as previously distributed. Classified 4. Approve the transfer of Lisa Nicolaou from Assistant Custodian at Niles McKinley High School to Warehouse/General Maintenance at the Administration Building, effective October 15, Approve the transfer of Bonita Klingman from Assistant Custodian at Niles Middle School to Assistant Custodian at McKinley High School, effective November 7, Employ the following individuals as Classified Substitutes on an "as needed" basis for the remainder of the school year: Toni Haydu, Substitute Educational Assistant Randi Volk, Substitute Educational Assistant Page 3 of 6

4 RESOLUTION TO EMPLOY A NON-LICENSED INDIVIDUAL FOR COACHING OR DIRECTING PUPIL-ACTIVITY PROGRAM WHEREAS, the Niles City Board of Education has posted supplemental positions as being available to employees of the district who hold educator licenses, and no such employee meeting all of the Board s qualifications has applied for, been offered, and accepted such positions, and WHEREAS, the Niles City Board of Education then advertised these positions as being available to licensed individuals not employed by this District, and no such person meeting all of the Board s qualifications has applied for, been offered, and accepted such positions, THEREFORE BE IT RESOLVED, that the following non-licensed individual(s) be employed as indicated: Supplemental 7. Approve the appointment of the following individuals in their respective activity and/or athletic supplemental positions, for the school year, and grant each a One-Year Personal Service Contract, as per the NEA Master Contract: POSITION % NAME Softball--Head Girls 15 Michael Cappuzzello Basketball 8 th Grade Girls 4 (split) Kevin Money Basketball 8 th Grade Boys 8 Christopher Parry 14. Approve the Memorandum of Understanding between Homes For Kids and the Niles City School District for the purposes of establishing behavioral health supports for students within the Niles City School District, as previously distributed. b. Approve the appointment of Michelle Gray to the McKinley Memorial Library Board of Trustees for the term beginning December 31, 2018 through December 31, c. Accept and place on file bids received for snow removal services on an as needed basis for the school year. It is further recommended that the bid be awarded to Summit Supply Company, as previously distributed. d. Approve the following resolution: RESOLUTION FOR IMPRACTICALITY WHEREAS, the students identified below have been determined to be residents of the Niles City School District, and eligible for transportation services; and WHEREAS, after a careful evaluation of all available options, it has been determined that it is impractical to provide transportation for these students to their selected school(s); and WHEREAS, the following factors as identified in Revised Code have been considered: 1. The time and distance required to provide the transportation 2. The number of pupils to be transported Page 5 of 6

6 3. The cost of providing transportation in terms of equipment, maintenance, personnel, and administration 4. Whether similar or equivalent service is provided to other pupils eligible for transportation 5. Whether and to what extent the additional service unavoidably disrupts current transportation schedules 6. Whether other reimbursable types of transportation are available; and WHEREAS, the option of offering payment in lieu of transportation is provided in Revised Code; THEREFORE BE IT RESOLVED, that the Niles City School District Board of Education hereby approves this declaration of impracticality to transport for the identified students, and offering them payment in lieu of transportation for the school year.
