3 ABOUT THE EDUCATION AND TRAINING FOUNDATION Sector-owned, sector-led, we lead quality improvement in further education and training. We work across all post-16 education and training settings. We achieve change through high quality professional development for teachers, trainers, assessors, leaders and governors. Not-for-profit and backed by Government, much of our offer is free or subsidised. EDUCATION & TRAINING FOUNDATION 3

4 TVET AND APPRENTICESHIPS IT S ABOUT WORK What we have consistently found is that the best provision is collaborative in nature, what we are calling the two-way street between providers and employers, and has a clear line of sight to work. It is about relationships not structures, joint responsibility not just vertical accountability EDUCATION & TRAINING FOUNDATION 4

5 FOUR CHARACTERISTICS OF EXCELLENT PROGRAMMES OF ADULT VOCATIONAL TEACHING AND LEARNING DEPEND: A clear line of sight to work on all vocational programmes; Dual Professional teachers and trainers who combine occupational and pedagogical expertise, and are trusted and given the time to develop partnerships and curricula with employers; Access to industry-standard facilities and resources reflecting the ways in which technology is transforming work; Clear escalators to higher level vocational learning, developing and combining deep knowledge and skills. 6 THE APPRENTICESHIP REFORMS The Government outlined in their 2020 vision report their ambition for 3 million apprenticeship starts by May The key measures of the reforms were to: Put employers in the driving seat Increase the quality of apprenticeships Simplify the system Give employers purchasing power EDUCATION & TRAINING FOUNDATION 9

7 SUMMARY OF CHANGES Frameworks to Standards: Transition from existing generic apprenticeship frameworks to new employer-led apprenticeship standards Delivery: Significant change in the actual make-up of the apprenticeships. Moving to a model of independent third party End Point Assessment (EPA) Funding: The way that apprenticeships are funded has changed the Apprenticeship Levy and a new Co-Investment Model for non-levy paying employers Governance: Implementation of a new IfA: Institute for Apprenticeships.
