1 Innovative Delivery of Career Technical Education Programs Application: Overview Minnesota 2017 Session Law, Chapter 5, Section 35 [124D.4535]. Minnesota school districts may jointly apply through October 30, 2017, to the Minnesota Department of Education (MDE) to launch an Innovative Delivery of Career Technical Education (CTE) Programs in order to improve student career and college readiness and school outcomes. Innovation and collaboration are key to Minnesota school districts ability to meet the challenges of today's students educational needs. This Innovative Delivery of CTE program allows groups of school districts to leverage resources by working in partnership with local and regional postsecondary institutions and programs, community institutions, and other private, public, for-profit, and nonprofit workplace partners. The work Minnesota school districts do through Innovative Delivery of CTE Programs may yield promising practices they wish to continue or expand and that may be replicated elsewhere around the state. Selected Innovative Delivery of CTE Programs do not receive any additional funding. MDE will notify districts whether or not they are selected no later than November 22, Selected program proposals may begin immediately or on November 22, 2017 and continue through June 30, 2019, with biennial reports submitted to the Legislature, Education committees and the Commissioner of Education due by February 1 in each oddnumbered year. Report elements will include performance assessment, high school graduation, and career and technical certification data to show the success of the partnership in preparing diverse populations of students for careers and jobs. Projects must include two or more school districts that form a partnership after collaborating with school staff and project partners, and receiving formal school board approval. The purpose of these Innovative Delivery of CTE Programs is to implement challenging, collaborative career and college readiness programs and to share district resources. The project must do the following: Provide innovative, challenging CTE education programs and activities that integrate core academic and career and technical subjects in students programs of study through coordinated secondary and postsecondary career and technical programs leading to an industry certification or other credential Provide embedded professional development for program participants Use performance assessments in authentic settings to measure students technical skills and progress toward attaining an industry certification or other credential Efficiently share district, institution, and workplace resources Please note that the Commissioner of Education has no authority to waive federal or state statutes through this initiative. If an allowed variance to any state education administrative rule is sought, the application must explain why this is critical to implementation.
