2 Government of Madhaya Pradesh Panchayat and Rural Development Department (Zila Panchayat, Umaria) Invites Request for proposal (RFP) From Registered Coaching Institutes for Providing Non Residential Coaching for Engineering Entrance Examinations (JEE and other Engineering entrance examinations) for the students of Umaria District To cultivate interest among mostly tribal and Below poverty line students of Umaria district and to make them capable enough to face the career competitive exams; Zila Panchayat,Umaria, Madhya Pradesh invites RFP from Registered Coaching Institutes and societies/trusts/ Companies firms registered and managing coaching institutes of repute for Providing Non Residential Coaching facility at District level for various competitive Engineering entrance examinations of centre and state government to selected students from Umaria. Preference will be given to such Coaching Institutes, which have their coaching centers at national or state level and with an Experience of at least three Years. Scope of Work Scope of work shall but not limited to the following: 1. Imparting Non residential training to selected students of Umaria District, so also make them capable enough to face the career competitive exams successfully. 2. Provide free professional coaching to students for which district administration will compensate. 3. Regular class through the best professional teachers. 4. Provision of free textbooks, coaching materials and free access to informative books, 5. Motivation and guidance to take coaching materials and free access to informative books, 6. Help district administration in selecting prospecting students for coaching. 7. Provide quality education (Practical as well as theory) with free textbooks, study material, notes, mode of coaching, schedule of coaching and added features/facilities if any, 8. Availability of dedicated permanent faculty for coaching so that students can get doubts clarified. 9. All round development and grooming of the enrolled students. 10. In no case or under any circumstance, the coaching institute will not leave the project before completion. 11. The bidder has to be open to the suggestions/monitoring by the district administration to ensure proper functioning. 12. Government will sponsor at least 50 students for the first year of coaching; another 50 students will be selected for the next year (total 100 students in 2 nd year). Same

3 Coaching institute will continue for second year coaching also subject to good performance/student satisfaction. Agreement will be signed with coaching institute for 2 years duration (which includes complete preparation for JEE and other pre engineering examinations.) Submission of RFP The eligibility criteria, submission, requirement and other details can be downloaded from the official website of Umaria District (http;//umaria.nic.in) RFP (downloaded) should be submitted along with a Bank guarantee or Demand draft of Rs / drawn on any nationalized commercial bank in favor of, CEO Zila Panchayat, Umaria payable at Umaria, MP as security money. The RFP can also be obtained from Zila Panchayat, Umaria by paying the document price of Rs 500/ In the form of DD drawn on any nationalized/ scheduled commercial bank in favor of, CEO Zila Panchayat, Umaria, MP. Please note this money is non refundable. The Request for Proposal and accompanying documents must be delivered no later than 03 June 2015 at 1:00 PM in a sealed envelope clearly labeled " Providing Non Residential coaching to selected Students of Umaria District" addressed to CEO Zila Panchayat, Umaria MP. 4 Government of Madhaya Pradesh Panchayat and Rural Development Department (Zila Panchayat, Umaria) Invites Request for proposal (RFP) From Registered Coaching Institutes for Providing Non Residential Coaching for Engineering Entrance Examinations (JEE and other Engineering entrance examinations) for the students of Umaria District Zila Panchayat, Umaria, Madhya Pradesh invites Request for proposal (RFP) in sealed envelopes from Registered Coaching Institutes and societies/trusts/companies firms registered under the law of land and managing coaching institutes of repute for providing Non Residential Coaching facility at district level for Engineering Entrance Examinations (JEE and other Engineering entrance examinations) for the students of Umaria District. 1. Bidding Criteria The bidders would have to satisfy the eligibility conditions and submit documentary proof for the following. I) Must be duly registered and comply with government norms. ii) iii) Must be registered with income tax (PAN/TAN) authorities certification Audited balance sheet for last three financial years Turnover (in lacs) as certified in the Audited balance sheet of (Audited) (Audited) (Audited/unaudited) iv) Details of main Contact Person including Telephone number/fax number/e mail ID v) Number of years of experience: minimum 03 years vi) The bidder has to provide documentary proof about the result of students in applied/did competitive exam/board exam for last three years along with name, contact no and address of succeeding students in the last year exams (success rate in %) vii) Number of offices /project locations, including location and space for classroom (and other relevant information, if any)(national or state level coaching will be preferred) viii) To provide details of available infrastructure for coaching, including the details of number of classroom and its seating capacity.

5 ix) To provide the details of permanent faculty available for coaching, along with their qualification and experience disclosures. x) To provide the details of the related added features for further grooming and holistic development of the enrolled students. xi) Full schedule of the teaching course along with the syllabus. xii) No consortium of vendors is allowed to bid for project. xiii) To submit declaration of conduct, not involved in any misconduct/forfeiture and should not be blacklisted by any organization xiv) If selected coaching institute want to use government infrastructure for training to other students they have to pay rent amount of INR 5,000 per month to concerned department. But this coaching to other students should not affect the quality and timing of coaching for which institute has been selected. If any wrong conduct on the part of coaching is found then coaching to other students will be stopped on the government infrastructure. Bidder must submit self attested copies of the above certification. Note: please submit all the documentary evidence in support of the above conditions as part of the pre qualification criteria,ceo Zila Panchayat, Umaria, MP further reserves the right to verify the successful operation and performance of qualifying projects and bidder shall arrange permission for the same. 2. Requirements I) Bid document can be obtained from the office of Zila Panchayat, Umaria, MP and can be downloaded from the official website of Umaria District ( ii) The document must be accompanied by bid security or Rs / (Indian Rupees One lakh Only) in the form of bank guarantee drawn in favor of, CEO Zila Panchayat, Umaria, MP payable at Umaria. No interest will be payable by the district administration on the amount of the bid security, Unsuccessful service providers' bid security will be discharged/returned as promptly as possible, but after the bid results are declared and after request received from the service provider. iii) The CEO Zila Panchayat, Umaria may forfeit the security deposit for any failure on part of bidder to complete its obligations under the agreement. iv) This bid document is not transferable. v) Bid documentation should contain a big envelope in which 2 separate envelopes marked A and B should be kept along with all the details as follows. Envelope A : Its should contain general information along with all the certificates which are asked to be submitted. Envelope B : Its should contain only commercial/ financial bid.

Schedule of Events The detailed schedule of events is as follow I) Refundable bid security Cost Rs. 100,000/ (Indian Rupees One Lakh Only) through bank guarantee or demand draft from a scheduled nationalized bank. Drawn in favor of " CEO Zila Panchayat, Umaria " payable at Umaria, MP (To be submitted with bid) ii) Issue of bid documents From 16 May 2015 to 03 June 2015 up 1.00 pm. iii) Submission of bid document Till 03 June 2015 at 1.00 pm venue: Office of Zila Panchayat, Umaria,MP. iv) Duration till which the bid should be Valid 180 days from the opining of the bid. Vi) Opening of bid On 03 Juune 2015 at 3.00 PM Venue: Zila Panchayat, Umaria, MP v) Presentation cum demonstration Time and venue about the same will be informed by the Zila Panchayat, Umaria, MP by official phone/mail/fax as per the order of CEO Zila Panchayat, Umaria. vi) Publishing of result for Successful Bidder based on the marks obtained in technical bid (includes presentation) and financial bid. The information to successful bidders will be provided through official phone/mail/fax. Payment Terms The payment will be done as per following 50% amount as advance (only after coaching printed material is distributed to students) 50% after successful completion of the training programme as per the satisfaction of Zila Panchayat,Umaria, MP. 4. Reservation Rights The Zila Panchayat,Umaria office reserves the right toi) Extend the closing date for the submission of the bids. ii) Amend the bid requirements at any time prior to the closing date, provided that the amendment is notified to prospective bidders.

7 iii) Seek information from or negotiate with one or more of the bidders on any issue at any time and to continue to negotiate with one or more of the bidders. iv) Discontinue negotiations at any time with any bidder. v) Terminate or abandon this procedure or the entire project whether before or after the receipt of bids. vi) Seek the advice of external consultants to assist the district administration in the evaluation or review of bids. vii) Make enquires of any person, company or organization to ascertain information regarding the bidder and its bid. viii) Reproduce for the purposes of this procedure the whole or any portion of the bid despite any copyright or other intellectual property right that may subsist in the bid.
